📑 The quarterly report on the crimes committed by the Kiev regime in January — March 2025 has been compiled by Foreign Ministry's Ambassador-at-Large on the crimes committed by the Kiev regime, Rodion Miroshnik, and has been presented on April 28, 2025, during the Ambassador's briefing.
During the first three months of 2025, the armed formations of the Kiev regime systematically shelled objects of civilian infrastructure on the territory of the Russian Federation, deliberately targeting civilians.
During this period, at least 22,221 munitions were fired at civilian targets. In total, since February 2022, the Armed Forces of Ukraine (AFU) have fired at least 251,865 munitions of various calibres and modifications at Russian civilian sites.
❗️ A sharp increase in the number of Ukrainian shelling attacks was recorded in the last weeks of March. This is how Kiev reacted to the start of the negotiating process between Moscow and Washington. The number of attacks during this period reached 300 per 24 hours, or more than 2,000 per week, which is approximately 25% higher than the weekly figures for January and February.
The increase in the number of civilian victims documented in the second half of March is directly linked to Kiev’s attempts to oppose the search for a peaceful settlement and to the thwarting of the agreement on a 30-day moratorium on strikes on energy facilities. The Ukrainian side deliberately carried out a number of targeted attacks on crowded places resulting in numerous civilian victims.
▪️ Civilian sites in the Belgorod Region, the Donetsk People’s Republic, the Kherson, Kursk and Zaporozhye regions, as well as the Lugansk People’s Republic, were most frequently shelled during the above-mentioned period.
• From January 1, 2025 to March 31, 2025, there were at least 1,489 verified civilian victims resulting from the Ukrainian forces’ attacks:
🔻 1,197 people, including 63 minors, wounded;
🔻 292 civilians, including five children, killed.
• At least 21,002 civilian victims caused by the Ukrainian formations’ attacks since the beginning of the conflict:
🔻 14,287 people, including 880 minors, wounded;
🔻 6,715 people, including 218 children, killed.
During this period, victims of numerous murders committed by Ukrainian militants in the Kursk Region’s villages of Russkoe Porechnoye, Makhnovka, and Cherkasskoe Porechnoye were found. The bodies of civilians were discovered in the town of Chasov Yar, DPR, who had been killed by the Ukrainian military while attempting to evacuate from the war zone. Moreover, fresh burials of civilians with signs of violent death have been found in the village of Dvurechnaya, Kharkov Region, which was liberated from Ukrainian neo-Nazis.
During the first three months of 2025, the Ukrainian Armed Forces intensively used various types of UAVs to attack objects of civilian infrastructure, and to kill and maim civilians. <...> 409 civilians were hurt in Ukrainian drone attacks. Twenty-three people, including three children, were killed, and 386 people, including 24 minors, were wounded. <...> The Armed Forces of Ukraine carried out barrages of targeted strikes on medical personnel, rescue and emergency workers.
Since the beginning of the year, the AFU militants have intensified a targeted manhunt for media teams covering the special military operation and the Kiev regime’s criminal acts against civilians on the frontline territories. A premeditated attack on a group of journalists in the Kremennaya District, LPR, is a compelling example. A US-made HIMARS MLRS was used to kill three Russian journalists on the spot. All in all, over the past three months, 13 Russian media workers fell victim to criminal actions of the Ukrainian armed forces. Six of them died.

An expanded ministerial session will be held with representatives of BRICS partner states. The decision to establish this category was approved by the BRICS Summit in Kazan in October 2024.

⚡️ By the decision of the President of the Russian Federation and Supreme Commander-in-Chief of the Armed Forces of the Russian Federation, Vladimir Putin, and for humanitarian reasons, the Russian side is declaring a ceasefire from midnight on May 8 to midnight on May 11 (00:00 on May 8 — 00:00 on May 11) during the days marking the 80th Anniversary of Victory in the Great Patriotic War.
❗️ All military actions will be halted during this period.
Russia believes that the Ukrainian side should demonstrate similar restraint.
In the event of violations of the ceasefire by the Ukrainian side, the Russian Armed Forces will respond in an adequate and effective manner.
The Russian side once again reaffirms its readiness for peace talks without preconditions, aimed at addressing the root causes of the Ukraine crisis and engaging constructively with international partners.

