๐ฒ๐ฝ Mexico's amnesty, legal protection reforms become law
Mexico enacted two controversial laws on Friday that increase the president's ability to grant amnesty and limit judges' ability to suspend public projects.
The legal amendments, approved by Congress earlier this year and taking effect on Saturday, allow the president to directly grant amnesty without going through established procedures, as long as the person receiving it has an ongoing criminal case or has been prosecuted or sentenced.
The other amendment limits judges' ability to provisionally suspend laws and federal works under a legal process designed to prevent abuses of power known as an "amparo."

๐ช๐จEcuadorian lawmakers block indictment of vice president whom authorities accuse of collusion
Ecuadorโs Vice President Verรณnica Abad, for now, will not be indicted in a corruption case against her son after lawmakers blocked the move on Friday.
Lawmakers denied the authorization of Abadโs criminal prosecution in a vote prompted by an order from the countryโs National Court to decide whether prosecutors could move forward. As a result of the vote, authorities now must postpone prosecuting Abad until after she leaves office in 2025.
Prosecutors have accused Abad of collusion and have claimed to have evidence linking her to the case of her son, Francisco Barreiro. He was arrested in March after authorities unveiled corruption accusations against him.

๐บ๐ธ Non-citizens are getting voter registration forms across the US
Welfare offices and other agencies in 49 US states are providing voter registration forms to migrants without requiring proof of citizenship, leading Republicans and conservatives to call for swift federal action to stop the handouts.
Every state but Arizona โ which recently passed a law barring the practice on state but not federal forms โ gives applicants for either welfare benefits, driverโs licenses, or in some cases, mail-in ballots voter registration forms without demanding proof of citizenship.
There is currently no requirement on federal voting forms to provide proof of US citizenship, though it is illegal to falsely claim one is a citizen or for a non-citizen to cast a ballot in a federal election.

๐จ๐ดColombia lawmakers approve pension reform in victory for Petro
Colombia's lower house on Friday approved a pension reform proposed by President Gustavo Petro, marking a victory for the leftist, who has struggled to get lawmaker approval for several of his cornerstone promises.
The market has been wary of Petro's reform efforts, and analysts and business guilds had warned of potential impact of the pension reform on capital markets and public finances.
The bill was approved with 86 votes in favor and 32 against. The Senate previously approved the bill.
Petro is also pushing a health sector reform and changes to labor laws, which were initially rejected by lawmakers last year.

๐ง๐ท๐บ๐ธ๐จ๐ณ๐จBrazil joins race to loosen China's grip on rare earths industry
Mining giant Brazil has big ambitions to build a rare earths industry as Western economies push to secure the metals needed for magnets used in green energy and defence and break China's dominance of the supply chain.
๐ปThe U.S. and its allies, almost entirely dependent on China for rare earths metals and magnets, set out to build a separate supply chain by 2027 after deliveries were disrupted during the COVID-19 pandemic early this decade.
China produced 240,000 metric tons of rare earths last year, more than five times the next biggest producer, the United States, according to U.S. Geological Survey data. It processes around 90% of the global supply of rare earths into permanent magnets used in everything from wind turbines to electric vehicles and missiles.
๐ปBrazil could have two or three more rare earths mines by 2030, potentially exceeding Australia's current annual output. One major obstacle is a 70% slump in rare earths prices over the past two years that has made it difficult for companies to raise funds for mines and processing.

Itโs unclear what the fleetโs next destination is or where it will dock next in the Caribbean, although U.S. officials said days ago that the vessels could possibly also stop in Venezuela.
Officials with the Biden administration said last week that they were monitoring the vessels and confirmed that they did not pose a threat to the region or indicate a transfer of missiles. Still, the United States docked a submarine, the USS Helena, at its Guantanamo Bay Naval Base in Cuba.

Fifty four firms from 10 countries submitted statements of interest to develop 88 projects through the public process, which ended on Monday, Marcel said at an event in Santiago.

To funnel proceeds from their drug sales back to Mexico, the Sinaloa cartel allegedly collaborated with a group of Chinese nationals in the San Gabriel Valley who are working with wealthy Chinese residents seeking to move their money to the U.S., according to federal prosecutors.
U.S. Atty. E. Martin Estrada announced Tuesday that a grand jury has charged 24 defendants โ drug traffickers, couriers, bagmen and brokers โ with conspiring to distribute drugs, money laundering and operating an unlicensed money-transmitting business.
The indictment described a straightforward system to transfer wealth out of China.
