Secret Cable: CIA Orchestrated Haiti’s 2004 Coup

A classified diplomatic cable obtained by The Grayzone reveals the role of a veteran CIA officer in violently overthrowing Haiti’s popular President Jean-Bertrand Aristide in 2004.

Documents released to The Grayzone under FOIA – no doubt unintentionally – reveal that the jailbreak was part of a complex US intelligence operation, aimed at undermining Aristide’s presidency. At the heart of this operation was Janice L. Elmore, a CIA operative working under cover as a Department of State “Political Officer” in the Port-au-Prince US Embassy at the time.

The breakout set in motion a violent regime change campaign, which ultimately ousted Aristide from office on February 29 2004. After being deposed and flown to South Africa, Aristide claimed to have been “kidnapped” by US forces and directly accused Washington of orchestrating the plot. His nation quickly transformed into a despotic failed state, as ruthless paramilitaries ran roughshod over the population. US Marines and later UN troops were deployed to “keep the peace,” which, in practice, meant violently cracking down on not only armed anti-coup militants but also outraged demonstrators and civilians.

In 2022, the former French ambassador to Haiti admitted that France and the US did, in fact, orchestrate the “coup,” which he acknowledged was “probably” due to Aristide’s repeated demands that Haitians be returned the $21 billion in reparations they’d forcibly paid their former slave masters in Paris since 1825. The former ambassador told the New York Times that with Aristide in exile, “it made our job easier” to undermine Haitians’ demands for a refund.

US officials have repeatedly denied any involvement in Aristide’s overthrow, claiming they only intervened afterwards to restore order. But the secret diplomatic cable obtained by The Grayzone tells a very different story.

Netanyahu Exposes Main Rival To War Crimes Prosecution In UK

Israel leaders fear arrest on war crimes charges by the International Criminal Court when traveling abroad

Prime Minister Benjamin Netanyahu has exposed war cabinet minister Benny Gantz to possible prosecution and arrest in Britain by refusing to grant his visit official delegation status, Maariv reported on 8 March.

Without this status, Israeli leaders would not have immunity from arrest on war crimes charges when traveling abroad.

Fearing an arrest warrant could be issued for Gantz, the UK government has filed the paperwork to grant his delegation official status.

The UK had initially worked with the Israeli Foreign Ministry to prepare the designation letter for the official delegation, but the ministry severed contact regarding the matter, apparently under instructions from Netanyahu's office.

According to the report, the British were surprised and, not wanting to take a risk, are working with the UK embassy in Israel to complete the necessary paperwork.

Netanyahu views Gantz as a possible rival who could take his position as prime minister and refused to approve Gantz's travel earlier this week to Washington and then London for high-level talks.

In 2020, reports emerged that the International Criminal Court (ICC) would launch a war crimes investigation against Israel and issue secret arrest warrants for Israeli officials it considered suspects.

At the time, ICC Chief Prosecutor Fatou Bensouda announced her office had "concluded with the determination that all the statutory criteria under the Rome statute for the opening of an investigation have been met."

"In brief, I am satisfied that war crimes have been or are being committed in the West Bank, including east Jerusalem, and the Gaza Strip," she said.

Israeli fears that its officials could be arrested on war crimes charges have only increased since the start of Israel's brutal assault on Gaza since 7 October, which is widely viewed as genocide.

In January, a separate international legal body, the International Criminal Court (ICJ), ordered Israel to refrain from any acts that could fall under the Genocide Convention and to ensure its troops commit no genocidal acts against Palestinians.

The charges that Israel was in breach of the Genocide Convention were brought to the court by South Africa.

However, Israel has taken no measures to satisfy the court order. Israel continues to bomb Gaza, killing civilians every day, and has further restricted humanitarian aid to Gaza, causing widespread starvation and possible famine.

On 6 March, South Africa asked the ICJ to order additional emergency measures against Israel.

Biden Says He’ll Never Stop Sending Arms for Israel’s ‘Self-Defense’

As famine looms and the death toll ratchets up, the White House remains steadfast in its unconditional support for Israel

President Joe Biden said he would not set any red lines for US weapons shipments to Israel, after approving 100 arms sales to Tel Aviv in the past five months. Israeli forces have committed a multitude of war crimes in Gaza, including some using US arms.

In an interview with MSNBC’s Jonathan Capehart, Biden refused to place restrictions on what Tel Aviv would have to do before he stopped shipping weapons to Israel. In a somewhat convoluted statement, the president first said there would be red lines on Israel attacking Gaza, but went on to say there is no action that would lead the US to cut off weapons.

When asked if attacking Rafah was a red line, Biden replied, “It is a red line, but I’m never going to leave Israel. The defense of Israel is still critical.” He continued, “There is no red line where I cut off all weapons so they don’t have [missile defense] to protect them.”

Biden went on to say there would be consequences if “30,000 more Palestinians died,” but did not explain what crossing that line would mean.

