@Ami_Marisol @John_A_Ridge: The DoD has more employees (incl both civilian & uniformed obv) than every other Department combined. It cannot as a practical matter conduct Legislative Affairs the same way the rest of the USG does.

@Ami_Marisol @John_A_Ridge: How is it practical or prudent for the commander of Redstone to have to phone the Pentagon because he wants to talk to the Governor, or state legislators?
The size of the DoD is absolutely relevant because a single office in DC will never be able to manage the magnitude of requests for approval that they will receive.

@Seeknfeel @RyanRuck: Ukraine asks for a lot of things. I don't recall that LM Sikorsky has a LoI with Ukraine.

REPORTER: Mr. President, the meeting with Vladimir Putin is canceled or put on hold. Do you know what happened there, and does that affect your decision whether or not to send Tomahawks to Ukraine?
US PRESIDENT TRUMP: No, no. I don't want to have a wasted meeting, I don't want to have a wasted time, so I'll see what happens, but we did all of these great deals, great peace deals. They're all peace deals and agreements, solid agreements. Everyone of them but this one. I said go to the line, to the line of battle... and you pull back and go home and everybody takes some time off...
