It might be easy to dismiss statements such as this as bluster and bravado, perhaps directed mostly at the home audience but I'd say, as @shashj,that's the wrong approach.
I think they really mean it, and despite the issues Russia are facing, believe they are getting there too.

On the other hand, the EU, and Europe as a whole, are fragmented and struggle to assume this role, despite this potential.
Can Europe prove Patrushev wrong? I hope so but have to admit I ain't overly optimistic.
