Глава комитета российской Госдумы по финрынку Анатолий Аксаков подтвердил, что в направленный в этот законодательный орган проект указания Центробанку РФ к законопроекту о цифровых финансовых активах (ЦФА) включено предложение ограничить возможности покупки криптоактивов неквалифицированными инвесторами. Ожидается, что Центробанк установит предельную разрешенную сумму в расчете на год, а операторы выпускающих токены систем будут обмениваться данными о клиентах, чтобы не допустить превышения лимита.
🔺По словам Аксакова, лимит, вероятно, будет соответствовать годовой сумме, которую неквалифицированным инвесторам разрешат вкладывать по новому закону о краудфандинге – 600 тысяч рублей. Сделки для них будут ограничены суммой передаваемых в оплату денег, совокупной стоимостью ЦФА для обмена и стоимостью переданных в обмен цифровых операционных знаков (одобренных в РФ криптовалют).
☝️Напомним, что законопроект “О цифровых финансовых активах” был внесен в Госдуму РФ в марте прошлого года и в конце мая прошел первое чтение. В ноябре из-за ряда недостатков в нем предлагалось вернуть документ в стадию первого чтения и существенно изменить. Сегодня Госдума РФ должна рассмотреть его во втором чтении, однако из-за внесения правок рассмотрение может быть перенесено. Ранее Аксаков рассказал, в документ добавят пункт об обязательной идентификации пользователей, которые намерены проводить операции с криптовалютами.

Anatoly Aksakov, head of the Russian State Duma Committee on the Financial Market, confirmed that the draft directive to the Central Bank of the Russian Federation on the Digital Financial Assets Bill (CFA) sent to this legislative body included a proposal to restrict the possibility of buying crypto assets by unqualified investors. It is expected that the Central Bank will set the maximum allowable amount per year, and the operators of the tokens issuing systems will exchange customer data to prevent the limit from being exceeded.

Transactions for them will be limited to the amount of money transferred as payment, the aggregate value of the CFA for the exchange and the cost of the digital operational marks (cryptocurrencies approved in the Russian Federation) transferred in exchange.
