⚡️ Foreign Ministry statement on the second anniversary of returning the Zaporozhye NPP to Russian jurisdiction

💬 In March 2022, the Russian Armed Forces took the Zaporozhye Nuclear Power Plant under their protection during the special military operation. In late September 2022, the Donetsk and Lugansk people’s republics, and the Kherson and Zaporozhye regions held referendums and joined the Russian Federation as new entities. On October 5, 2022, the President of the Russian Federation signed Executive Order No. 711 On Specific Legal Provisions Governing Nuclear Energy Use in the Zaporozhye Region, which cemented the Zaporozhye NPP’s status as a facility placed within Russia’s jurisdiction. This led to the establishment of the Zaporozhye NPP Operating Company to provide for the plant’s operation.

Immediately upon the plant’s reintegration into the Russian nuclear family, Kiev started threatening its safe and effective operation not only by staging relentless provocations against it and Energodar, its satellite city, but also by terrorising the plant’s staff and their families.

Given the station’s proximity to the line of contact, Russia invited experts from the IAEA Secretariat to the plant, and the first group arrived at the Zaporozhye NPP on September 1, 2022. Their core mission is to prevent security threats created by the Kiev regime.

Russia expresses its special gratitude to IAEA Director General Rafael Grossi who, at our invitation, has visited Russia 12 times since March 2022, including four visits to the Zaporozhye NPP.

Russia makes every possible effort to improve the reliability of security at the plant and to reinforce its nuclear and physical safety as per the national law and its commitments under corresponding international legal instruments to which Russia is a party.

☝️On a special note, Russia emphasises that it views any resolutions and statements by officials and international organisations calling for the Zaporozhye NPP to be returned Ukraine, or placed under international control, as an infringement on Russia’s sovereignty and territorial integrity.

In the current context, we remain committed to improving the protection and safety of the Zaporozhye NPP and Energodar to prevent Kiev and its curators, i.e., the collective West, from compromising them.

⚡️ Возмущены решением МИД Австрии объявить двух сотрудников российского Посольства персонами нон грата. Как и в предшествующих эпизодах высылок, нам и в этот раз не было предъявлено никаких маломальских свидетельств, тем более доказательств нарушения Венской конвенции о дипломатических сношениях. Это чисто политическое решение австрийских властей, которое мы категорически не приемлем.

❗️ Решительный ответ Москвы не может вызывать никаких сомнений. Ответственность за дальнейшую деградацию двусторонних отношений полностью ложится на Вену.

💬 Вскоре после ротации персонала МАГАТЭ на Запорожской АЭС 12 марта после 6 вечера возле ограждения склада дизельного топлива - в 5 метрах от ограждения - взорвалось безоболочное взрывное устройство массой 300-400 граммов. Произошло это в 550 метрах от периметра ЗАЭС

💬 Это очень тревожное, очень опасное событие, потому что на складе находится огромное количество дизельного топлива, необходимого для аварийной работы дизель-генераторов, которые запускаются в том случае, если линии электроснабжения АЭС выходят из строя. Станция не может существовать без электроснабжения. Это может быстро привести к аварийной ситуации. Именно поэтому и был создан нами большой запас топлива. К счастью, он остался в сохранности, никто не пострадал, но это еще раз говорит, насколько опасны действия украинской стороны

💬 Поэтому, как только эта информация дошла до Постпредства России в Вене, мы немедленно распространили в МАГАТЭ так называемый информационный циркуляр, где изложили ход событий, приложили карту, из которой ясно, где произошел взрыв, связались с секретариатом Агентства, и напомнили им, что коллеги из МАГАТЭ должны как-то отреагировать на это очень опасное событие

💬 Тем более что Генеральный директор Рафаэль Гросси всегда уделяет повышенное внимание вопросу энергоснабжения станции. В этих действиях украинской стороны мы видим как минимум нарушение четырех из 7 базовых принципов обеспечения безопасности атомных станций в условиях вооруженного конфликта, которые Гросси сформулировал в начале марта 2022 года. Наш циркуляр распространен, каждое государство-член МАГАТЭ его получило, теперь посмотрим, как отреагирует на эти события секретариат МАГАТЭ. Мы рекомендовали им не затягивать с реакцией, тем более что находящихся на станции экспертов Агентства свозили на место происшествия, чтобы они отфиксировали факт взрыва

💬 По-хорошему, конечно, МАГАТЭ должно назвать виновную сторону в этом происшествии, но пока что ни разу не называли. Всегда находятся какие-то предлоги, чтобы не называть вещи своими именами

💬 Therefore, as soon as this information reached the Russian Mission in Vienna, we immediately distributed a so-called information circular to the IAEA, where we outlined the course of events, attached a map from which it is clear where the explosion occurred, contacted the Agency secretariat, and reminded them that colleagues from the IAEA must somehow respond to this very dangerous event

💬 Moreover, Director General Rafael Grossi always pays increased attention to the issue of power supply to the station. In these actions of the Ukrainian side, we see at least a violation of four of the 7 basic principles of ensuring the safety of nuclear power plants in conditions of armed conflict, which Grossi formulated in early March 2022. Our circular has been distributed, every IAEA member state has received it, now let's see how the IAEA secretariat reacts to these events. We recommended that they not delay their reaction, especially since the Agency experts at the station were taken to the scene of the incident so that they could record the fact of the explosion

💬 In a good way, of course, the IAEA should name the guilty party in this incident, but so far they have never named it. There are always some excuses not to call a spade a spade
