There aren't many targets I think should be off limits but among them are nuclear C3I (include the early warning radars here), nuke warhead storage sites, SRF and SSBN bases and NPPs.
LRA is fair game as they are directly involved.

@moklasen: These sites usually doesn't have any AD but such a gamble comes with a real risk of derailing any attempt at making the White House lift the restrictions on hitting Russia proper.

A caveat here is the actual coverage over Ukraine from Armavir as this is close to the edge.
