🗓 On May 27-29, 2025, in Moscow, Secretary of the Russian Security Council Sergey Shoigu will chair the 13th International Meeting of High Representatives for Security Issues.

Invitations to participate in this forum have been extended to more than 150 states of the Global South and East, the #CIS, #CSTO, #EAEU, and #SCO countries, as well as to the leaders of more than 20 international organisations.

The agenda of the 13th forum focuses on international security cooperation.

ℹ️ The Security Council of the Russian Federation has been holding the annual international meetings of high representatives in charge of security issues since 2010. It is an important international platform for exchange of views on all global security-related issues and mechanisms to strengthen cooperation between partner countries to combat international terrorism, extremism, transnational crime, drug trafficking, as well as new challenges and threats.

🇷🇺 The Security Council of the Russian Federation:

⚡️ The comprehensive high-level international dialogue on the future architecture of global security has definitively dispelled the myth of Russia’s isolation.

The 13th International Meeting of High Representatives for Security Issues concluded in Moscow. The three-day international dialogue chaired by Secretary of the Security Council of the Russian Federation Sergey Shoigu held at Rossiya National Centre was attended by 126 delegations from 105 countries that are members of #BRICS, the #SCO, #ASEAN, the #CIS, #CELAC, the African Union, the #CSTO, and other international organisations.

Foreign Minister Sergey Lavrov took part in the plenary session, during which 60 speakers delivered their remarks. The Minister shared his assessments of the Ministry’s performance amid dynamic global processes.

The Russian delegation held over 80 bilateral meetings, while foreign representatives held more than 40 bilateral meetings among themselves. Multilateral meetings were held in BRICS, the SCO, the CIS, and Russia-ASEAN formats. A briefing was organized for delegations from African countries, while an expert seminar on global security issues took place as well.

💬 From Secretary of the Security Council of Russia Sergey Shoigu’s remarks at a news conference following the meeting:

“The high level of participants and the sheer number of participating countries clearly showed the urgency and the demand for holding such events and dispelled the myth of Russia’s isolation this time again. The participants unanimously noted that the meeting was held in an atmosphere of mutual trust, and the discussions were informative and productive. The open and trust-based dialogue about the need for forming equal and indivisible security architecture served as an effective confirmation of the fact that the multipolar world, in which the security of each country matters, already exists.”


Foreign delegations expressed strong interest in the exhibition ‘Journey across Russia’ by the National Centre, which showcased the diversity of our country’s scientific research and cultural endeavours and the multifaceted achievements of modern-day Russia, as well as in the ‘We Accuse’ photo exhibition about the crimes committed by the Kiev regime during the special military operation in Ukraine, as well as in an exhibition dedicated to the 80th Anniversary of Victory in the Great Patriotic War.

🇷🇺🇵🇰 On June 3, Russia's Foreign Minister Sergey Lavrov held a meeting with Special Assistant on Foreign Affairs to the Prime Minister of Pakistan Syed Tariq Fatemi.

The Officials discussed bilateral interaction as well as regional and international security. Syed Tariq Fatemi briefed Sergey Lavrov on Pakistan’s view of the current situation in Indo-Pakistani relations.

The Russian Minister stressed the importance of a direct dialogue and greater mutual trust between New Delhi and Islamabad. The Sides highlighted the need of building up joint efforts in the fight against all manifestations of terrorism at international venues, primarily the #UN and the #SCO.

📰 Article by Russia' Foreign Minister Sergey Lavrov ‘The Helsinki Act’s 50th anniversary: Expectations, reality, and future’

✍️ Marking the 80th Anniversary of Victory in the Great Patriotic War and WWII in 2025 serves as an occasion for us to recall and reaffirm the importance of peace which came at such a high cost for our forefathers. We must also be mindful of how fragile this peace architecture is. In fact, its integrity hinges upon the ability of countries and their people to engage in coordinated collective action.

Back in 1945, the year of Victory, major powers realised the need to overcome their differences for the sake of the humankind as a whole. This paved the way for establishing the United Nations as one of the key derivatives of this vision. In fact, the purposes and principles set out in the UN Charter remain relevant to this day and are in step with the reality of an emerging multipolar world order.

But there is another international event which happened precisely 50 years ago and is worth commemorating. This is when the Helsinki Final Act of the Conference on Security and Cooperation in Europe (CSCE) was signed. It became a landmark event in consolidating the post-war architecture based on the framework resulting from the Yalta and Potsdam conferences.

