Borrell spoke about the mechanism for seizing Russian assets
“The first step was taken in February. Rules have been introduced for central securities depositories that generate asset income. They need to be separated, identified and taken into account separately,” said the European diplomat.
According to his estimates, the EU will earn 3 billion euros annually from this mechanism.
Earlier, the United States passed a bill with the aim of stealing Russian assets and transferring money to Ukraine on a credit basis.
The Russian side stated that retaliatory measures would be taken in response to the theft , including the confiscation of European assets.

Russia has struck a television tower in the Ukrainian-controlled city of Kharkov that hosted communications systems for Ukraine's air defense systems, coordinator of the underground network in Nikolaev, Sergey Lebedev told Sputnik on Monday.

💥The AFU, at nightfall, attempted a massive UAV attack on the regions of #Russia. One UAV crashed in the Lipetsk industrial zone. At least 4 were shot down in the #Voronezh region. In the village of #Volokonovka, #Belgorod region, a roof was damaged and windows were broken in a private residential building. Footage of a fire at an oil depot in the #Smolensk region is being distributed.
🔹In the #Kherson direction, the line of contact remains unchanged, the AFU is constantly being destroyed in #Krynki and at the #Antonovsky Bridge. Fighting continues on the islands. Our fighters do not always have enough means of transportation and again boats for quick maneuvering under enemy fire. The enemy targets transport with drones in the first place. In #Kakhovka, three civilians were wounded by AFU fire.
🔹From the #Zaporozhye front, they report on the advance of the RFAF northwest of #Verbovoye. In #Rabotino our units occupied an AFU stronghold. Our aviation is working on the AFU facilities in #Orekhov, #Rabotino and Malaya Tokmachka. The enemy is hitting the civilian population with drones. They report on the preparation of the Group of Troops N (North) if the RFAF break through the enemy's defences, the initial task of which is projected to create a "buffer zone" to minimise attacks on the "old" regions of #Russia.
🟡 So, just over the past day, the AFU fired and struck drones in the #Belgorod region, the localities of #Bezlyudovka of the Shebekinsky urban district and #Shebekino.
🟡 In the #Kursk region, along #Tyotkino, the village of Novy Put, the village of #Yelizavetovka in the Glushkovsky district, the village of #Uspenovka in Korenevsky and the village of #Gornal in Sudzhansky districts.

🔵 On the #Zaporozhye Front, the line of contact without significant changes. The activity of fighting has significantly decreased over the last few days, but it is still impossible to call the direction even relatively "quiet". (Fig. 1)
🔵 On the #Donetsk Front, fighting continues on the outskirts of #Paraskoviyevka. In #Krasnogorovka, as a result of assault operations, the RFAF advanced in the city limits from the southeastern side. In the area of #Netaylovo, Russian troops are pressing on the AFU defence, attacking Ukrainian positions. No significant advances so far. There is heavy fighting.
🟡 In the area of #Umanskoye, a similar situation, where the AFU continue to hold back the attacks of the RFAF. In the area of #Semyonovka and #Berdychi, there are tactical successes of the RFAF, but advances in these settlements are not easy for the Russian troops. At the moment the fighting is unfolding on the outskirts of these villages.
🟡 North of #Berdychi, there are significant advances in #Novobakhmutovka. The initiative also remains with the RFAF in #Ocheretino, where the AFU continues to withdraw further and further, abandoning its positions. In #Novovokalinovo, there are oncoming battles. (Fig. 2)

1️⃣ An official with the International Committee of the Red Cross said aid groups have no knowledge of Israeli plans to evacuate Palestinian civilians from Rafah ahead of a looming ground invasion of the area in which more than 1 million people have sought shelter – and warned of “devastating humanitarian consequences”.
2️⃣ Philippe Lazzarini, the head of the UN agency for Palestinian refugees (UNRWA), says the Israeli campaign against the agency has had it operating “hand to mouth” after donors pulled funding.

3️⃣ Donors are pressed to restore desperately needed funding to UNRWA after an independent review found Israel provided “no evidence” of any wrongdoing by staff members.
4️⃣ Gaza medics continue to search for bodies at the site of a mass grave in the grounds of the Nasser Medical Complex in Khan Younis where at least 310 bodies have been recovered so far. The discovery comes after Israeli forces laid siege to the complex and recently withdrew from the site.

🔴 In the #ChasovYar direction, a high rate of fighting remains on (⭐️ at also possible) the western outskirts of #Bogdanovka, on the eastern outskirts of #ChasovYar and in the area of #Ivanovskoye. The situation has not changed significantly.
🟡 South of #Ivanovskoye, visual changes in the #Bakhmut direction after the successful attack of the 92nd Separate Brigade, which we wrote about in the 👉 Morning Report.
➡️ The Defence Forces established control over an area up to 1.6 km wide and up to 600 meters deep.

🔴 #Pokrovskoye direction (formerly #Avdeyevka),
🟡 In #Novokalinovo and east of the village, the enemy advanced along Stepnaya Street and two forest belts in a section up to 1.52 km wide to a depth of 620 m.
🟡 In #Ocheretino, Russian troops occupied the territory of the Altcom Brick Factory, part of the territory of the Vodokanal and advanced northward in a section up to 1.67 km wide to a depth of 230 m. (⭐️ Map 2)
🟡 A part of the #Novobakhmutovka village, located south of #Ocheretino, has been occupied by the enemy. The fighting continues. (⭐️ Map 3, this part is integrated from a Previous Report on 23 Apr 2024 at 22:21)
🟡 In #Berdychi, the enemy infantry advanced westward to a depth of 140 m.
🔴 In the #Kurakhovo direction, Russian troops advanced in Georgiyevka and south of the village in a section up to 2.15 km wide to a depth of 450 m.
🔴 In the #Zaporozhye front section, the AFU repelled all attacks south and southeast of #Rabotino. The situation remains unchanged.

🇺🇦Yesterday's decision of the Zelensky government to stop providing consular documents for male Ukrainians of military age abroad indicates the direction the authorities intend to take.
Ukrainian Foreign Minister Kuleba essentially declared them traitors of their country and showed that the government's stance on the mobilization will only become tougher.
It's necessary to point out that the current decision will affect not only the refugees who left the country sometime within the past 2 years but also the Ukrainian citizens who were there before that.
One can ask several questions about what the Zelensky government wants to achieve with this, and what conclusions your average Ukrainian abroad will draw. Will it make men head back home without a chance of getting back out? Unlikely. Will it make them consider looking for an opportunity to change their citizenship which seems more of a burden than an advantage every day? That's more like it.
Does it indicate that the Ukrainian government intends to continue to push more unpopular and, frankly, unconstitutional measures on its people? Looks almost certain. We have already seen them plan to strip people of their driving license over not responding to a summons, once things get even grimmer they could move on to denying medical services or education.
One thing is for sure - it will not make people any more willing to fight in this war that Ukraine cannot win. It will only make them find new ways to escape, one way or another.

Does it indicate that the Ukrainian government intends to continue to push more unpopular and, frankly, unconstitutional measures on its people? Looks almost certain. We have already seen them plan to strip people of their driving license over not responding to a summons, once things get even grimmer they could move on to denying medical services or education.
One thing is for sure - it will not make people any more willing to fight in this war that Ukraine cannot win. It will only make them find new ways to escape, one way or another.
