Authorized directly by CIA Director Allen Dulles, Angleton passed information to the FBI that largely stemmed from his independent liaison with Israeli intelligence—material intentionally kept outside normal CIA dissemination and, critically, out of standard FBI case files tied to the JFK era.

By the mid-1960s, internal FBI memoranda show that protecting Israel’s role had become a primary concern. A 1964 memo records Angleton’s objections to FBI source descriptions that risked indirectly identifying Israel by referencing foreign intelligence or governmental entities. He warned that even careful wording could allow analysts or external agencies to trace reports back to Israeli channels. To prevent this, Angleton insisted on vague attribution—such as a generic, reliable “Confidential Informant”—and required advance clearance before any dissemination beyond tightly controlled channels.

A 1965 memorandum further confirms that Bureau Informant 100 existed primarily to shield Israeli-sourced intelligence, including sensitive reporting on U.S. citizens traveling to the Soviet sphere via Israel. By 1967, the FBI concluded the separate control file was no longer operationally necessary and absorbed its contents into broader policy files—preserving the intelligence while further distancing it from identifiable origins. Together, these documents show a sustained, deliberate effort during and after the JFK period to retain intelligence value while systematically keeping Israel out of the visible JFK documentary record.
