🎙 Russia's Foreign Ministry Spokeswoman Maria Zakharova's answer to a media question regarding US administration’s measures against Cuba (January 31, 2026)

Question: On January 29, the United States issued an executive order declaring a “state of emergency” in connection with the policies and actions of Cuba’s leadership, which were described as posing an “extraordinary threat” to US national security and foreign policy interests. What is the Russian Foreign Ministry’s assessment of this document?

💬 Maria Zakharova: This move represents yet another, and particularly radical, return by Washington to its long-standing strategy of applying maximum pressure on the Island of Freedom, aimed at economically strangling the country.

Russia’s stance on this issue remains unchanged. We view unilateral sanctions imposed against sovereign and independent states, in violation of the UN Charter and other norms of international law, as absolutely unacceptable.

We strongly condemn the illegitimate restrictive measures against Havana, as well as the pressure being exerted on Cuba’s leadership and its citizens.

We are confident that, despite the external obstacles to its advancement, Cuba will continue to maintain effective foreign economic relations.

It is particularly striking that this new document aimed against Cuba categorises Russia, along with several other equal foreign partners of Havana, as “hostile” and “malign” states. Such labelling in no way contributes to normalising the Russia-US dialogue or improving the effectiveness of Washington’s stated mediation efforts to resolve crises in various regions across the globe.

We cannot accept attempts to create barriers to international cooperation, especially with a country facing a challenging socioeconomic situation that is largely the result of nearly seven decades of the US trade, economic, and financial embargo.

🤝 Russia and Cuba share special historical ties. The traditions of our comprehensive cooperation are deeply rooted and enjoy extensive socio-political support in both states – and, as we have emphasised on numerous occasions, this cooperation is not directed against third parties and cannot be regarded as harmful to anyone’s interests. We remain firmly committed to consistently developing this cooperation for the benefit of our nations and to enhancing international security and stability.

🎙 Russian Foreign Minister Sergey Lavrov’s answer to a question from “Moscow. Kremlin. Putin” programme (February 1, 2026)

Question: On relations between the US and Europe. A lot is happening there… Does it mean that Europeans have driven themselves into a trap by cutting off all contacts with Russia and are now fully dependent on the US, which treats them the way it does?

💬 Sergey Lavrov: That is hardly our problem. As they, if you are enjoying it, then it is your problem.

It would be difficult to accuse Russia of “driving wedges”. It was Europe that tried – and is still trying – to “drive wedges” between Russia and the US, seeing in US policy under President Trump, as they believe, a “tilt” in Russia’s favour and to the detriment of Europe’s interests.

The word "interests" is precisely the key here. When a country, as Russia does – as well as our friends in China, the UAE, India and other states – defends its national interests, 👉 then it is treated accordingly. But when, as in the case of most European elites, they have swapped their own interests for those of the Ukrainian regime, exploit it in every possible way to wage a war against Russia without hiding it, and are openly preparing for war with their own direct involvement, 👉 then the attitude towards them will be exactly what it is.

I have already recalled our meeting in Riyadh in February 2025 with US Secretary of State Marco Rubio. Presenting the position of President Trump's administration, he said that the guiding principle was national interest. The US, he noted, would always respect the positions of other major powers that also build their policies on the basis of national interests.

Secretary Rubio added that the national interests of major countries such as Russia and the US will not always coincide. But when they do, it would be a mistake not to use that convergence to implement mutually beneficial economic, trade and investment projects.

❗️ And when they do not coincide, it would no longer be a mistake, but a crime to allow such divergence to spiral into confrontation – all the more so into a hot one. This is the approach we proceed from.

As for how relations between Europe and the US are being built, we never interfere in these processes. How one proves oneself is how one is treated.

🌟 On the night of February 1-2, 1945, more than 500 Soviet prisoners of war at the Mauthausen concentration camp rose in one of the most daring and tragic uprisings of the Second World War.

