He is simply an elected candidate for the Prime Minister's position.

The Shia bloc has chosen him, and the Kurds are on board too. He will be the next Prime Minister, the Sunnis don't have enough seats to dispute his candidacy.

So yes, although he isn't 'officially' the Prime Minister yet, he will be.