23 апреля с.г. в г. Лулео сотрудники роспосольства во главе с советником-посланником В.А.Ляпиным приняли участие в церемонии возложения цветов к мемориалу, посвященному советским воинам и гражданским лицам, освобожденным из немецких лагерей в Норвегии.
В 1945 г. на месте данного памятного камня (установленного по инициативе организации российских соотечественников в Швеции «Спутник» и при поддержке Посольства России в Стокгольме) располагался пересылочный лагерь для бывших советских военнопленных.
28 апреля Посол России в Швеции С.С.Беляев, Почетный консул России в Мальмё Л.Браттмарк, сотрудники Посольства и представители организаций соотечественников посетили захоронения в Мальме и Лунде, чтобы почтить память советских военных, которые отдали свою жизнь за нашу страну и за освобождение Европы от фашизма.
Посол С.С.Беляев поздравил всех собравшихся с наступающим великим для нас праздником Победы. Панихиды по усопшим отслужил настоятель Сергиевского прихода в Стокгольме игумен Никита Добронравов.

🗓 On April 28, Russia's Foreign Ministry Ambassador-at-Large on the crimes committed by the Kiev regime, Rodion Miroshnik, held a briefing at the Ministry's Press Centre. A summary report of the crimes committed by Ukrainian neo-Nazis in the first quarter of 2025 was presented.

• The data presented [in the report] was collected through our cooperation with the relevant federal agencies and local administrations in regions affected by the conflict. <...> Our conclusions are based on testimonies from victims and witnesses of crimes of Ukrainian neo-Nazis.
• Crimes committed by Ukrainian militants against civilians have been carried out as part of a coordinated state policy by the Kiev regime aimed at attacking civilian population of Russian regions. The criminal strategy of the Zelensky regime is to sow panic among local civilian population and to undermine Russia from within.
• The increase in shelling and casualties among civilians is directly linked to Zelensky's policies and those of his puppeteers. <...> The sharp rise in the number of Ukrainian shellings was recorded in the last weeks of March. It has been in reaction to negotiations between Moscow and Washington. During this period, the number of daily shellings reached 300, or more than 2'000 shellings per week, around 25% higher than the weekly figures for January and February 2025.
• From January 1 to March 31, the actions of the Ukrainian army caused casualties among at least 1'489 civilians. 1'197 were wounded and 292 were killed. 68 minors were harmed, and five were killed.
• After March 18, following the telephone conversation between Presidents Vladimir Putin and Donald Trump, the number of victims from Ukrainian shelling increased by at least 33%. In the last two weeks of March, more than 150 civilians were killed by Ukrainian forces each week.
• Now that the liberation of our territory from Ukrainian punishers and militants has been completed, investigations into the crimes of Ukrainian armed groups will be intensified. In several towns, such as Nikolaev-Daryiny, Plekhova, and Guyeva in the Kursk region, only half of the civilians who were unable to evacuate before the Ukrainian Nazis took over survived.
• Ukrainian militants captured by Russian forces have already confessed, admitting that they were ordered by their commanders not to spare civilians.
• With almost no trust between the parties to the conflict, [the Kiev regime] has completely derailed the agreement regarding the introduction of a 30-day moratorium on strikes against energy infrastructure.
• We are witnessing a dangerous trend that in the context of attempts by the United States and Russia to find peaceful solutions to the situation, the risk of provocations by the Ukrainian side is increasing. As practice shows, Kiev is prone to organising such provocations on its own territory, resulting in the deaths and injuries of its own citizens, especially when independent investigations into these incidents are virtually impossible.