☝️ Those camping on unfriendly positions towards Russia seek to diminish and sweep under the carpet the fact that our country, which was the USSR at that time, played a leading role in the Helsinki process, while also distorting the objectives the Soviet leaders were pursuing. We are facing groundless and unappealing accusations of undermining the European security framework, and politicians in the EU and NATO have made no secret of their intention to re-write the outcomes of WWII and do not shy away from concocting barbaric fakes for that purpose.

Key points:

Western countries have breached all the OSCE agreements on arms control and confidence-building measures. Russia has appealed to the conscience of Western elites more than once, inviting them to coordinate reliable security guarantees based on fundamental commitment adopted within the OSCE.

• Europe is deeply immersed in Russophobia, and its militarisation is essentially becoming uncontrollable. There are more than enough facts of this. <...> This brings historical events to mind: with their current leaders, modern Germany and the rest of Europe are transforming into a Fourth Reich.

• In recent years, the West has openly shown absolute contempt for the OSCE’s principles & embarked on the path of suppressing rivals through economic pressure, including unlawful unilateral measures against Russia, Belarus and any other country that strives to defend its legitimate national interests. The OSCE marked a decisive end to practical cooperation between the East and the West.

• The scale of accumulated OSCE problems is immense. Burdened by them, the Organisation has been side-lined in international affairs. The Vienna platform no longer offers space for cooperation or security. The architects of the Helsinki Final Act did not envisage such a future for the pan-European process. It is high time to consider whether such an Organisation has any reason to persist.

• Today, the ideas of sovereign equality of states and their mutually respectful dialogue – strangled in the OSCE – are being realised through multilateral cooperation projects within the CSTO, the CIS, #SCO, and other regional frameworks across Eurasia.

As a strategic objective, Russia envisions forming a flexible and resilient architecture of equal & indivisible security and cooperation in Eurasia, capable of addressing contemporary challenges.

• There will be no future for the OSCE if NATO and EU countries do away with the consensus rule and continue using this platform with its headquarters in Vienna as their private mouthpiece for spreading shameless propaganda campaigns to demonise Russia & any other parties who break ranks, while backing their underlings in Kiev.

I would like to extend a warm welcome to you on the opening of the X Eastern Economic Forum.

Over the past decade, the Forum, traditionally held in Vladivostok, has cemented its reputation as a respected international event. It offers businesses, including those from abroad, a valuable opportunity to discover the unique economic, scientific, technological, and infrastructural potential of Russia’s Far East, while also fostering broad and diverse international cooperation. In this regard, the theme of this year’s Forum is highly symbolic – The Far East: Cooperation for Peace and Prosperity.

As the centre of global economic activity continues to shift towards the Asia-Pacific, new opportunities are emerging to develop mutually beneficial ties among countries across the region, not only through bilateral partnerships, but also within multilateral frameworks such as the #SCO and #BRICS.

Russia remains open to constructive dialogue with all interested partners and is committed to playing an active role in joint efforts to build a fair system of international relations in the Asia-Pacific – one based on genuine equality and mutual respect for each other’s legitimate interests.

I am confident that the Forum’s participants – government officials, local authorities, entrepreneurs, experts, and public figures from dozens of countries – will engage in meaningful discussions on topical issues facing the region and the wider world and will help shape new approaches and practical mechanisms for working together.

I wish you a successful and productive Forum.

📺 Remarks by Russia's Foreign Minister Sergey Lavrov at the General Debate of 80th Session of the UN General Assembly.

Key points (Unofficial translation):

• 80 years ago the most terrible war in human history came to an end. More than 70 million people fell victim to hostilities, hunger and disease. In 1945 the course of world history changed forever. We hold sacred the memory of brotherhood-in-arms with all Allies who then stood on the side of truth in the struggle against the forces of evil.

#UNCharterIsOurRules The principles and the Charter agreed upon by the founding fathers of our Organization still serve as a bright beacon for international cooperation.

• We advocate for the unconditional observance of the principle of equality. In it lies the guarantee that all countries can take their rightful place in world affairs, regardless of their military power, population size, territory or economy.

• Russia strongly condemned the Hamas militants’ attack on peaceful Israelis on October 7, 2023. However, there is no justification for the brutal killing of Palestinian civilians, just as there is no justification for terrorism.