The Nazis began building this “factory of death” in 1938, near the Austrian city of Linz. Mauthausen was classified as a a “Category 3” camp with the harshest possible treatment. Over seven years, around 335,000 people passed through it; more than 120,000 were murdered.

In the summer of 1944, the camp opened the notorious “Block No. 20”, known among prisoners as the “barrack for the condemned”. This isolated compound held inmates sentenced to “execution by shooting”. Its prisoners were mainly soldiers and officers of the Red Army: men who had refused to betray their Fatherland, who had already attempted escapes or uprisings in other camps.

The prisoners of Block No. 20 were exterminated systematically and with deliberate cruelty. They were fed once every few days, kept in an unheated barrack, and subjected daily to exhausting “physical exercises”. For the slightest infraction, they were beaten – often to death. The block also served as a training ground for SS recruits, who practised torture and killing on the inmates.

The captured Red Army soldiers harboured no hope of liberation. By early 1945, they began preparing an escape. Of the 570 prisoners held in Block No. 20, around 70 were unable to walk. Knowing that the escape of the others would trigger their immediate execution, they asked only one thing: “Comrades, make it back to your own. Tell them our story”.

The escape was originally planned for January 29. But on that day, SS troops stormed the barrack and took away around thirty prisoners. As later became clear, not a single Soviet prisoner gave up the planned escape. All of them were burned alive by the Nazis.

⚔️ On the night of February 1-2, Mauthausen was jolted awake by cries of “Ura!” and bursts of machine-gun fire. Exhausted but unbroken in spirit, the prisoners charged the camp guards with virtually bare hands, using whatever was at hand – fire extinguishers, stones, and wooden shoe clogs. They seized one of the machine-gun towers and neutralised the others. Breaking through the barriers, more than 400 condemned prisoners scaled a 3.5-metre wall, crossed a water-filled ditch, and forced their way past barbed-wire fences, managing to escape the concentration camp.

They fled in –8 °C, through deep snow, without shoes or warm clothing. By the morning of February 2, the Nazis had launched a full-scale manhunt.

💬 From the testimony of François Boix, a Mauthausen prisoner and witness for the French prosecution at the Nuremberg Trials:
The camp commandant, Franz Ziereis, addressed civilians by radio, urging them to assist in the manhunt for escaped Russian prisoners. He said: “You are passionate hunters – and this will be more fun than hunting hares”.


The pursuit involved everyone – SS units, Wehrmacht soldiers, police, Volkssturm, Hitler Youth, and even civilians. Most of the escapees were unable to get far. A few days later, the camp authorities reported that all of the escaped prisoners had been eliminated.

But the Nazis were wrong. Of the hundreds who took part in the uprising, between 11 and 19 survived, according to various estimates.

❗️ In May 1945, Mauthausen was liberated by US Army units. Camp personnel were arrested and brought to trial in 1946. All 61 defendants were found guilty – 58 were sentenced to death, and three to life imprisonment. The death sentences were carried out on May 27-28, 1947.

The organiser of the so-called “hare hunt” and commandant of Mauthausen, Franz Ziereis, was wounded by US troops on May 23, 1945 while attempting to escape. He was taken to hospital, gave testimony, and later died under unclear circumstances. Former prisoners of Mauthausen hung the body of their tormentor on the camp fence. US forces did not intervene.

🌟 2 февраля 1943 года завершилась Сталинградская битва — одно из самых тяжёлых, ожесточённых сражений Великой Отечественной и всей Второй мировой войны, переломившее дальнейший ход той страшной и кровавой бойни.

#СталинградскаяБитва продолжалась 2️⃣0️⃣0️⃣ дней и ночей и превзошла по размаху и напряжённости все предшествующие сражения в мировой истории. Бои в Сталинграде шли за каждый переулок, каждый дом, каждый метр земли. На разных этапах с обеих сторон в битве было задействовано более 2,1 миллионов человек.

