🇪🇺🤝🇺🇸 The EU has given up on AI sovereignty and signed for the U.S' Pax Silica AI basket

The EU, Netherlands, Germany and Greece have become the latest US allies to join Pax Silica, an American-led effort to bolster AI-related tech supply chains as the west and its allies face rising competition from China.

The additions came at the opening of a Pax Silica summit in Washington on Tuesday. In an interview, Jacob Helberg, under-secretary of state for economic affairs and architect of the security initiative, said Argentina, Chile, Costa Rica, Kazakhstan and Panama would also join this week, bringing the total to 24 countries.

The US created Pax Silica last year to secure AI supply chains in everything from chips and critical minerals to energy. Helberg said it grew out of a recognition that groups such as the G7 and G20 were not suited to creating networks to promote AI innovation.

“There’s no grouping that’s purpose-built to manage the AI economy at a time when AI is revolutionising the shape of the global economy,” he said.

Helberg said Pax Silica would promote innovation at a time of “global debate” about what policies should drive AI development.

He said it would “shape” a US alternative to initiatives such as the UN’s Global Digital Compact, which emphasises “digital sovereignty” — a concept he argued would result in countries investing in duplicative ways.

“You’re going to end up in a kind of synchronised mediocrity,” said Helberg, who added that the focus should be on “innovation sovereignty”.

Asked how he would convince countries that believed the US was using Pax Silica to promote its interests, he pointed to Israel, Singapore and the United Arab Emirates, which he said successfully used American technology to create successful indigenous tech companies.

Helberg declined to say if Beijing was pressing US partners not to join Pax Silica, but said it was in stark contrast to China’s Belt and Road Initiative, which was driven by state-run entities that lacked transparency, were inefficient in capital allocation and promoted predatory debt traps.

It will be similar to an economic zone the US is creating in the Philippines. The zones are designed to provide more regulatory and legal stability to investors.

Eastern Kupyansk has fallen. Russian forces entrenched in eastern Kovsharovka and are fighting for the high-rise blocks there. They captured Kucherovka, most of Petropavlovka, most of Kurylovka and are entering Kupyansk-Uzlovoy and Glushkovka.

Russian forces are also advancing west of the Oskol River. They recaptured the city central hospital and nearby blocks, re-entered Radkovka from the east, recaptured parts of Kondrashovka and nearby forested areas, and are breaking through to the highway from Kondrashovka.

A large portion of the Ukrainian formations entrenched east of the Oskol River are effectively without ground logistics and are being resupplied by UAVs. Not even ground drones can operate here. When they do try withdrawing, it will most likely be through grey-zones, not Ukrainian-controlled corridors.

🇻🇪 Venezuela to Surpass Greece With World's Largest Restructuring for $240 Billion Debt Pile

Venezuela is preparing to reveal a massive $240 billion debt pile, triggering the largest sovereign restructuring in history. Following the U.S. removal of Nicolás Maduro, the interim government aims to rapidly renegotiate terms with creditors to re-enter global markets.

The impending disclosure far exceeds market estimates, which previously put the country's liabilities at $150 billion to $200 billion, according to the Financial Times.

Interim leader Delcy Rodríguez intends to finalize a creditor agreement by the end of this year.

The deal is designed to reintegrate Caracas into international markets after a decade of isolation under the Maduro regime.

Venezuela will also release a macroeconomic framework later this month. The document will reveal that the national economy has contracted to approximately $100 billion, a sharp decline from $370 billion in 2012.

This dramatic economic contraction pushes Venezuela's debt-to-GDP ratio well above 200 percent. The sheer scale of the liabilities ensures the upcoming negotiations will surpass Greece's $200 billion default in 2012.

Trump has left an unusually large amount of drama in his wake after last week’s G7 conference in Europe. The festivities seem to have culminated in a dust-up between the president and Italy’s prime minister—and one-time Trump fangirl—Giorgia Meloni. The origins of the spat are still a bit mysterious, but it appears Meloni was trying to play the “outraged girlboss” with Trump in the hope that he would recommit to Europe’s failing war in Ukraine. Trump responded by going to the Italian media and saying that Meloni was “begging” him to take a photo with him and that he “felt bad” for her. Meloni then had a very public and very histrionic meltdown in a video she appears to have self-recorded for her X account.

While Americans might be inclined toward a hot-tempered Italian woman, they would be mistaken. In fact, there has been a very longstanding attempt to astroturf a pro-Ukraine, right-wing movement in Europe in the hope that it could be used to get the Trump administration to reengage with the war that so obsesses Brussels. Meloni is at the heart of this attempt. Prior to becoming prime minister, Meloni held genuinely contrarian views that were very much in keeping with many of the attitudes of the American populist right. But since she was elected, Meloni has become another Brussels clone—albeit with the occasional nod to the idea that there might be too many immigrants in Europe.