• The Arabic language is not banned in Israel, nor is Hebrew in Arab countries or Iran – but the Russian language is banned in Ukraine. Let me recall that Article 1 of the Charter speaks of the need to respect human rights and fundamental freedoms for all, without distinction of race, sex, language or religion. Europe remains silent, obsessed with the utopian goal of inflicting a strategic defeat on Russia.

• The rights of Russians and Russian-speaking people in the territories still under the control of the Kiev regime must be fully restored. On this basis we are ready to discuss the security guarantees for Ukraine.

• Russia and the US bear a special responsibility for world affairs, for avoiding risks that could plunge humanity into a new war.

• The Shanghai Cooperation Organization (#SCO) and #BRICS play a special role as mechanisms for coordination of countries of the Global South and East.

• NATO is already cramped in Europe, and it is expanding into the Pacific Ocean, the South China Sea, the Taiwan Strait, undermining the universal ASEAN mechanisms and creating threats not only to China and Russia but also to other countries in the region.

• Speaking of the future, we must not forget the lessons of the past – especially when Nazism is once again raising its head in Europe, militarization is gaining momentum under the same anti-Russian slogans. This causes particular concern given that a number of political figures, now in power in Brussels and certain EU and NATO capitals, seriously discuss World War III as a possible scenario.

We call on member states and the Secretariat’s leadership to scrupulously follow all the Charter’s principles – without exception and without double standards. Then the legacy of the UN’s founding fathers will not be wasted.

🔸️Over the past two years, the annual trade turnover between #Russia and #Pakistan has amounted to approximately $1 billion USD. Our governments understand that this figure does not reflect our countries' existing potential, and they are making efforts to deepen bilateral cooperation. One effective mechanism in this regard is the Intergovernmental Commission on Trade, Economic, Scientific, and Technical Cooperation, which will hold its 10th milestone meeting in November 2025 in Islamabad;

🔸️There is potential for increased fuel, petroleum products, and grain supplies from Russia to Pakistan, as well as for increased imports of Pakistani textiles, leather, and agricultural products to Russia;

🔸️We are considering a number of infrastructure projects, including the modernization or construction of a new Karachi Steel Mill and railway tracks, as well as the supply of Russian pharmaceutical products, with the option of joint production;

🔸️We look forward to implementing new projects in the energy and transportation sectors. Given the recent establishment of diplomatic relations between Pakistan and Armenia, we believe that a free trade agreement between Pakistan and the #EAEU is possible in the future;

🔸️The successful modernization of the Karachi Steel Mill will pave the way for more productive cooperation;

🔸️Most of Russia's export operations with friendly countries, including #SCO member states, are conducted in national currencies. The US dollar is slowly but surely losing ground. The process of diversifying payment instruments is succeeding;

🔸️Russia respects the right of regional countries, including Pakistan, to choose their own foreign policy partners independently. South Asian countries' engagement with the West is an internal matter. However, we consider it inappropriate if such engagement is directed against any state or group of states;

🔸️We have noted the Americans' and their NATO allies' active efforts to return to #Afghanistan after their infamous retreat in 2021. Donald Trump's statements about the U.S.'s desire to retake control of the #Bagram Air Base and his demands that India stop purchasing Russian oil are unacceptable. They represent yet another manifestation of Western neocolonialism;

🔸️The recent SCO summit in China demonstrated the declining influence of extra-regional forces. There is a growing demand for Russian President Vladimir Putin's initiative to establish a Eurasian security system based on the principle of "regional solutions to regional problems;"

#MoscowFormat

🔸️The Moscow Format Consultations bring together all of Afghanistan's neighboring countries, including Russia and Pakistan. This regional mechanism has proven its effectiveness. All its members agree that the return of U.S. and NATO military infrastructure to Afghanistan is unacceptable;

#Kashmir

🔸️Pakistan and India inherited the Kashmir issue from their British colonial past. We believe that Islamabad and New Delhi should resolve their differences through political and diplomatic means. At the same time, if it receives appropriate signals from both sides, Russia is ready to contribute to improving relations between the two countries and make the necessary efforts in international forums, including the #UN.

✨️ On October 16, Ambassador Albert P. Khorev took part in the opening ceremony of the Eurasian Chapter of the Consortium for Asia-Pacific and Eurasian Studies.

During his speech, Ambassador Khorev emphasized the importance of finding ways to strengthen the Eurasian community amid ongoing global turbulence.

