The market has never been so uncertain about a Fed interest rate decision in at least 15 years.

If the Fed cuts by 25 basis points it would mark the largest surprise seen since 2008, by a wide margin.

On the other hand, if the central bank cuts by 50 basis points it would mark the largest surprise since 2009.
