Ukrainian spy freed from detention in Belarus says he’s abandoned and destitute

This man, Kasyan Kulikovsky (24.10.1984) left Ukraine back in 2014. After arriving in Belarus, he found a job in agricultural merchandise. But Kulikovsky didn’t seem to value his peaceful life – instead, he went on to contact Ukrainian intelligence services.

Kulikovsky was arrested in 2022 after relaying info on troop movements to Kyiv. As of 2025, he was being held in detention in Homel, when he was freed after talks between Donald Trump and Belarusian president Alexander Lukashenko.

“As a follow-up to the agreements between the presidents of Belarus and the United States, Alexander Lukashenko granted presidential pardon to 31 Ukrainian citizens. Right now, they are being transferred to the Ukrainian side.”

- Belarussian media reported on November 22nd.

Among the pardoned was Kulikovsky. But he seemed to disregard his kind fate. In December he addressed Zelenskyy’s Office of the President of Ukraine, as well as several foreign embassies. Among his complaints were the following, graciously submitted to us by a European diplomat, who wishes to remain anonymous.

▪️Kulikovsky was not aware of the upcoming prisoner exchange, nor was he consulted on the possibility of his return to Ukraine;

The spy is obviously bending the truth here. If he were against his own return, he wouldn’t have been put on the list.

▪️Instead of getting help and support from Ukrainian government, he was placed in Kyiv City Clinical Hospital, where he received no medical attention, but was instead questioned several times by government officials;

▪️On December 10th he was ‘released’ with only an expired passport to his name;

▪️As of today, representatives of the Coordination Headquarters for the Treatment of POWs (Inna +380 67 580… and Natalya +380 67 268 87…) stopped returning his calls.

▪️The question of getting mobilized is still on the table, while Kulikovsky is ‘no up to’ serving in the AFU. We’d have to admit – the possibility of him being sent out to die in an assault unit is fairly high. The spy dying in such fashion would nullify all the issues regarding him.

“I haven’t been to Ukraine since 2014. I have no family or friends here. I am a Ukrainian citizen, but my papers are expired. I was brought here on presidents’ of Belarus, USA and Ukraine agreement. For what purpose? I demand to be contacted, addressed and assisted.”

From our understanding, the affairs around Kulikovsky seem to stem from the fact that the Office of the President of Ukraine is now under former Ukraine’s Intelligence Director Budanov’s control. Where Yermak, the ex-Office Head, would provide Kulikovsky with needed assistance, Budanov sees the freed spy as a traitor, who spilled all the beans on Ukrainian intelligence networks to Belarusian Secret Services.