Why this Damascene conversion? It is likely that the Italian elite sat Meloni down, explained to her that Italy is bankrupt and is only held together because the European Central Bank prints money to suppress Italian bond yields, and warned that if she made any moves that the Brussels elite did not like she would trigger a Liz Truss-style bond market meltdown and be chased from office. The deal that Meloni appears to have struck with the Brussels elite and their agents in Rome is that she is not allowed to take any genuinely heterodox positions on matters of substance, but that she can deploy populist-conservative aesthetics in her government. This is probably the origin of Euroslopulism.

Since then, Euroslopulism seems to have evolved. Several accounts on X have appeared out of nowhere that seek to convince their followers that both hardcore European federalism and the Ukraine war are, in fact, “edgy” and “based” positions for young conservatives to take. These accounts appear to have been boosted after the Hungarian election in April. Viktor Orbán’s government was a genuine threat to Euroslopulism because it insisted on governing on matters of substance, rather than wearing a populist skinsuit while pushing the Brussels party line. Needless to say, before he was ejected from office Orbán and Meloni did not like one another. It looks like there was a plan in place to give Euroslopulism a hard push after Orbán was taken out of the picture.

Defense Minister Guido Crosetto said Rome authorized only “technical and logistical, non-kinetic activities” and stressed that Italy acted in full accordance with its constitution and international agreements. He added that the government rejected requests that went beyond those limits.

Crosetto also criticized Rutte's comments, saying they created a “totally misleading message” by conflating authorized support flights with combat operations and noted that Rutte “has nothing to do with Operation Epic Fury.”

Russia’s gasoline crunch is worsening, with at least two-thirds of the country’s regions introducing fuel rationing or suffering supply disruptions following relentless Ukrainian drone attacks on refineries.

On an almost daily basis, regional governors from areas bordering Ukraine to the Amur region near China are being forced to limit sales at filling stations and to try to deter panic buying. The scale of disruptions vary across Russia, but are intensifying and risk getting even worse if drone strikes increase.

Kiev targeted the oil-processing sector in recent months to curb fuel supplies and bring “the war home to Russia.” That has halted operations at several key refineries, pushed up pump prices for drivers, and even led to Russia banning jet fuel exports. On Tuesday, the government said it’s considering a full ban on diesel sales overseas. The inflationary impact could also be a further worry for the central bank.

The growing gasoline crisis mainly impacts the domestic market, because Russia already halted most gasoline exports in April and typically didn’t ship a lot anyway. Higher fuel prices are a particular concern for authorities because they’ve sparked social unrest in the past. The issue is also becoming more sensitive as the Kremlin prepares for parliamentary elections in September.

The current fuel-supply situation in Russia is “difficult but manageable,” Deputy Prime Minister Alexander Novak, who oversees the energy industry, said Tuesday at a governmental meeting with President Vladimir Putin. Oil producers have shortened seasonal maintenance at refineries or postponed works to meet domestic demand, Novak said, adding that he holds meetings with companies and government representatives “on a nearly daily basis” to monitor supplies.

Russia already has some diesel restrictions, with exports blocked for traders and other sellers that don’t produce their own fuel. A full ban could impact global markets, as the country is a major shipper of the fuel.

Russia experienced fuel crises in recent summers, but this year it’s being driven by drone strikes. In the first half of June, Russia produced around 835,000 barrels a day of gasoline, according to a person familiar with the data who asked not to be identified as it isn’t public. That’s 15% below a similar period a year ago, and some 6% down month-on-month, the person said.

Many regions have banned people from filling jerry cans to prevent stocking up and any black-market sales. In the Omsk region in southwestern Siberia, fuel can only be put straight into vehicles and purchases are limited to 40 liters (10.5 gallons) of gasoline and 80 liters of diesel per transaction.

Authorities in the Tver region, northwest of Moscow, on Friday said there are temporary limits on retail sales at Surgutneftegas PJSC and Tatneft PJSC filling stations. In the Saratov region on the Volga river, there are restrictions on all gasoline sales through June 30, limiting driver purchases to 30 liters per vehicle.

Separately, regions annexed by Russia are facing the most severe fuel crunch. Kremlin-installed authorities in the Crimean peninsula have suspended all fuel sales at filing stations and limited supplies only to state services.

Since the start of the year, Ukrainian drones have attacked Russian refineries at least 47 times, compared with 82 for all of 2025, according to a Bloomberg tally of public statements from both countries. Strikes set a record in May, forcing Russia’s refinery runs at the beginning of June to drop to a 20-year low.
