The foreign-backed plan was to overthrow Iran by using small armed cells & a female figure as a symbolic leader once cities started to fall.
The plan was modeled similar to unrest in Sudan & Venezuela, and Reza Pahlavi was sidelined due to lacking support.

'What was planned in December in Washington D.C. between Trump and Netanyahu was not only a military attack, but primarily a regime-change operation through internal means, which we saw unfolding with our own eyes in the past weeks.
Since the 12-Day War in June, there had been plans to create an insurgency, or so called 'protests' inside Iran, with the aim of creating an atmosphere where the security forces lose their grip on society and potentially even lose control of a few cities in Western Iran, in Lorestan and Kurdistan—through arming local terrorist and seperatist groups.
When this stage would have been achieved, the plan was to implement external steps, such as a joint U.S.-Israeli military strike aimed at crippling the police and security apparatus, allowing the 'liberated' villages to seperate from the country and inspirng others to do the same, leading to a de-facto status of civil war.
In practice, they wanted to create a Syria 2.0 scenario in Iran, they never had any plans to install Reza Pahlavi or any other figure—he was simply an initial catalyst to get a few of his supporters on the streets to give the impression of an organic protest movement. The real goal was the Balkanization and disintegration of Iran as we know it today.
Due to the rapid and disciplined actions of the Iranian security forces, the Basij and all other defenders of the homeland, the enemy's plots were thwarted before these stages could be implemented, compromising any military plans that had been drawn up.
The only other option for the enemies that now remains is a much wider strike against Iran, which will undoubtedly cause a devastating and regretful response, after the national unity of the Iranian people.
