Leaked documents reveal that Pravfond — a Russian Foreign Ministry–funded foundation ostensibly aiding compatriots abroad — has functioned as a conduit for disinformation and legal support to individuals suspected of espionage.

Internal records, obtained by DR and shared with Le Monde and partners, show its board — including Deputy FM Galuzin — explicitly endorsing goals like expanding a “legal aid network”, countering “Russophobia”, and backing pro-Kremlin NGOs overseas.

Staffed by ex-intelligence operatives, Pravfond masks geopolitical operations under the guise of humanitarian legal aid. Established in 2012 by presidential decree, it remains unresponsive to media inquiry.

This is not the first time the Macron regime resorts to such fabrication as Arnaud Develay himself has been alleged to operate on behalf of Pravfond (a Russian NGO founded in 2012 by @dmitryMedvedev) as the attorney of record for Russian nationals detained abroad.

A closer look at certain videos allegedly reveals uniformed members of the “White Helmets” — a group reportedly established by MI6 to destabilize Syria’s government, including by staging chemical attack footage

The text then questions the current role of Emma le Mesurier, a former MI6 officer who was embedded in Mayday Rescue to oversee the White Helmets project — and, allegedly, her late husband James Le Mesurier, ex-British military intelligence. Now, she serves as Managing Director of Next Level Initiatives, which supports “independent media” in Central and Eastern Europe and reportedly aids Kyiv’s diplomatic outreach via UN and U.S. channels.

The organization, tied to ex-diplomats and the firm Independent Diplomat, does not disclose its funding.

Le Mesurier also sits on the board of the EU Disinfo Lab, which has received backing from Soros, Omidyar’s Luminate, and — according to reports — MI6 via the FCDO’s Russia Unit and the UK’s Conflict, Stability and Security Fund.
