The dispute erupted after Prime Minister Sanae Takaichi told Japanese lawmakers earlier this month that a Chinese attack on Taiwan threatening Japan's survival could trigger a military response, a scenario previous administrations have avoided discussing in public to avoid provoking Beijing.

Masaaki Kanai, the director general of the Japanese Foreign Ministry's Asia and Oceania bureau, will meet his Chinese counterpart, Liu Jinsong, in Beijing this week, Japanese media reported on Monday. Kanai is expected to explain that Takaichi's comment does not signal a shift in Japan's security policy and urge China to refrain from actions that further damage ties.

Hundreds of thousands of Filipinos gathered Sunday in the capital in the largest rally so far to demand accountability for a flood-control corruption scandal that has implicated powerful members of Congress and top government officials.

Various groups have protested in recent months following the discovery that thousands of flood defense projects across one of the world’s most typhoon-prone countries were substandard, incomplete or simply did not exist.

President Ferdinand Marcos Jr. has been trying to quell public outrage and street protests sparked by the scandal, saying on Thursday that many of the powerful senators, members of Congress and wealthy businesspeople who were implicated would be in jail by Christmas.

The Japanese public is divided on whether Japan should exercise its right to collective self-defence if China attacks Taiwan, a Kyodo news agency poll found.

The survey found 48.8% in favor and 44.2% against, while 60.4% backed Japanese Prime Minister Sanae Takaichi’s plan to beef up the country’s defense spending.

The opinion poll comes at a time when a diplomatic spat between Tokyo and Beijing has intensified following Takaichi’s remarks related to Taiwan.

The US wants South Korea to eventually deploy its newly approved nuclear-powered submarines to help counter China’s rapidly expanding fleet, calling it a responsibility expected of a key ally, according to a top US admiral.

“Utilisation of that submarine for countering China, I think, is a natural expectation with that type of capability,” Admiral Daryl Caudle, chief of US naval operations, said. He spoke hours after both nations released a fact sheet that put in writing US consent for South Korea to build nuclear-powered submarines.

Although the approval is a major win for South Korea after years of seeking nuclear-powered submarines, Adm Caudle’s comments expose another discrepancy in how the allies envision the project. South Korea has said it wants the submarines to deter North Korea.

Japan has warned its citizens in China to step up safety precautions and avoid crowded places amid a deepening dispute between Asia's two largest economies over Japanese Prime Minister Sanae Takaichi's comments on Taiwan.

The advisory issued by Japan's embassy in China came as a senior Japanese foreign ministry official travelled to Beijing to hold talks on Tuesday with his Chinese counterpart to try and tamp down tensions.

The Philippines is hoping a code of conduct for the South China Sea can be completed when it is chair of the ASEAN bloc next year, with a consensus emerging between Southeast Asia and China, its foreign secretary said.

Theresa Lazaro said the code being negotiated between China and the 11-member Association of Southeast Asian Nations should be legally binding.

ASEAN and China pledged in 2002 to create a code of conduct, but it took 15 years to start discussions, and progress until now has been slow.

South Korea proposed talks with North Korea to clarify the rivals’ border line and ease military tensions, saying Monday that North Korean soldiers’ repeated border intrusions have raised worries about an armed clash.

Kim Hong-Cheol, South Korea’s deputy minister for national defense policy, said Monday that the country was offering military talks to prevent an accidental armed clash and lower tensions with North Korea.

He said that the North’s border intrusions were likely caused by the rivals’ different views on the border line, because many of the military demarcation line posts established at the end of the 1950-53 Korean War have been lost.

The US Justice Department has charged four people in a scheme to illegally export Nvidia AI chips to China, prompting a key House Republican to call for urgent passage of a chip-tracking bill on Thursday.

"China recognizes the superiority of American AI innovation and will do whatever it must to catch up," said John Moolenaar, the chair of the US House Select Committee on China. "That's why the bipartisan Chip Security Act is urgently needed."

The legislation, which Moolenaar introduced in May and has 30 cosponsors, would require location verification for chips, make it mandatory for chipmakers to report and share information about potential diversion, and look at additional ways to stop U.S. chips from ending up in the wrong hands.

A Philippine court on Thursday convicted a former mayor, who officials say is a Chinese national, of human trafficking charges for helping establish an illegal online gaming complex in a northern province where hundreds of Chinese and other foreign nationals were forced to conduct scams.

The Pasig city regional trial court in metropolitan Manila sentenced Alice Guo to life in prison with seven other Filipino and Chinese co-accused, and ordered them to pay a fine of $34,000 each and compensate several trafficking victims, who filed the complaints.

Philippine authorities allege that Guo is a Chinese national named Guo Huaping, who faked Filipino citizenship to run for mayor of the town of Bamban in northern Tarlac province, where she ran a sprawling illegal scam compound near the town hall.

Taiwan plans to spend an extra $40 billion on its defenses, President Lai Ching-te said in a commentary in the Washington Post, a long-telegraphed move he described as necessary to deter China from using force against the democracy.

The expenditure will be part of a supplementary defense budget the government will introduce to “not only fund significant new arms acquisitions from the United States, but also vastly enhance Taiwan’s asymmetrical capabilities,” Lai wrote on Tuesday. He avoided going into detail on where the money would come from.

The special budget proposal will likely face obstacles once Lai’s cabinet formally proposes it given it requires the approval of the legislature, which is controlled by the opposition.

Taiwan has already held preliminary talks with the United States about what weapons it wants to buy as part of a US$40 billion supplementary defense budget, Defense Minister Wellington Koo said.

Taiwan has formally obtained from the US Department of Defense the procurement item quantities, quotation information, transaction timelines, and other relevant details, showing the United States is willing to provide the weapons, Koo added.

Taiwan President Lai Ching-te announced the previous day the new spending plan, which runs from 2026-2033, to underscore the island's determination to defend itself in the face of a rising threat from China.

The New Zealand navy's largest ship, the oiler HMNZS Aotearoa, made a rare transit through the sensitive Taiwan Strait earlier this month, Defence Minister Judith Collins said.

One source with knowledge of the situation said the ship was tracked and followed by Chinese forces as it sailed through the strait.

The ship sailed from the South China Sea to the North Asian region via the Taiwan Strait on November 5, the minister added.

The last publicized strait transit by New Zealand's navy, accompanied by an Australian navy ship, took place in September last year. That was the first time a New Zealand naval ship had passed through the strait since 2017.