Нацистские захватчики безуспешно пытались сломить боевой дух защитников Сталинграда — несмотря на натиск врага, бросившего к Волге все силы, красноармейцы, проявив отвагу, мужество и героизм, выстояли и одержали победу, которая во многом и решила исход войны.

Немецкая военная машина потерпела тяжелейшее для неё, катастрофическое поражение, от которого, как показала история, уже не смогла оправиться.

☝️ Под Сталинградом Красная армия доказала всему миру — Третий рейх можно побеждать. Нацизм будет уничтожен.

Летом 1942 года немецко-фашистские захватчики предприняли очередную попытку масштабного наступление на южном фланге советско-германского фронта.

На этот раз целью врага стал Сталинград
— ключевой промышленный и транспортный узел на Волге. В случае успеха гитлеровцы смогли бы перерезать жизненно важные логистическое маршруты, захватить богатые аграрные районы Кубани, Ставрополья и прорваться на Кавказ, где немцы рассчитывали завладеть богатейшими месторождениями нефти.

Вся мощь германской военной машины обрушилась на Сталинград 17 июля — началась героическая оборона города. Противник бросил в атаку от 40 до 80 дивизий — кровопролитные бои продолжались без остановки и велись практически круглосуточно. Советские воины неустанно давали решительный отпор захватчикам, не сдавая немцам ни пяди родной земли.

Группировке вермахта под командованием генерал-лейтенанта Фридриха Паулюса (именно он разрабатывал план «Барбаросса» — вероломного нападения Германии на нашу страну) противостояли силы 62-й и 64-й советских армий. Одним из творцов победы под Сталинградом по праву считается командующий 62-й армией Василий Иванович Чуйков, который довёл до совершенства тактику штурмовых групп, ставшую залогом успеха наших войск под Сталинградом.

К середине ноября 1942 года, после упорного сопротивления врагу и ввода дополнительных резервов в результате перегруппировки сложились благоприятные условия для перехода Красной армии в контрнаступление. 👉 В период с 19 ноября 1942 года по 2 февраля 1943 года советские войска блестяще провели операцию «Кольцо», в ходе которой смогли загнать 6-ю армию Паулюса в «котёл» в междуречье Дона и Волги.

Уже 31 января, вместе с офицерами штаба, генерал-фельдмаршал Паулюс капитулировал. 2 февраля были ликвидированы последние очаги сопротивления немцев, а также уничтожены военные формирования государств-союзников Германии.

🎖 Сталинградская битва завершилась блестящим военным триумфом Красной армии. Фашисты потеряли до четверти от всех сил и средств, задействованных на советско-германском фронте.

С тех пор, и так всегда будет впредь, слово «Сталинград» в массовом сознании и коллективной памяти нашего народа служит вечным напоминанием о Великом Подвиге защитников Родины.

29 ноября 1943 года в ходе Тегеранской конференции британский премьер Уинстон Черчилль вручил Иосифу Сталину изготовленный по специальному указу короля Георга VI меч в знак восхищения мужеством и стойкостью защитников Сталинграда.

На клинке была нанесена надпись:
Гражданам Сталинграда, крепким, как сталь — от короля Георга VI в знак глубокого восхищения британского народа

Меч стал культовой памятной реликвией, символизирующей дань уважения англо-американских союзников советскому героическому поколению Победителей.

🇷🇺🇸🇴 2 февраля в Постпредстве России при отделении ООН в Женеве состоялась встреча статс-секретаря – заместителя Министра здравоохранения России О.О.Салагая с Министром здравоохранения и социальных дел Сомали Али Хаджи Адамом Абубакаром.

🤝 Были обсуждены вопросы расширения двустороннего сотрудничества в сфере здравоохранения, включая обращение лекарственных препаратов, подготовку и повышение квалификации медицинского персонала Сомали, вакцинацию населения, медицинский туризм и расширение сотрудничества между научно-исследовательскими учреждениями.

