Floods caused by torrential rainfall have killed at least 31 people in Somalia, authorities said.

Various parts of Somalia including Hiran state in the centre or Gedo region in the south, have been affected.

Since October, floods have displaced nearly half a million people. Water has also caused extensive damage to infrastructure notably.

The U.N. Office for the Coordination of Humanitarian Affairs warned of โ€œa flood event of a magnitude statistically likely only once in 100 years, with significant anticipated humanitarian impacts.โ€

Israeli authorities have reportedly called upon Egyptian officials to turn away the 60 tons of humanitarian aid that Iran had sent to Egypt to be transferred to the besieged Gaza Strip through the Rafah border crossing.

The aid consignment included food, medical supplies and medicines, according to a report by the Iranian state-run television.

Egypt has apologized for receiving any Iranian humanitarian aid to the Gaza Strip.

Iranian Foreign Minister Hossein Amirabdollahian has urged Egypt to distribute its aid to the people of Gaza.

The top Iranian diplomat said that he had "told Foreign Minister of Egypt Sameh Shoukry: today is our test day and Egypt is expected to open the Rafah crossing to send water, medicine and food to Gaza."

South Africa's biggest telecoms operator Vodacom reported a 4.2% drop in half-year earnings on Monday, hit by the cost of starting operations in Ethiopia and higher interest rates.

The company, which is majority owned by Britain's Vodafone, co-launched Safaricom Ethiopia last year, betting that the populous nation will power growth after about five years of investment.

Group CEO Shameel Joosub said Safaricom Ethiopia has already reached 4.1 million customers and more recently it launched its mobile financial services business M-Pesa there.

Madagascar's president is set to seek re-election on Thursday in the face of weeks of protests by opposition groups who say he is ineligible to run and the vote should be delayed.

Andry Rajoelina rose to power in a 2009 coup that scared off investors in Madagascar. He stepped down after almost five years as leader of a transitional authority and then became president after winning a 2018 election.

In a recent statement, Rajoelina emphasized his administration's efforts to address Madagascar's development challenges. He stated, "I've done everything to catch up with Madagascar's development lag, we've built and developed infrastructure close to the population that the population needs."

Officials said they were pressing ahead with plans for Thursday's first-round ballot despite the leader of the lower house of parliament's and opposition's calls to postpone them.

The military government in Gabon announced that presidential and legislative elections will be held in August 2025, according to an "indicative" timetable to be validated by a national conference next April.

"August 2025: elections and end of the transition", announced the military power spokesman live on state television Gabon Premiรจre, listing an "official transition timetable adopted by the Cabinet Meeting", but which remains "indicative".

This timetable must still be submitted to a national conference including "all the nation's" vital actors scheduled for April 2024

Rebels from Ethiopia's Oromiya region said on Monday they were in Tanzania for a second round of talks with the Ethiopian government to try to end decades of fighting.

The negotiations come more than six months after a first round of discussions between the Oromo Liberation Army (OLA) and Ethiopia's government ended without an agreement.

"We remain committed to finding a peaceful political settlement," the OLA said in its statement.

The OLA said it had delayed announcing the negotiations to make sure its team could get safely from what it called the frontlines in Oromiya to the venue.

An official said the talks started last week in Tanzania's commercial capital, Dar es Salaam, and is being facilitated by the regional Africa group IGAD.

At least 70 civilians have been killed, mainly elderly people and children, in an attack on a village in northern Burkina Faso earlier this month, a prosecutor said in a statement on Monday.

Unidentified assailants attacked the village of Zaongo in Burkina Faso's northern Centre-North region on November 5, killing residents and setting property on fire.

A judicial team sent to investigate on November 11 found that at least 70 people had died. Most of the victims were children and elderly, a state prosecutor said in a statement.

The exact number of deaths, injured and missing has yet to be determined, it added.

"The authors of these atrocities remain unknown. Investigations are ongoing," the statement said.

Negotiators working on the world's first treaty to curb plastic pollution need to hurry up and strike a deal, Kenya's President William Ruto said on Monday at the start of talks in Nairobi.

International delegates meeting in the Kenyan capital for the third round of talks will consider a list of possible measures to include in the treaty.

"I urge all the negotiators to recall that 2024 is only six weeks away and there are only two other meetings to go," Ruto said at the opening of the talks.

Governments agreed in March 2022 to put together a treaty on controlling plastic pollution by the end of next year.

In Nairobi delegates will be haggling over whether to stick to their broad mandate of addressing the entire life cycle of plastics, including production, or to prioritize plastic waste management.

DRC's electoral commission said it was ready to provide fair and credible polls next month despite a spiralling security crisis in the east and concerns about transparency in the run-up to the December 20 general election.

Campaigning is scheduled to begin next week after a tense and delayed registration period that opposition candidates deemed flawed and favours the ruling coalition.

