🇨🇩 Felix Tshisekedi edges toward victory in presidential election in DR Congo

A sweeping victory for incumbent President Félix Tshisekedi in the December 20-21 elections in the Democratic Republic of Congo seemed assured on Thursday evening, as partial results became increasingly consistent, officially giving him 76% of the vote.

Of the 12.5 million votes counted by the electoral commission (Céni), 60-year-old Félix Tshisekedi, who is seeking a second five-year term, obtained 9.5 million.

He was followed by businessman and former governor of Katanga (south-east) Moïse Katumbi (16.5%) and another opponent, Martin Fayulu (4.4%). The twenty or so other candidates on the ballot failed to reach 1%.

However, no official statement was made on Thursday evening. The Céni's long-established timetable calls for the publication of the full provisional results of the single-round presidential election on December 31. The Constitutional Court is due to have the final say in January.

Rabat has concluded three loan contracts totaling 250 million euros, as well as two grant contracts worth 7 million euros with the German Development Bank. They concern financing relating to social protection, sustainable mobility, and irrigation.

Improving the living conditions of the population via a program to support the social protection project, it is around this axis that a first subsidized loan of 120 million euros, accompanied by a donation of 2 million euros has been allocated.

The second concerns the financing of the Fund to support urban and interurban road transport reforms (FART). In this context, the loan amounts to 100 million euros, backed by a donation of 5 million euros.

Ivory Coast will deliver 50 million liters of gasoline per month to Guinea, following the explosion and fire at the country's main fuel depot, Ivorian national television announced.

“The practical terms of the contract and the security of the convoys will be signed this Thursday,” said journalist from Radiotélévision Ivoirienne from the channel, specifying that Guinea had a monthly need of 70 million liters of gasoline.

The Guinean Minister of the Economy, Moussa Cissé, met on Wednesday in Abidjan with the Ivorian Minister of Mines, Oil and Energy, Mamadou Sangafowa Coulibaly.

🇹🇩 Chad's supreme court approves 'yes' referendum vote

Chad's Supreme Court definitively validated the results of the referendum for a new constitution organized by the military junta, a key step intended to pave the way for elections in the country at the end of 2024.

According to the final results, the "yes" side won with 85.90% of the vote, while the "no" side won 14.10%, with a turnout of 62.8%, the president of the Supreme Court told a press conference.

For some members of the opposition and civil society, the result of this ballot resembles a plebiscite designed to pave the way for the election of the transitional president, General Mahamat Idriss Déby Itno.

The Supreme Court rejected an appeal by the Bloc Fédéral, an opposition coalition which had called for the results to be annulled on the grounds of several irregularities in the voting process.

A leaking tanker truck exploded earlier this week as people gathered to collect gasoline, killing more than 40 people, Liberian authorities said.

Tuesday's explosion also injured at least 83 people in the town of Totota in the central West African country, according to health authorities.

Many of the dead were buried in a mass grave on Wednesday because their remains were unrecognizable, said Dr. Cynthia Blapook, a health official in Bong County. Health authorities said it was difficult to confirm the exact number of deaths due to the burned state of the bodies.

Liberia's Vice President, Jewel Howard-Taylor, attended the mass funeral. "We didn't expect to start the year this way," Howard-Taylor said.

Burundi's President Évariste Ndayishimiye has said that homosexuals in his country "should be stoned".

Ndayishimiye, a fervent Catholic, also lashed out at Western countries that press other nations to allow gay rights or risk losing aid.

Homosexual sex is illegal in Burundi, punishable by up to two years in jail.

President Ndayishimiye used a Bible reference to say that God was opposed to homosexuality adding that it was no longer an issue in Burundi. Ndayishimiye suggested that homosexuality was like "choosing between Satan and God".

"For me, I think that if we find these people in Burundi they should be taken to stadiums and be stoned, and doing so would not be a crime," he said. President described marriage between same-sex couples as an “abominable practice”.

UN peacekeepers are deploying to the north-west of the Central African Republic, where 23 civilians were killed on December 21 in a massacre attributed to the 3R armed group, the UN force said.

The blue helmets of the UN Mission in the Central African Republic (Minusca), whose number was not specified, "are progressing towards the village" with the aim of "reinforcing security in the area and facilitating humanitarian access to the population", the UN mission explained.

The 3R armed group (Return, Reclamation and Rehabilitation) is one of the most powerful of a multitude of rebel groups and criminal gangs terrorizing the population in CAR.

🇹🇳 Three "terrorists" shot dead in a mountainous area in Tunisia

Three "terrorists" were shot dead during an operation carried out by National Guard (gendarmerie) officers and military personnel in a mountainous area in west-central Tunisia, the Interior Ministry said.

They were killed during an ongoing anti-terrorist operation in the mountainous area of Kasserine, a town close to the border with Algeria.

"One soldier was wounded by terrorist fire", gendarmerie spokesman told.

This operation "reinforced by an air force unit" also led to the seizure of explosives, ammunition, and weapons, the ministry added, without giving details.

🌍🇪🇹 African Union Commission Chairperson welcomes the signing of the AU/Ethiopia Grant Agreement to Sustaining Peace in the Tigray Region

The Chairperson of the African Union Commission, H.E. Moussa Faki Mahamat, welcomes the signing on 28 December 2023 of the Grant Agreement of $1,000,000 between the African Union and the Government of the Federal Democratic Republic of Ethiopia.

The grant is provided through the Crisis Reserve Facility of the AU Peace Fund as part of AU’s support to the effective implementation of the Disarmament, Demobilisation and Reintegration (DDR) program.