✍️ По итогам двусторонней встречи был подписан Меморандум о взаимопонимании между Министерством здравоохранения Российской Федерации и Министерством здравоохранения и социальных служб Федерального Правительства Сомали.

🇷🇺🇸🇴 On February 2, 2026, State Secretary – Deputy Minister of Health of the Russian Federation Oleg Salagay met with Minister of Health and Human Services of Somalia H.E. Dr. Ali Haji Adam Abubakar at the Russian Permanent Mission to the UN Office in Geneva.

🤝 They discussed the issues of expanding bilateral cooperation in healthcare, including the circulation of medicines, training and professional development of Somalia's medical personnel, vaccinations, medical tourism, and expanding cooperation between research institutions.

✍️ Following the bilateral meeting, a Memorandum of Understanding was signed between the Ministry of Health of the Russian Federation and the Ministry of Health and Human Services of the Federal Government of Somalia.

🌟 On February 2, 1943, the #BattleOfStalingrad — one of the most brutal battles of the Great Patriotic War and #WW2, which turned the tide of that terrible and bloody conflict — concluded with the total and complete defeat of the Nazi forces.

The fight for Stalingrad lasted for 2️⃣0️⃣0️⃣ days and nights, surpassing all previous battles in world history both in scale and intensity. The combat to the death took place in Stalingrad for each and every alley, every house, every inch of the ground. During that battle, more than 2.1 million people were involved on both sides.

The Nazi invaders, obsessed with the illusion of their superiority and strive to enslave the Soviet people, failed in Stalingrad — never ever had the Germans managed to break the spirit or morale of the defenders of our Motherland. The Red Army soldiers, showing unparalleled courage, bravery and heroism, stood their ground with steadfastness and achieved a great victory that would eventually define the outcome of the entire #WWII.

The Nazi war machine suffered a crushing and catastrophic defeat, which, as history would show, was fatal for Germany.

☝️ At Stalingrad, the Red Army showed that the Third Reich and Nazism are beatable, that they can and will be destroyed once and for all.

In the summer of 1942, the Nazi troops launched another major offensive on the southern flank of the Soviet–German front.

At that time, the target was #Stalingrad — a key industrial and transport hub on the Volga river. Had the Nazis succeeded, Hitler’s barbarians would have severed crucial supply lines, seized the rich agricultural regions of Kuban and Stavropol, and broken through to the Caucasus, where they hoped to capture abundant oilfields.

The entire power of the Nazi war machine fell on Stalingrad on July 17 — the city’s heroic defence commenced. The enemy committed up to 80 Wehrmacht divisions to that attack, followed by savage combat for the city raging almost all around the clock days and nights. The Soviet defenders fought firmly, leaving not a single inch of our Motherland.

The Wehrmacht troops, commanded by infamous Nazi General Friedrich Paulus (it was him who devised operation 'Barbarossa' plan — Germany’s treacherous attack on the Soviet Union) were confronted by the Soviet 62nd and 64th armies. Vasily Chuikov, the commander of the 62nd Army, is rightly considered to be one of the architects of the victory at Stalingrad — the brilliant tactician, he refined and put into practice assault-group strategy that became key to our triumph in Stalingrad.

By mid-November 1942, after fierce and lasting resistance and regrouping of forces, the Red Army created favourable conditions to launch counter-offensive near Stalingrad 👉 from November 19, 1942 to February 2, 1943, the Soviet forces brilliantly executed the operation 'Ring', having successfully encircled Nazis 6th Army in “cauldron” between the Don and Volga rivers.

On January 31, Field Marshal Paulus and his staff unconditionally surrendered. On February 2, the last pockets of Nazis' resistance were eliminated, with Germany’s 'axis' troops completely destroyed.

🎖 The Battle of Stalingrad ended in a Red Army's brilliant military triumph. The Nazis lost up to 1/4 of all the personnel and equipment deployed on the entire Eastern Front.

