Good thread by Mick. My sense is that @lukeharding1968 has this right. I think this is largely a response to Russia's Kharkiv offensive and designed to help take that territory back—either through negotiations or diverting Russian forces—and to strengthen Ukraine's broader negotiating position. Another possibility is that this is an attempt to partially "localize" the war by both sides agreeing to not conduct operations across the border by demonstrating its costs to Russia. It seems the plan involves Ukraine holding territory in Kursk and creating a buffer for a period of time, though there is clearly room for improvisation and exploitation. If Ukraine does hold a buffer, a key question is whether the US will authorize the use of HIMARS GMLRS strikes into Kursk. Otherwise, they will be at a disadvantage compared to other parts of the front. Holding a buffer for an extended period of time also risks extending...

🇺🇲🇺🇦🇷🇺 An advisor to President Zelensky tells WaPo that they are formally requesting that the Biden Admin allow them to use ATACMS to hit the Russian air bases being used to launch sorties against the Kursk operation.

Ukraine has obviously been asking both publicly and privately for restrictions to be lifted for a very long time, but formal requests are submitted more strategically, based on the informal response from the Admin.

@Zagonel85: Wow a massive column of two vehicles. Let’s not forget that this is 16km inside of Russia. I bet you can’t wait till a Ukrainian Column gets hit in the city of Kursk, 90km from the border. And will you characterize that as a success or as a failure? How about if it’s near Moscow?

Reportedly, a Russian column was destroyed at night

Rylsk would be a key target for Ukraine to cut off most Russian logistics going to the border with Ukraine’s Sumy region. It’s within HIMARS range

🇺🇲🇯🇵🇺🇦 DoD wants Japan to increase PAC-3 MSE production to 100 per year -Pentagon Acquisition Chief LaPlante

Mitsubishi Heavy Industries currently assembles just ~30 missiles per year, as they had only been legally allowed to produce for the JSDF. It was previously reported that they were looking at doubling that to 60 per year, which they have facilitization for, but are currently unable to attain due to a shortage of seekers from Boeing.

The fact that the Pentagon wants them to produce 100 per year suggests they are interested in procuring those extra 70 annually. This would require increased facilitization in Japan and getting all the supply chains organized, beyond just the seekers.

There should be money available to finance this though, as the Army can commit their replacement funds from the Ukraine Supplementals to put MHI on contract.
