Public Notice from the National Security Council, October 5, 2025


On October 2, 2025 (Yom Kippur), a British terrorist of Syrian origin carried out an attack against members of the Jewish community who had gathered to pray at a synagogue in Manchester (two people were killed and several wounded). The terrorist arrived at the synagogue with the intention of identifying and attacking Jews, and ignoring non-Jewish passersby.

In addition, over the past 24 hours, a cell of three individuals linked to Hamas was arrested in Germany, in possession of weapons. The terrorists allegedly intended to use the weapons in attacks targeting Israelis and Jews abroad. The foiling of this plan joins further actions taken in cooperation with other countries, including Austria, to counter related threats.

Given concerns over further incidents and the possibility of copycat attacks, the National Security Council (NSC) urges Israeli citizens abroad to adhere to the NSC’s recommendations, as issued most recently on September 14, 2025: https://www.gov.il/en/pages/tishrei2025

Prime Minister Netanyahu speaks with German Chancellor Merz

Prime Minister Benjamin Netanyahu spoke with the Chancellor of Germany Friedrich Merz. The leaders discussed President Trump's plan and agreed that there must be continued pressure on Hamas in order to bring about the release of all the hostages.

Prime Minister Netanyahu thanked Chancellor Merz for Germany's support for Israel and said: "We will continue to act decisively until all the aims of the war are achieved, including the return of all the hostages and ensuring Israel's security".

Prime Minister Netanyahu has instructed the Israeli delegation, headed by Minister Ron Dermer, to depart. The delegation will depart as early as tomorrow for the negotiations, which are to be held in Sharm El Sheikh, Egypt.

Prime Minister Netanyahu met with Chabad rabbis in honor of the Sukkot holiday: "The Four Species are a precise expression for the People of Israel – every one is different, and together a single nation. This unity gives us the power to defeat our enemies, and God willing, bring home all our hostages soon"



Prime Minister Benjamin Netanyahu hosted today (Monday) at his Jerusalem office a delegation of Chabad rabbis in honor of the Sukkot holiday, and received the Four Species from them.

The rabbis delivered a message of strength and appreciation for the Prime Minister for his steadfastness and his determined and historic actions during the war.


Prime Minister Netanyahu's remarks to the rabbis (translated from Hebrew):

"First of all, I wish to thank you for coming with your support every year and throughout the year. The Chabad movement is doing very important work among the Jews of the world, to bring the souls closer, to bring all Jews to the People of Israel and the tradition of Israel.

I thank you for bringing the Four Species. The Four Species are a very precise expression for the People of Israel – every one is different, and together a single nation. It is this unity, of the tradition of Israel, which gives us the power to defeat our enemies, and God willing, bring home all our hostages soon, and together ensure the eternity of the People of Israel and the Land of Israel. Happy Sukkot holiday to the entire People of Israel".

Two years since that dark day, October 7 2023, the day Israel’s soul was torn apart, when Hamas terrorists unleashed unspeakable evil against innocent men, women, and children.
From that darkness rose the courage of our soldiers, the heroism of our citizens, and the unity of a people who refused to break.

We will not rest, we will not be silent, until all 48 hostages are home.

As antisemitism surges like a tidal wave across the world, we stand shoulder to shoulder with Jewish communities everywhere.

Israel remains a beacon of freedom and democracy in a turbulent region, and I truly believe that out of the pain of these years, a new era of cooperation and shared prosperity can yet be born.

From the depths of grief we draw strength; from the ashes of tragedy we build renewal. The story of Israel is the story of resilience, of a people who will never give up, never give in, and never stop believing that light will overcome the darkness.

"Two years have passed since the October 7th attack – the horrific massacre of our brothers and sisters, the residents of the Western Negev and the participants of the Nova music festival.

We have paid a most painful price. Babies, children, adults, and the elderly were brutally murdered by Hamas terrorists. Two hundred and fifty one men and women were taken as hostages into the terror tunnels of the Gaza Strip.

My wife and I bow our heads in memory of our dead and our fallen, whose images will be forever ingrained in our hearts. We embrace with love the grieving families, wish a full recovery to the wounded in body and soul, and of course, continue to do everything for the return of all the hostages – both the living and the deceased.

Our bloodthirsty enemies have hurt us badly, but they did not break us. Before long, they discovered the enormous strength of the nation of Israel.

This is fake news. Prime Minister Netanyahu's words in his conversation with the Qatari Prime Minister were selected by the Prime Minister in consultation with his professional team only.

With regards to the Qatari representative, he was present only during the conversation, on the invitation of the US team, and had no contact with the Israeli team.

President Herzog at the Nova Memorial

President Herzog: “The world must understand the evil that carried out here the most brutal crimes against humanity, is the same evil that kills Jews and hurts Jews all over the world, and we must defeat it.”



President Isaac Herzog today, Wednesday, addressed the memorial ceremony held on the site of the Nova Festival where more than 370 Israelis and other nationalities were murdered by terrorists from Gaza, and more than 150 taken hostage into Gaza on October 7, 2023.

Addressing the memorial, led by the families of the victims, the President praised the courage and resilience of the survivors and the families. He stressed the importance of efforts to bring the hostages home, and speaking in English, called on the international community to recognise that the same brutal hatred was targeting Jews around the world.

President Herzog: “We gather here in memory and in sorrow, remembering our loved ones who came to celebrate nature and love and music, and who were barbarically assassinated by Hamas terrorists on October 7, 2023. Two years have passed since that dark day when Israel's soul was torn apart and Hamas terrorists unleashed unspeakable evil upon innocent women, men and children. People from 36 nationalities who were brutally massacred and taken captive. We shall remember them for eternity. From that darkness rose the courage of our soldiers, the heroism of our citizens. We will not rest. We will not be silent until all 48 hostages are back home.

The last two years have also seen a terrible wave of antisemitism across the world. From here, from the ground soaked with our children's blood, we stand shoulder to shoulder with Jewish communities everywhere.


The world must understand the evil that carried out here the most brutal crimes against humanity, is the same evil that kills Jews and hurts Jews all over the world, and we must defeat it.
