In Forbes’ 36th annual World’s Billionaires Ranking Dubai based billionaire of Russian origin Pavel Durov was identified as the richest expat in the Middle East. He is currently focused on developing the messaging app Telegram.

With an estimated net worth of $15.1 bln Durov is regarded as one of the richest people in the Middle East surpassing the world’s richest Arab, Egypt’s Nassef Sawiris.