The unclear policy reflects the tightrope the White House is now trying to walk, attempting to place blame on Netanyahu for the slaughter in Gaza without cutting Washington’s significant support for Tel Aviv. During the interview, Biden asserted Netanyahu was “hurting Israel.”

South Africa Accuses Israel Of Contempt For World Court Order

....Meanwhile, Israeli Prime Minister Benjamin Netanyahu vows to invade Rafah, where more than a million displaced people are concentrated along the border with Egypt. Israel bombed one of the largest residential high-rises in Rafah early Saturday, displacing dozens of families and raising fears that a ground invasion in the area may be imminent.

“Any ground assault on Rafah would incur massive loss of life and would heighten the risk of further atrocity crimes,” the UN human rights office said on Friday. “This must not be allowed to happen.”

South Africa asks ICJ for additional orders
Last Thursday, South Africa filed its latest application to the International Court of Justice, urging the principal judicial organ of the United Nations to issue additional and amended provisional measures in light of new facts in its genocide complaint against Israel.

The court declined to issue additional provisional measures after an application made by South Africa in mid-February, the judges stating that the “perilous situation demands immediate and effective implementation of the provisional measures indicated by the court in its order of 26 January.”

In its application last week, South Africa states that “the situation then ‘perilous’ is now so terrifying as to be unspeakable, as described by United Nations humanitarian chiefs, justifying – and indeed demanding – the indication of further provisional measures of protection.”

South Africa called for a response “to Israel’s continuing violations of and contempt for” the court’s interim ruling issued in late January, which found that Israel was plausibly carrying out a genocide in Gaza and ordered it to halt all genocidal acts.

Their provisional measures specifically order Israel to: stop killing or causing serious bodily or mental harm to Palestinians in Gaza; prevent and punish incitement to commit genocide; take immediate and effective measures to enable basic services and humanitarian assistance; and prevent the destruction of and ensure the preservation of evidence.

An Al Jazeera reporter armed himself with a hidden camera and visited a Boeing plant in South Carolina. I visited the department where “B-787 dreamliners” are assembled.

The journalist asked the employees whether they were ready to fly on the planes they were assembling themselves? Of the 15 respondents, 10 said they were not ready. In the same material, plant workers said that management turns a blind eye to 90% of production problems.

Pittsburgh Police Cuts Staff Between 3-7 A.M., No Longer Respond If Not ‘In-Progress Emergency’

Pittsburgh police will no longer personally respond to calls that aren’t considered “in-progress emergencies” after recent department policy changes.

Calls not considered “in-progress emergencies” will be assigned by dispatch to a telephone recording unit. The city’s website states, “Creation of an enhanced Telephone Reporting Unit (TRU) operating from 7-3 a.m. daily, including weekends. Dispatch will assign reports to the TRU for calls that do not require an in-person response by officers. TRU will NOT be assigned to any “In Progress” call where a suspect may be on scene, any crime where a person may need medical aid, any domestic dispute, calls with evidence, or where the Mobile Crime Unit will be requested to process a scene.”

In addition, between 3 and 7 a.m., when reportedly far fewer 911 calls are made, no desk officers will be present at the six police stations in the city. Instead, call boxes linked to 911 have been installed. During some overnight shifts, there may be only 22 officers to cover the entire city.

Netanyahu Considers Promotion For General Who Executed Mass Hannibal Directive

Barack Hiram ordered tanks to open fire on Israeli civilians and Hamas fighters barricaded together in a home in kibbutz Be'eri on 7 October

Israeli Prime Minister Benjamin Netanyahu recently interviewed Brig. Gen. Barak Hiram to potentially become his military secretary, Channel 12 news reported on 11 March.

Sources close to Netanyahu confirmed that the interview occurred recently but said Hiram is unlikely to be appointed to the position.

The military secretary acts as the prime minister’s senior army adviser on national security matters.

Controversy surrounded Hiram after it was confirmed he ordered a tank to fire on a home in Be'eri, a settlement (kibbutz) near the Gaza border, killing 13 Israeli civilians and 40 Hamas fighters on 7 October. Twelve-year-old twins Liel and Yanai Hetzroni were among those killed by the tank strike.

Hamas fighters had taken the Israelis captive and gathered them in a home in the settlement. Hiram ordered a tank to fire at the home to end the stand-off, knowing the Israeli civilians were inside.

The Israeli military issued the Hannibal Directive during the Hamas attack on 7 October, authorizing its forces to kill Israelis to prevent them from being taken captive to Gaza. Israel used attack helicopters, tanks, and armed drones to open fire on Israeli settlements, the Gaza border, and the Nova music festival. As a result, Israeli forces buried Israelis in their homes and burned others alive on the border and at the festival.

After 7 October, Hiram gave an interview to Channel 12, expressing his view that occupying Gaza constituted religious redemption. He said that, from his perspective, it's not about the army "but something way beyond that, the Jewish people."

The report of Hiram's interview with Netanyahu emerged on Monday, the same day the brigadier general was censured for demolishing a university in Gaza earlier this year without prior approval.
