🇸🇴 Seven soldiers killed in al-Shabaab attack on Somali military base

Fighters from the al-Shabab group stormed a military base in central Somalia that the government had recaptured from them last year, killing at least seven soldiers, including the base commander, an officer said. “We repelled al-Shabab, but lost seven soldiers, including our commander,” a military officer added.

Assailants from the al-Shabaab a rammed the base in the village of Hawadley with a suicide car bomb and then opened fire. Al-Shabab claimed responsibility for the attack in a statement, saying it had killed “many apostate soldiers and their commander”.

The base is located about 60km north of the capital, Mogadishu, and was wrested from al-Shabab’s control in October by government forces and allied clan militias.

🇿🇦 South Africa plans to end load-shedding in 12-18 months

South Africa has a plan to improve energy provision that will end the need for any power cuts within the next 12-18 months, Finance Minister of South Africa, Enoch Godongwana, said in Davos.

Godongwana said so-called "stage 6" power cuts - which mean at least six hours a day without power for most South Africans - would no longer be needed within about five months as facilities are revamped and measures such as demand management take effect.

However, asked whether state-owned power utility Eskom could expect to be allocated more cash for diesel to help reduce the level of power cuts, he said: "I don't think Eskom has a diesel problem, I think Eskom has got a management problem."

🇿🇦 South Africa plans new law to speed up power projects

South Africa is developing new legislation to speed up energy projects to add generating capacity and help end power cuts, a presentation by the country's energy crisis committee showed.

In presentation it was said that the committee is working to "develop emergency legislation which can be tabled in Parliament to allow energy projects to proceed more quickly and enable coordinated and decisive action." It added that a "web of bureaucracy" was making it difficult to deal with the power crisis and that "the current regulatory framework wasn't designed to deal with an energy shortfall".

President Ramaphosa is meeting different stakeholders this week to discuss ways to deal with the country's worst power cuts on record.

🇿🇲 Global alert issued for officer accused of Gambia coup bid

The International Police Agency has issued a “red notice” for foreign nations to arrest a military officer, Lamin Jadama, accused of plotting to overthrow the government in Gambia last month.

The "red notice" means that eight officers have now been identified as suspects in the alleged coup plot. Gambian officials say Jadama is a fugitive from justice and any person caught aiding or colluding with him, will be dealt with according to law.

Seven of the accused - including the alleged ringleader - have been arrested. Two civilians and a police officer were also in court on charges of treason and concealment of treason.

The accused were expected to file a plea, but this did not happen. Instead, the case was postponed as the state did not file its indictment and two of the accused soldiers did not have legal representation.

🇬🇶 The opponent of president in Equatorial Guinea died in prison

A prominent dissident in Equatorial Guinea has died in prison. Julio Obama Mefuman, who was also a Spanish citizen and was taken from South Sudan in a suspected kidnapping in 2019, “died in Oveng Azem prison” in the eastern city of Mongomo, the Movement for the Liberation of the Third Equatorial Guinea said.

It gave no date for Obama Mefuman’s death but accused the country’s hardline government of “torture”. On Monday, Equatorial Guinea’s foreign minister Simeon Oyono Esono Angue said Obama Mefuman “died in a Mongomo hospital following illness” but refuted any accusation of torture.

Obama Mefuman’s death came less than two weeks after Spain’s High Court announced an investigation into his suspected kidnapping and torture. In March 2020, Obama Mefuman was given 60 years sentence for allegedly having taken part in an attempted coup against Obiang in 2017.

U.S. President Joe Biden instructed Defense Secretary Lloyd Austin to prepare an emergency plan to establish a U.S. military technical base in the Kingdom of Morocco. This plan was proposed back in late December.

According to U.S. media reports, before the meeting with Austin, Biden received a detailed report from CIA Director William Burns on Russia's expanding influence in Africa. Amnesty said the accusations against the journalist were "trumped-up state security related offences" and condemned what it called a “ruthless campaign to silence critics”.

The journalist was remanded on 29 December, days after being detained. On Sunday, a judge renewed the decision to hold him in pre-trial detention.

🇰🇪 Kenya's President alleges plot to kill electoral chief in last polls

Kenya's President William Ruto has made accusations of a plot to abduct and kill the head of the electoral commission in the run up to the announcement of the presidential results last year. The president claimed the plot to abduct Mr Chebukati was sanctioned by the "highest" office.

At the time of elections, electoral commission chairman Wafula Chebukati said he had done his duty despite receiving threats.

The president's rival at the elections, Raila Odinga’s party, ODM, has scoffed at the remarks, calling it a “well-choreographed chorus". “They should present the claims before a commission of inquiry when it is formed."

🇬🇭 Ghana-based aid and advocacy groups call for debt cancellation amid crisis

More than two dozen aid and campaign groups called on Wednesday for international creditors to cancel a large portion of Ghana's debts as it struggles to contend with an economic crisis.

Signatories of the letter said the key challenge was to get private lenders to agree to a significant debt cancellation. "The G20 can help by making clear that Ghana will be politically and financially supported to remain in default on any creditor which does not accept the necessary debt restructuring," they added.

Ghana's consumer inflation rose driven by rising fuel, utilities and food costs. International reserves have dwindled to less than two months of import cover. The government asked to restructure its bilateral debt under the G20 common framework platform earlier this month.

The president added that after recent military successes in the central regions of Somalia, the planned offensive would take a shorter time “because al-Shabab is weakened”.
