Who is Abraxas?
The word Abraxas is found in Gnostic texts such as the Holy Book of the Great Invisible Spirit, and also appears in the Greek Magical Papyri.
The serpent symbology found on the talisman of Abraxas actually represent the worm. In the Apocryphon of John, found in the Nag Hammadi library, the Gnostic Abraxas becomes Samael who is the third name of the demiurge, and whose other names are Yaldabaoth and Saklas. Hebrew names that mean โthe blind god.โ
Abraxas who is the heavenly worm of Jupiter sent from the divine universe to give to mankind the psychic forces to the light of the soul through 365 spiritual sinews corresponding to the 365 negative laws, and representing the 365 days of the year. He is the master of all initiates, or sky-men.

You might read this and wonder, why would the state want to forcibly remove your underwear to administer a vaccine?
Because vaccines are administered via IM (intramuscular injection) and the most practical means for forcibly injecting a person against their will would be to restrain that person in a "face down" position, remove that persons pants/underwear then administer the drug in the glute region. It would be much more difficult to try to inject the drug into an alternative muscle region if the person being injected was resisting.
The point being, before passing this legislation the state has really thought about the easiest way to forcibly inject somebody.