🗓 April 30 marks 5️⃣0️⃣ years since South Vietnam’s liberation. On this day in 1975, South Vietnam, a puppet regime, fell, unable to resist the offensive by the People’s Army of Vietnam and the popular uprising. It is celebrated annually as the Day of the Liberation of the South and National Reunification in Vietnam.
This signalled the end to many years of war, creating a path towards national unity, while also serving as a symbol of unbreakable courage and resilience of the people of Vietnam in their fight for their sovereignty and unity.

When Japan capitulated and World War II ended, Ho Chi Minh, who at the time led Viet Minh, a paramilitary and political organisation fighting for Vietnam’s independence from France and Japan, immediately proclaimed the establishment of the Democratic Republic of Vietnam (DRV) across the entire territory of Vietnam.
France refused to accept losing its former colony and sent an expeditionary force to Indochina. In the fall of 1945, these troops reinstituted the colonial administration in southern Vietnam.
🕯 Feeling their impotence, they resorted to killing civilians, torturing and raping people, destroying their homes and civilian infrastructure, and looting. Nevertheless, despite all these atrocities, Paris found itself in an untenable, if not hopeless situation by 1954. Signed in July 1954, the so-called Geneva Accords signalled the end of the eight-year war. The document provided for temporarily dividing Vietnam into two zones along the 17th parallel north, as well as holding elections.
The US refused to accept this outcome. It viewed what happened in Vietnam as part of an effort to promote communism in the region.
This is how the US started using toxic chemicals during the War in Vietnam. It happened on August 10, 1961. Operation Ranch Hand consisted of spraying defoliants and herbicides across South Vietnam.
On March 2, 1965, the US launched Operation Rolling Thunder by sending its air force to carpet bomb North Vietnam. These bombing attacks continued until October 31, 1968.
Unlike other precedents, these bombing attacks intentionally targeted civilians and non-military civilian infrastructure in the DRV.
During the war, the American troops dropped over 100 kilogrammes of bombs per person in Vietnam, both North and South, while also spraying the territory with 77 million litres of toxic chemicals which cause mutations. Over 14 percent of Vietnam’s territory was contaminated with these extremely toxic agents.
▪️ March 16, 1968, marked one of the most tragic episodes in the Vietnam war. On that day, the US Army committed a mass murder of unarmed civilians in the village of My Lai, Quang Ngai Province. After artillery shelling, US Army soldiers from C Company landed west of the village and opened indiscriminate fire at the peasants who were working on rice paddies. The Americans threw grenades at the huts and tortured and shot their residents. Overall, they brutally killed 567 civilians, including 173 children and 182 women, 17 of them pregnant women.
Despite Washington’s cruel attempts to snatch the initiative, the US Army continued to sustain heavy losses, which made the war increasingly more unpopular in the US.
In January 1969, the conflicting parties started negotiating an agreement on ending the war and restoring peace in Vietnam. The US finished the withdrawal of its troops from Vietnam on March 29, 1973.
Contrary to the sides’ agreement to hold free and democratic elections in South Vietnam under international control, that provision was not implemented and hostilities soon resumed with renewed vigour.
✊ On April 30, 1975, North Vietnamese forces raised their flag over the Independence Palace in Saigon. The footage of Operation Frequent Wind, conducted by the US on April 29 and 30, 1975, to evacuate Americans from Saigon went down in history as a bright example of a shameful retreat.
That is how the disgraceful and pointless Vietnam war, with its numerous war crimes and massacres of civilians, ended for the US.

