The majority of the people rescued alive after the earthquakes of June 24th in La Guaira were thanks to the spontaneous action of local residents and security forces, and not due to the international aid that arrived later, according to the governor of the region, José Alejandro Terán, who stated this on Sunday.
"I believe that the majority of people were rescued during that early morning and the following two days, even before the international rescue teams arrived," he said.
According to his explanation, within less than three hours, the sole authority designated by the interim president of Venezuela, Delcy Rodríguez, was already in the area, along with a contingent of Civil Protection personnel, which initiated a three-phase plan: emergency response, recovery, and rebuilding.