Significantly, the Chairperson notes that this extension of the grant, marks Ethiopia becoming the first AU Member State to benefit directly from the AU Peace Fund since its operationalization in 2023.

The Chairperson renews profound appreciation to the Prime Minister of Ethiopia Abiy Ahmed and Getachew Reda, Head of the Interim Regional Administration of Tigray, for their continued commitment to implement the peace agreements.

Our friends from SAMU.ZA reported that South Africa has launched a case against Israel at the UN’s international court of justice (ICJ) accusing the state of committing genocide in its military campaign in Gaza.

Israel responded to the allegations “with disgust”, calling South Africa’s case a “blood libel” and urging the ICJ to reject it.

“The acts and omissions by Israel complained of by South Africa are genocidal in character because they are intended to bring about the destruction of a substantial part of the Palestinian national, racial and ethnical group,” the South African application said.

“Provisional measures are necessary in this case to protect against further, severe and irreparable harm to the rights of the Palestinian people under the Genocide Convention, which continue to be violated with impunity.”

The head of Democratic Republic of Congo's election commission on Friday said it would meet a Dec. 31 deadline for the release of full provisional presidential results, dismissing opposition calls for a re-run of the disputed vote as the response of "bad losers."

CENI president Denis Kadima dismissed allegations that the CENI had not been compiling results fully in accordance with electoral law. He said it was the CENI's legal duty to produce results quickly, which is why it was relying on some results from voting machines rather than just using tallies from paper ballots.

On Thursday, the independent joint vote-monitoring mission of Congo's powerful Catholic Church and its Protestant Church urged the CENI only to publish results based on correctly consolidated tallies from local centres.

Two South Koreans kidnapped by gunmen in Nigeria earlier this month have been released safely, Seoul's foreign ministry said.

The two men were taken after gunmen ambushed their convoy in Nigeria's oil-producing Niger Delta on December 12, killing four soldiers guarding the group and two civilian drivers.

"On Friday, we secured custody of the two abducted Korean citizens," the ministry said in a statement. "Both people are currently in good health, and after a hospital checkup, they moved to a safe area and spoke with their families."

The UN mission in Mali (MINUSMA) officially handed over to the national authorities one of its last camps in a large city in the north of the country, Timbuktu, before the end of its final withdrawal.

The mission's presence in the area ended following the departure of its final personnel, who left by air and land convoy.

The handover ceremony, led by Bakoun Kante, the governor of Timbuktu, and Anton Antchev, the director of the mission liquidation coordination team and officer-in-charge of the MINUSMA liquidation entity, marked the official transfer of the Timbuktu MINUSMA camp to the transitional government of Mali.

This event signifies the completion of the first of three planned MINUSMA liquidation sites.

🇪🇹 91% of Ethiopia’s Tigray population at risk of starvation, death said the Tigray president

The authorities in Ethiopia's Tigray region warned of a looming famine linked to drought and the lingering effects of the devastating two-year war in the north of the country.

Getachew Reda, president of the interim regional authority in Tigray, said more than 91% of the population was "exposed to the risk of starvation and death" and called for the Ethiopian government and international community to help.

The shortage of seasonal rainfall in the region’s three zones and desert locust infestation are creating a humanitarian crisis.

Reda warned that the lack of a concerted effort to address the tragedy will have deadly consequences and far-reaching ramifications for national and regional peace and stability.

The UN and the World Food Programme on Friday warned that a lack of funding could lead to the imminent suspension of humanitarian flights in Niger.

The international organisation had in mid-November announced the resumption of its humanitarian flights after they were suspended following a coup on July 26.

However now the UN’s humanitarian response agency OCHA and the WFP said that the services could be suspended imminently due to a lack of funding.

It added that the 2024 budget of UNHAS stood at $13.5 million but there was no guarantee of funding to date, even though half this amount was urgently needed.

WFP’s representative and country director in Niger said the UNHAS’s financial situation had already forced it to reduce its fleet to a single aircraft, down from the existing two.

Turkey has sent the first batch of Syrian National Army militants to Niger, West Africa

Reportedly, the first batch of fighters consisted of members of the Sultan Murad Division, while the next batch will include members of the Second Corps. Before the transfer, the militants received training from the Turkish military, consisting mainly of theoretical lessons.

🇧🇮🇷🇼 Burundi blames Rwanda for deadly rebel attack

Burundi's President Evariste Ndayishimiye has accused Rwanda of funding and training rebels responsible for an attack on the village of Gatumba, near Burundi's border with Congo, which resulted in the deaths of at least 20 people.

The attack was claimed by a Burundian armed rebel group known as RED-Tabara, based in South Kivu, eastern Congo. The group denied targeting civilians and claimed to have killed nine soldiers and a police officer.

Burundian authorities consider RED-Tabara a terrorist movement. The group first emerged in 2011 and has been linked to a series of attacks in Burundi since 2015.

President Ndayishimiye alleged that Rwanda provides logistical and financial support to RED-Tabara, accusing the neighboring country of harboring and maintaining the rebels.

🇳🇬 Bandits invaded Bwari, Niger state in Nigeria

Around four persons have been killed while 39 others were abducted when bandits invaded Kuduru, Garam and Azu in Niger State, Nigeria.

Garam, which is five minutes drive from Bwari was invaded on previous Saturday, by bandits killing a pastor with the Redeemed Christian Church of God, while 13 other persons were kidnapped.

On Thursday, bandits again invaded Kuduru, which shares a boundary with Garam, and kidnapped 18 persons.

On Friday, bandits invaded Azu, killing three people and kidnapping eight others.

As of now, the FCT Police Command has not provided any responses to inquiries regarding these incidents.