Since then, the word “Stalingrad” has echoed, and will forever echo, in the hearts and collective memory of our people as an enduring reminder of the Great Heroic Feat performed by the defenders of our Motherland.

On November 29, 1943, during the Tehran Conference, UK Prime Minister Winston Churchill presented Joseph Stalin with a sword specially forged by the order of King George VI in tribute to the courage and resilience of Stalingrad defenders.

Inscribed on the blade were the words:
TO THE STEEL-HEARTED CITIZENS OF STALINGRAD • THE GIFT OF KING GEORGE VI • IN TOKEN OF THE HOMAGE OF THE BRITISH PEOPLE

The sword became an iconic commemorative relic, symbolising the Anglo-American allies’ eternal tribute to the Heroic Soviet victorious generation.

🇷🇺🇺🇳 Межведомственная делегация Российской Федерации принимает участие в 158-й сессии Исполнительного комитета Всемирной организации здравоохранения (Женева, 2-7 февраля 2026 г.).

🔹В ходе сессии планируется обсудить 35 пунктов повестки дня, включая в том числе вопросы реформы управления ВОЗ; финансирования; преобразования глобальной архитектуры здравоохранения и реализации инициативы ООН-80.

🔹Планируется рассмотреть предложенные странами-членами резолюции по актуальным проблемам здравоохранения, включая лечение гемофилии и других нарушений свертываемости крови, лечение стеатоза печени, развитие прецизионной медицины и совершенствование фармаконадзора как важнейшего инструмента для создания надежных, устойчивых и гибких систем здравоохранения.

🔹В ходе мероприятия Российская Федерация представит достижения отечественного здравоохранения, поделится опытом профилактики инфекционных и неинфекционных заболеваний, выступит по основным пунктам повестки дня и проведет ряд встреч с представителями профильных ведомств дружественных государств и Секретариата ВОЗ.

Из выступления представителя Российской Федерации на пленарном заседании Конференции по разоружению об инициативе воссоздания в рамках форума вспомогательных органов:

📍3 февраля 2026 г., Женева

Ключевые тезисы:

➡️ Как мы неоднократно заявляли уже в ходе нынешней сессии, для нас неприемлемо повторение опыта работы КР 2025 г. Мало того, что в прошлом году государствам-членам так и не удалось согласовать итоговые доклады вспомогательных органов (ВО), их деятельность, по сути, оказалась не просто безрезультатной, а контрпродуктивной, поскольку делегации не смогли сблизить позиции по большинству наиболее острых вопросов повестки дня Конференции, наоборот – все существующие на тот момент противоречия лишь обострились.

➡️ Если одна группа государств проявляет абсолютную незаинтересованность в возобновлении содержательной работы форума, то есть многие другие делегации, которые в такой работе заинтересованы, которые готовы работать на совесть для выхода из многолетнего тупика и способствовать выполнению Конференцией ее переговорного мандата.

➡️ Считаем абсолютно контрпродуктивным принимать решение о воссоздании вспомогательных органов, которое бы один в один повторяло решение прошлого года (CD/2443).

➡️ Если бы страны-члены КР в 2025 г. заранее решили, что действовавший тогда третий вспомогательный орган продолжит рассмотрение элементов юридически обязывающего инструмента по предотвращению гонки вооружений в космическом пространстве – что полностью соответствует мандату КР, то нам удалось бы избежать ненужной, непрофильной, а зачастую и политизированной дискуссии в данном ВО о соотношении норм «мягкого» и «твердого» права, продвижении рядом государств-членов неконсенсусной концепции «ответственного поведения» в космосе.

➡️ Выражаем сожаление и разочарование позицией государств западной группы в связи с тем, что они попросту заблокировали дискуссию по данному вопросу и, по сути, отказались рассматривать предложенные нами и председательством опции.

