Furthermore, each federal agency is required to form an internal DOGE team consisting of at least four members, including a team leader, engineer, human resources expert, and lawyer. The USDS administrator will initiate a software modernization program aimed at enhancing the quality and efficiency of government software, network infrastructure, and IT systems, while ensuring data integrity and security.
Agency heads must ensure that the USDS has access to all non-confidential records and systems. This executive order supersedes any previous orders and regulations that might hinder USDS access to agency records and systems. The order also clarifies that its execution will not affect the legal powers of any department or agency, nor will it create any enforceable rights or benefits.
