OpenAI to further block access by mainland China, Hong Kong-based developers

The move is set to deal a blow to Chinese companies developing services based on OpenAI’s LLM Llama-3.1.

A number of AI start-ups in China are building apps based on OpenAI’s large models, which also generate revenue for OpenAI, the person said, adding that if OpenAI strengthens its regulations, Chinese developers will have to turn to local alternatives.

Zhipu AI, one of China’s top generative AI start-ups, said it would help affected developers transfer to its platform.

This is quite innovative. DeepMind's new architecture, PEER, uses over a million tiny neural networks instead of large feedforward layers in transformers.

It builds on the Mixture of Experts (MoE) principle but takes it further with the Product Key Memory technique to select relevant experts efficiently.

PEER outperforms transformers in efficiency and can constantly learn new information.

A lightweight library to run LLMs locally across mobile, desktop and laptops powered by PyTorch.

Export models to desktop and mobile apps (without python), providing a native alternative to llama.cpp and other great projects in this space.

The exported models are compiled (using torch.compile) and are competitive on speed and memory use.

Cyber risks and GenAI. MAS has published an information paper on Cyber Risks Associated with GenAI

Highlights

1. This paper aims to raise FIs’ awareness by providing an overview of key cyber and technology related threats arising from GenAI, the associated risk implications, and some of the mitigation measures that FIs could take to address the risks.

 2. Specifically, section 2 details how GenAI can be used by threat actors, in the form of deepfakes and GenAI-enabled phishing, as well as malware generation and enhancement.

Section 3 covers the threats and risks on GenAI deployments, namely, unauthorised information disclosure and data leakage, as well as GenAI model and output manipulation. A summary of the identified threats and their countermeasures can be found in the Appendix.