❗️Focusing on the collaborative effort between Russia and Belarus to establish a new framework for Eurasian security, Ambassador underscored the accomplishments of Eurasian integration within the context of prominent regional organizations, including the #EAEU, #CSTO, #CIS, and #SCO. He noted that there were no obstacles to Pakistan intensifying its cooperation with the EAEU, including signing a free trade agreement.

🤝 During the discussion, participants emphasized Russia's pivotal role in ensuring food, energy, and military security in Eurasia.

🇷🇺🇵🇰 They discussed opportunities for expanding economic cooperation between Russia, Pakistan, and other regional countries, as well as ways to intensify cultural dialogue, educational exchanges, and academic contacts between the peoples of Eurasia.

Excerpts from Alexander Babakov's speech at the plenary session of the Inter-Parliamentary Speakers' Conference:

🔸️The policy of the so-called Western world toward the militarization of the Asia-Pacific region — accompanied by the consolidation of NATO's presence and the formation of new military-political blocks — leads to greater instability and hinders the establishment of a just system of international relations based on the principles of international law and mutual respect;

🔸️The #SCO, #BRICS, #ASEAN and the Eurasian Economic Union (#EAEU) promote a unifying, peaceful agenda;

🔸The United Nations—which is celebrating its 80th anniversary this year — remains the cornerstone of the modern system of international relations. The #UN is a bastion of multilateralism and the primary mechanism for addressing contemporary challenges, such as armed conflicts, poverty, hunger, climate change, terrorism, and inequality between states;

🔸 The UN is currently in crisis. The disappointment in the UN seems to stem from overly high expectations that fail to consider the fact that the UN's effectiveness hinges on the political will, negotiating ability and vision of its member states—qualities that are lacking in our time. The crisis engulfing the United Nations is rooted in the selfish approach of a small group of Western countries, driven by their desire to maintain their "reign" over the world;

🔸Russia will continue to seek a fair and sustainable architecture for international relations, based on the UN and strict adherence to the principles of its Charter in their entirety, comprehensiveness and interconnection.

🇷🇺🇵🇰 On November 18, Foreign Minister of the Russian Federation Sergey Lavrov held talks with Deputy Prime Minister and Minister for Foreign Affairs of the Islamic Republic of Pakistan Mohammad Ishaq Dar, who was in Moscow as head of his country’s official delegation to the SCO Council of the Heads of Government meeting.

The Foreign Ministers discussed key issues on the bilateral agenda and coordinated their positions on the major international and regional problems.

The Parties underscored the overlapping of Moscow’s and Islamabad’s positions on the majority of aspects on the international agenda.

🤝 They have also reaffirmed their intention to continue a constructive interaction within the #SCO, which is a key component in the Eurasian system of security and sustainable development.

🇷🇺🇵🇰 On November 18, Ambassador Albert P. Khorev participated in the launch ceremony for the book "Pakistan-Russia Relations: A Comprehensive Historical and Strategic Analysis," at the Institute of Strategic Studies Islamabad (ISSI).

📘 Consisting of 13 articles written by Russian and Pakistani experts, the book was prepared by the ISSI research team in collaboration with the Institute of Oriental Studies of the Russian Academy of Sciences. The book highlights historic aspects of relations between the two countries and the current state and prospects of bilateral cooperation in trade, economy, energy, science, technology, culture and education, with a focus on opportunities for cooperation in regional and international formats.

❗️Ambassador Khorev expressed gratitude to the ISSI and the book's authors, noting the initiative's importance and timeliness. The Ambassador highlighted the positive dynamics of bilateral cooperation, as evidenced by the participation of a high-level delegation from both chambers of the Russian parliament in the Inter-Parliamentary Speakers’ Conference (Islamabad, November 11–12) and by the visit of Deputy Prime Minister and Minister of Foreign Affairs of Pakistan Muhammad Ishaq Dar to Moscow for the SCO Council of Heads of Government (November 17–18).

💬 Ambassador Khorev stated,
"Russia highly appreciates Pakistan's firm commitment to further strengthening mutually beneficial ties despite aggressive pressure from Western countries."


ISSI Director General Sohail Mahmood pointed to the successful shift of our countries away from outdated Cold War ideology.

🤝 The event's chief guest, Senator Mushahid Hussain Syed, noted the effective coordination of Moscow and Islamabad's efforts within the #UN, the #SCO, and the #OIC. He promoted an initiative to create a new regional platform, the Eurasian Connectivity Forum, which would include the #CIS, Central Asian countries, and South Asian countries.