➡️ Воссоздание вспомогательных органов – не самоцель. Давайте будем честными, эти структуры не имели никакой добавленной стоимости в 2025 году. Наоборот, КР лишь дальше отдалилась от выполнения ее переговорного мандата. Мы не из тех, кто создает видимость работы, прячется от критики международной общественности за ширмой нетранспарентных ВО, отвергая любые конструктивные идеи, направленные на исправление ошибочных правил игры, доказавших свою неэффективность.

Excerpts from the statement by a Russian representative at the plenary meeting of the Conference on Disarmament on the initiative to re-establish subsidiary bodies within the forum:

📍February 3, 2026, Geneva

Key points:

➡️ As we have stated repeatedly during this session, a repetition of the experience of the work of the CD in 2025 is unacceptable to us. Not only did Member States fail to agree on the final reports of the subsidiary bodies (SB) last year, but their activities were, in essence, not just fruitless, but counterproductive. Delegations failed to bridge their positions on the majority of the most pressing issues on the Conference agenda. On the contrary, all existing contradictions were only exacerbated.

➡️ While one group of states shows an absolute lack of interest in resuming the substantive work of the forum, there are many other delegations that are interested in such work and are ready to work conscientiously to break the years-long deadlock and facilitate the fulfillment of the Conference's negotiating mandate.

➡️ We consider it absolutely counterproductive to adopt a decision on the re-establishment of subsidiary bodies that would mirror last year's decision (CD/2443).

➡️ If the CD Member States in 2025 had decided in advance that the third subsidiary body would continue considering elements of a legally binding instrument on the prevention of an arms race in outer space (PAROS) — which fully corresponds to the CD mandate — we would have avoided the unnecessary, irrelevant, and often politicized discussion in that SB regarding the relationship between "soft" and "hard" law and the promotion of the non-consensual concept of "responsible behavior" in outer space by several Member States.

➡️ We express regret and disappointment with the position of the Western Group States, as they simply blocked the discussion on this issue and essentially refused to consider the options proposed by us and the Presidency.

➡️ The re-establishment of subsidiary bodies is not an end in itself. Let us be honest: these structures provided no added value in 2025. On the contrary, the CD only moved further away from fulfilling its negotiating mandate. We are not among those who create the appearance of work or hide from the criticism of the international public behind a screen of non-transparent SBs while rejecting any constructive ideas aimed at correcting flawed rules of the game that have proven ineffective.

🗓 On February 4, 1945, the Yalta Conference of the Leaders of the anti-Hitler coalition — Joseph Stalin, Winston Churchill, and Franklin D. Roosevelt — officially commenced.

The #YaltaConference stands as one of the most significant summits of the 'Big Three' Leaders during #WW2. The landmark talks in Yalta came to symbolise the successful cooperation of Moscow, Washington, and London in their common fight against the terrible evil the mankind had ever faced — the Nazi ideology.

The historic agreements reached at the Forum defined the foundations of the post-war Yalta-Potsdam system of international relations, whose legal basis would be the #UNCharter.

💬 Russian Foreign Ministry Spokeswoman Maria Zakharova:
The participants in the Yalta Conference managed to overcome their differences, and, acting in the spirit of true solidarity, mutual respect and trust, abandoned their fleeting interests for the sake of defeating the common enemy and achieving a common victory, peace and freedom for all countries and peoples.

🌟 By early 1945, the Red Army had fully liberated the Soviet Union from the Nazi invaders and was mounting a decisive offensive: by January, the Nazi troops had been expelled from Warsaw, Krakow, Lodz, and most of Poland. The Soviet forces had secured strategically important bridgehead on the western bank of the Oder river and were preparing for the final battle of #WWII — the fight for the Reich’s capital — Berlin.

As the Red Army advanced rapidly from the Vistula-Oder direction, UK-American units were pushing towards the Rhine river. Despite fierce resistance from elite units of the Nazi war machine, Germany’s defeat was inevitable.

With the common Victory approaching, the discussing issues the post-war world order became a top priority for the Allied Powers. Thus, it was decided to convene a major conference, with the Soviet city of Yalta chosen as the venue (February 4-11, 1945).

