🇷🇴🧡🇲🇩 The Romanian and Moldovan Parliaments will look into creating a mechanism allowing MPs and Senators from Romania and Moldova to be elected in each other's Parliaments.

The commissions created to study this are headed by 🇷🇴 Robert Cazanciuc from PSD and 🇲🇩 Olesea Stamate from /PAS/. The plan even suggests modifying the constitutions of both countries in order to validate the elections of any MPs in either Chisinau or Bucharest so that they could begin their term in one of the Parliaments.

CELAC will be a key space to consolidate "a multipolar world" with Russia and China as allies, Venezuelan deputy Julio Chávez told Sputnik, seconding the position of Nicolás Maduro. For the legislator, "the time of the peoples" has arrived and the "unipolar hegemony of the United States is in full decline."

The agenda could also contemplate alliances at the military or economic level, such as the establishment of a common currency.

🗨 "The time of the peoples is coming, it is not the time of the empires" assured the legislator, who indicated that there is a transition between the American unipolar hegemony "in full decline" and "the gestation of multipolarity with China, Russia, Iran, Venezuela, Latin America".
🌹 🇦🇷 🌎 Argentina Hosts 7th CELAC Summit amid New Presidential Landscape 

🔴 Founded in 2011, CELAC was intended to be an alternative multilateral forum for Latin American countries. Inaugural leaders, such as Venezuela’s Hugo Chávez, envisioned the group as a counterweight to the Washington-based Organization of American States (OAS), which they viewed as dominated by the United States. CELAC, unlike the OAS, allows Cuba to be a member. Its stated goals are to promote regional integration and cooperation. CELAC represents 600 million people.

🔴 CELAC was launched with the goal of giving Latin America a platform to grow ties with other countries and regions, such as China, the European Union, the Association of Southeast Asian Nations, and the African Union.

🔴 Of these, the body’s relationship with China has been notable, given that Beijing is the top trading partner of many of Latin America’s largest economies, including Brazil, Bolivia, Chile, Paraguay, and Peru. There have been three ministerial-level China-CELAC Forums, the last of which was in 2021. Amid questions over China supplanting U.S. economic ties to Latin America, these forums provide a space for Beijing to advance its regional initiatives, such as the Belt and Road Initiative. The next CELAC-China forum will take place in 2024.

🔴 With Argentina’s Alberto Fernández holding the pro tempore CELAC presidency, Buenos Aires is the host city of the January 24 event. Ahead of the Summit, Fernández described CELAC as a “multilateral” forum and announced that he had invited both U.S. President Joe Biden and Chinese President Xi Jinping. No U.S. president has ever attended a CELAC Leaders’ Summit, but a spokesperson for the Argentine presidency said that, during the 2022 Summit of the Americas held in Los Angeles, Fernández urged Biden for the White House to become involved in the body. Dodd will join, leading a group of National Security and State Department officials.

⚡️Xi, meanwhile, is expected to give a video address, just as he did at the last CELAC Leaders’ Summit.

🟢 In his first speech, Brazilian Foreign Minister Mauro Viera announced that “Brazil is back” and that—among other things—the new government would seek to strengthen the Union of South American Nations (UNASUR) and the Community of Latin American and Caribbean States (CELAC). The Brazilian Ambassador to Colombia even emphasized the possibility of the two countries working to resurrect the organizations.

🟢 In a recent speech at the United Nations climate change conference, Lula said he wanted a global order “based in dialogue, multilateralism, and multipolarity.” Such an approach includes the United States, and the Biden administration should welcome a partnership role, even when it does not include membership.

🇺🇸 🌎 🇨🇳 🇷🇺 SOUTHCOM Commander Laura Richardson describes how Washington is competing against China in Latin America for rare earth elements, lithium, oil, light sweet crude, copper, gold, the Amazon, and fresh water.

The U.S. also wants to take Russian military equipment from Russia’s Latin American allies and "donate it to Ukraine."

🇲🇩🤝🌐 Politico | When asked about potential NATO accession, Moldova’s President Maia Sandu said in an interview with POLITICO the country was still weighing its next step, and whether it would require a constitutional change to do so.

“Now, there is a serious discussion … about our capacity to defend ourselves, whether we can do it ourselves, or whether we should be part of a larger alliance,” she said. “And if we come, at some point, to the conclusion as a nation that we need to change neutrality, this should happen through a democratic process.”

In her response, Sandu was careful not to name-check NATO, anathema to Russian President Vladimir Putin, who is already trying to destabilize Moldova’s pro-EU government. Russia has warned against further military cooperation between Moldova and Western allies.

Although Moldova is not a member of NATO, it does cooperate with the organization and contributes to the NATO-led peacekeeping force in Kosovo.

Sandu, along with other leaders, met with NATO Secretary-General Jens Stoltenberg in New York during the United Nations General Assembly in September last year. Moldova’s foreign minister, Nicu Popescu, attended December’s NATO meeting in Bucharest — the first time a Moldovan foreign minister has participated in a NATO ministerial. At that gathering, allies reconfirmed support for Moldova, including through the provision of training for Moldovan defense forces. Neighboring NATO member Romania is also particularly keen to increase military co-operation.

“Moldova is a peaceful country. It’s not Moldova that started a war against its neighbors,” she said. “Russian propaganda managed to convince part of the population that neutrality means you don’t have to invest in your defense sector, that neutrality means you do nothing and you have no capacity to defend yourself, which is wrong.”