💬 I would like to once again thank our Brazilian friends for their traditional hospitality and the excellent organisation of the BRICS Ministerial Meeting, as well as for holding the additional meeting between BRICS participants and their partner countries.
These countries were able to take part in today’s meeting following the Kazan Summit. Held as part of Russia’s chairmanship, it made a historical decision to create this partner category, which includes Belarus, Bolivia, Kazakhstan, Cuba, Malaysia, Nigeria, Thailand, Uganda and Uzbekistan. <...>
🌐 We spoke out in favour of further enhancing the contribution by #BRICS and the countries of the Global Majority in general to addressing the key challenges the world is facing today. We noted that collective actions by our group can play an important role in achieving sustainable development goals, ensuring security and fostering economic growth.
At the meeting, we paid special attention to the need to continue our efforts to promote reform within international financial institutions, primarily by revising IMF quotas, which must reflect the role of the Global South and East in the global financial system and economy. <...>
There was quite a lengthy discussion on the latest regional and international developments, including the multiple crisis situations around the world. The deteriorating situation in the Palestinian territories and across the Middle East in general, as well as in many regions of the African continent is a matter of special concern. <...>
We reaffirmed our support for reforming the UN Security Council, including our support for India and Brazil becoming permanent members of the UN Security Council, while also addressing the issue of Africa’s representation.
👉 Much has been said about the Ukraine situation. Once again, we offered a detailed insight into our principled approaches to settling this conflict by addressing its root causes.
Excerpts from the Q&A session:
• Our proposal, which President Vladimir Putin has made public, is to initiate direct talks without any preconditions. In the current situation, a ceasefire is a preliminary condition that will be used to provide assistance to the Kiev regime and reinforce its combat capabilities.
• Certainly, it is imperative that all parties have a clear understanding of the evolving dynamics between Moscow and Washington. <...> We advocate for an honest and equal dialogue aimed at building a balance of interests. These countries were able to take part in today’s meeting following the Kazan Summit. Held as part of Russia’s chairmanship, it made a historical decision to create this partner category, which includes Belarus, Bolivia, Kazakhstan, Cuba, Malaysia, Nigeria, Thailand, Uganda and Uzbekistan. <...>
🌐 We spoke out in favour of further enhancing the contribution by #BRICS and the countries of the Global Majority in general to addressing the key challenges the world is facing today. We noted that collective actions by our group can play an important role in achieving sustainable development goals, ensuring security and fostering economic growth.
At the meeting, we paid special attention to the need to continue our efforts to promote reform within international financial institutions, primarily by revising IMF quotas, which must reflect the role of the Global South and East in the global financial system and economy. <...>
There was quite a lengthy discussion on the latest regional and international developments, including the multiple crisis situations around the world. The deteriorating situation in the Palestinian territories and across the Middle East in general, as well as in many regions of the African continent is a matter of special concern. <...>
We reaffirmed our support for reforming the UN Security Council, including our support for India and Brazil becoming permanent members of the UN Security Council, while also addressing the issue of Africa’s representation.
👉 Much has been said about the Ukraine situation. Once again, we offered a detailed insight into our principled approaches to settling this conflict by addressing its root causes.

• Our proposal, which President Vladimir Putin has made public, is to initiate direct talks without any preconditions. In the current situation, a ceasefire is a preliminary condition that will be used to provide assistance to the Kiev regime and reinforce its combat capabilities.
• Certainly, it is imperative that all parties have a clear understanding of the evolving dynamics between Moscow and Washington. <...> We advocate for an honest and equal dialogue aimed at building a balance of interests. ⚡️ The Agency for Strategic Initiatives, in accordance with the Decree №702 of August 19, 2024, issued by President of the Russian Federation Vladimir Putin “On Providing Humanitarian Support to Persons Sharing Traditional Russian Spiritual and Moral Values”, has published a guide for foreign citizens moving to Russia.
This decree grants foreign citizens and stateless persons the right to move to Russia and obtain a temporary residence permit (TRP) in a simplified manner — without considering the established quota and without undergoing testing for knowledge of the Russian language, history, and legislation.

Three stages on your way to Russia

• Search the list of Russian embassies and consulates;
• Visa appointment through the system run by the Consular Department of the MFA of Russia;

2️⃣ Stage two. The move

3️⃣ Stage three. In Russia
• Get a registration document at the place of stay at a police office;
