Con nuovi e innovativi programmi di riabilitazione, leggi sulla droga più leggere e l'uso di cavigliere elettroniche che permettono ai condannati per i reati minori di tornare a lavorare e a vivere nella società invece che languire in una cella. E non solo. Le carceri chiuse sono convertite in appartamenti per i rifugiati e i richiedenti asilo, oppure affittati o dati in concessione generando così nuove risorse per la collettività.