Last month, several presidential candidates demanded measures from the commission to prevent potential fraud.

Congo's Independent National Electoral Commission (CENI) president Denis Kadima met all 26 candidates in the capital Kinshasa on Monday and said the body was committed to organising "credible, transparent, inclusive and peaceful" elections.

Kadima said he recognised the commission needed to improve its image and that it had tried to improve public trust, including the clean-up of irregularities that slipped through the registration process.

Liberians head to the polls on Tuesday for a runoff election between President George Weah and former vice president Joseph Boakai after they emerged neck-and-neck from the first round but below the 50% needed to secure an outright victory.

The incumbent Wea has asked voters for more time to make good on his first-term promises to root out corruption and improve livelihoods.

Meanwhile Boakai has campaigned on the need to rescue the nation from what he calls mismanagement by Weah's administration, which has been dogged by graft scandals.

Both Weah and Boakai have received endorsements from candidates who lost in the first round.

A Zimbabwe opposition activist who was abducted days ago while campaigning ahead of key by-elections has been found dead.

Tapfumanei Masaya's body was found in a decomposed state on the outskirts of the capital Harare, his party, the Citizens Coalition for Change, said.

In a statement, the police confirmed the location of a body but said its identity was yet to be established and more details would be released later.

The CCC says the activist had been forced into a vehicle by armed men on Saturday while campaigning for a party candidate ahead of the 9 December polls.

The CCC has blamed state agents for the violence against its members - which the ruling Zanu-PF party has denied.

The abduction and the death of the activist follows a pattern of abductions of opposition politicians.

A commander in an Islamic State-allied rebel group was charged on Monday with nine offences including the murder of a honeymooning tourist couple and their aide in Uganda's Queen Elizabeth National Park.

Kyoto Abdul Rashid, of the militant Allied Democratic Forces (ADF), was captured earlier this month in a night-time operation by the Ugandan military in which six rebels were also killed.

Rashid "with malice aforethought caused the murder" of the couple David and Celia Barlow and their Ugandan aide Eric Ayai, according to a charge sheet.

Rashid was also accused of engaging in acts of violence aimed at causing the death of the three victims "for purposes of influencing the government or intimidating the public."

More than 170 Nigerians on a flight to Saudi Arabia were turned back on arrival on Monday after Saudi authorities reportedly abruptly revoked their visas.

Reports say that 264 passengers, who had departed from the Nigerian cities of Lagos and Kano, were reportedly granted visas and thoroughly screened before boarding.

However, all their visas were reportedly revoked while they were airborne.

On arrival, Saudi authorities reportedly refused to grant entry and instructed the Nigerian Air Peace airline to return them to Nigeria, reports add.

Saudi authorities have not commented on the matter.

Saudi Arabia is said to have ultimately allowed entry to 87 passengers after intervention by the Nigerian embassy there, but 177 were repatriated to Nigeria on Monday night.

They allege that incumbent President Andry Rajoelina, who is seeking re-election, is ineligible due to the French citizenship he acquired in 2014, an accusation he has dismissed.

Rajoelina has urged the public to ignore the opposition calls for a boycott and turn out in large numbers for Thursdayโ€™s polls.

Malian Armed Forces have finally took positions in the city of Kidal, which has been an improvised capital for the Coordination of Azawad Movements in north-eastern Mali.

Tuareg rebels accounts on social media also confirm this information.

Although the battle for Kidal isn't over yet, this marks a big milestone for FAMa's campaign against the Azawad militants.

However, the loss of the city will not mean the end of the rebellion, since for the Coordination of Azawad Movement Kidal is just another city, since they consider entire south Sahara and north Sahel regions their home.

Nigerian President Bola Tinubu met top officials of the Islamic Development Bank (IsDB) to negotiate a "multi-billion dollar infrastructure finance facility" to help build ports and power plants, his spokesperson said.

Tinubu held talks with IsDB vice president Mansur Muhtar late on Monday in Mecca, Saudi Arabia, spokesperson Ajuri Ngelale said in a statement. He didn't provide further details of the finance package sought by the Nigerian government.

"We have serious deficits in port infrastructure, power infrastructure, and agro-allied facilities," Tinubu said in the statement.

Flooding in Somalia has left residents without homes and food shortages.

Around 1.6 million people in Somalia are thought to be affected by the heavy seasonal downpours.

The UN Office for the Co-ordination of Humanitarian Affairs says the flooding has been worsened by the El Niรฑo effect, which is causing changes in weather patterns around the world.

Somalia's President, Hassan Sheikh Mohamud, said: "The people have been displaced, homes and properties destroyed, the people are hungry, and that is our problem right now, that is what we are focusing on."

The president also expressed concern about the added risk of outbreaks of diseases such as malaria and cholera.
