Currently security cooperation (SC) responsibilities are split between the Departments of Defense and State; each has different programs under their purview but agreement between both is required for basically all of them in order to approve a SC case (FMS, DCS, etc).

Consolidating decision-making could be a positive development. It's my view that security cooperation should be entirely within the purview of DoD, but this would entail massive legislative changes to the Arms Export Control Act (AECA) & Foreign Assistance Act (FAA).

Greater emphasis on ensuring that exportability is built into defense systems during the design phase is much needed. Improved financing options is interesting; curious as to what they have in mind; ditto increasing the flexibility of Letters of Offer & Acceptance.

This language on the MTCR is not substantively different than changes that the Biden Admin announced in January. The Trump Admin should immediately withdraw from MTCR, which is not even a legally binding treaty, but has still constrained the United States.

Russia is the only US adversary that is a signatory to the MTCR, and they obviously do not adhere to their actual arms control treaty obligations. The PRC, DPRK, and IRI are not signatories and are therefore unconstrained. MTCR only constrains the US & allied states.

Arms sales notification thresholds are statutory, notification processes are both statutory and convention. Amending them has received way too much attention in past discourse on reform; they aren't a significant cause of delays in the process.

The AECA & FAA already identify many countries that receive preferential treatment in different situations, so will be interesting to see what they envision here. I suspect it relates to the jumping the FMS delivery queue, which is currently first come, first serve.

Reform of the US Munitions List and FMS-Only List is BADLY needed. The FMS-Only List in particular as it currently exists is essentially theoretical, with a broad range of systems being included but not actually subject to FMS-Only restrictions in practice.

Consolidating FMS & DCS case tracking is very good and badly needed. Currently FMS is largely managed by the DoD's Defense Security Cooperation Agency, and DCS by State Political-Military Affair's Directorate of Defense Trade Controls.
