The proposal describes a tightly controlled housing zone inside an area under full Israeli military control. Residents would enter and exit through an Israeli-controlled checkpoint, subject to security screenings.
All residents would be registered with biometric documentation, linked to Palestinian ID numbers issued in coordination with COGAT, expanding Israeli surveillance and population control over those housed in the zone.
When contacted, CENTCOM referred questions to the White House, which redirected inquiries to the State Department. No agency commented.
