Over a year has passed since the Commission proposed European health data space (EHDS), a new legislative proposal with ambitions to make a true revolution in health data and unleash its full potential for all stakeholders – from patients and healthcare professionals to policymakers and researchers.
Therefore the Parliament is running through more than a 100 page-document, aiming to empower EU citizens to better control their health data, unleash the market potential and set up the framework for data reuse while ensuring the protection of this highly sensitive data.

Spain has taken over the rotating presidency of the EU Council of Ministers on 1 July. On top of its digital priorities, Madrid seeks to reach a political agreement on the AI Act, a landmark legislation to regulate Artificial Intelligence based on its potential to cause harm.

Today, the Commission proposes a new law to streamline cooperation between data protection authorities (DPAs) when enforcing the General Data Protection Regulation in cross-border cases. The new regulation will set up concrete procedural rules for the authorities when applying the GDPR in cases which affect individuals located in more than one Member State. For example, it will introduce an obligation for the lead Data Protection Authority to send a ‘summary of key issues’ to their counterparts concerned, identifying the main elements of the investigation and its views on the case, and therefore allowing them to provide their views early on. The proposal will contribute to reduce disagreements and facilitate consensus among authorities since the initial stages of the process.
For individuals, the new rules will clarify what they need to submit when making a complaint and ensure that they are appropriately involved in the process. For businesses, the new rules will clarify their due process rights when a DPA investigates a potential breach of the GDPR. The rules will therefore bring swifter resolution of cases, meaning quicker remedies for individuals and more legal certainty for businesses. The year 2023 will be key for the digital euro project. The objective is to have a legislative proposal from the European Commission by this summer, following the ECB’s investigation phase. This leaves six months to design a digital euro that respects privacy from the outset.

The European Parliament is set to propose stricter rules for foundation models like ChatGPT and distinguish them from general purpose AI, according to an advanced compromise text seen by EURACTIV.
The AI Act is a landmark EU legislation to regulate Artificial Intelligence based on its capacity to cause harm. As AI solutions designed to handle a wide variety of tasks were not covered in the original proposal, the meteoric rise of ChatGPT has brutally disrupted the debate, leading to delays.
Although the file is close to finalisation, on Wednesday (19 April), the political meeting meant to certify an agreement was turned into a technical discussion on this part of the file, leading to the postponement of the key committee vote originally scheduled for 26 April.
Meanwhile, a revised text circulated Thursday indicates that MEPs are close to finalising their approach to ChatGPT and similar applications.

Today, the Commission has launched a consultation on draft rules on how independent audits should be conducted under the Digital Services Act (DSA) for Very Large Online Platforms (VLOPs) and Very Large Online Search Engines (VLOSEs).

The consultation will run until 2 June. After gathering public feedback, the Commission intends to adopt the rules before the end of the year.
Independent audits are essential to help the Commission to assess compliance with all obligations under the DSA. Rigorous independent audits are an important accountability tool for the DSA and reflect best practices in many other regulated sectors, such as in financial services.