A central focus of the #CrimeanConference was the post-war future of the defeated Germany. The Allies reaffirmed their commitment to the eradication of German militarism and Nazism and to ensuring that “Germany will never again be able to disturb the peace of the world.” It was also agreed that Germany would be obliged to pay reparations for the damage inflicted by its aggression.

During the Yalta negotiations, the 'Big Three' Leaders reached a compromise on the issue of Poland’s borders. The Soviet delegation firmly advocated for Poland’s fundamental interests, upholding its right to independence and sovereignty.

Churchill later described the Soviet Union’s historic role in liberating Poland from Nazism in his memoirs:

The Conference produced several crucial documents, including the Declaration on Liberated Europe, which helped shape the international system for decades. The framework for the future #UnitedNations also took clearer form. Following Yalta, the Soviet Union secured agreement on the “principle of unanimity” among the five permanent UN Security Council members, embodied in the right of veto — #UNCharterIsOurRules.

The Yalta agreements strengthened the unity of the anti-Hitler coalition in the final stages of World War II and contributed to the ultimate common victory over Germany. In the post-war years, ensuring the implementation of the Yalta decisions became a key objective of Soviet diplomacy.

🇷🇺🇺🇳 «На полях» 158-й сессии Исполнительного комитета Всемирной организации здравоохранения (2–7 февраля 2026 г., Женева) состоялась встреча статс-секретаря — заместителя Министра здравоохранения Российской Федерации О.О.Салагая с Директором Европейского регионального бюро ВОЗ Хансом Клюге.

🔹 В ходе встречи были обсуждены актуальные вопросы взаимодействия Российской Федерации с Европейским региональным бюро ВОЗ, включая укрепление систем здравоохранения стран Центральной Азии, предложенный Х.Клюге подход к реформированию деятельности Бюро в условиях сокращения финансирования Организации, проблемы политизации сотрудничества в сфере здравоохранения на «площадке» ВОЗ, приоритеты работы Европейского регионального бюро на следующий бюджетный цикл и использование русского языка в публикациях ВОЗ.

🔹 Достигнуты договорённости о дальнейшем развитии конструктивного взаимодействия по ряду направлений, включая профилактику ВИЧ-инфекции, участие российских специалистов в программах повышения квалификации ВОЗ и реализацию совместных проектов в области здравоохранения.

Комментарий Постпреда России при Отделении ООН в Женеве Г.М.Гатилова в связи с вынесением обвинительного приговора в Латвии русскоязычному правозащитнику А.В.Гапоненко:

🔺Ситуация с правами человека в Прибалтике продолжает вызывать нашу серьёзную обеспокоенность. Усиливается давление на правозащитников, журналистов и активистов, которые говорят о дискриминации русскоязычного населения.

🔺В конце января Рижский районный суд приговорил к 10 годам лишения свободы видного русскоязычного учёного, публициста и правозащитника А.В.Гапоненко, честно говорящего об имеющихся у Латвии проблемах в области поощрения и защиты прав человека. Расцениваем этот вердикт в качестве акта мести А.В.Гапоненко за его принципиальную позицию. Цель подобной варварской расправы – продемонстрировать решительный настрой латвийских властей на борьбу с любой точкой зрения, которая идет вразрез с официальной линией Риги.

🔺Со своей стороны незамедлительно направил соответствующие письма в адрес Верховного комиссара ООН по правам человека Ф.Тюрка и возглавляемого им Управления (УВКПЧ), а также в ряд профильных спецпроцедур, в которых акцентировал, что этот политически мотивированный приговор является еще одним вопиющим свидетельством дискриминационной политики латвийских властей в отношении русского и русскоязычного населения, которая проводится на государственном уровне в Латвии на протяжении многих лет.

🔺Призвал ооновских правозащитников дать справедливую и беспристрастную оценку репрессиям латвийских властей против А.В.Гапоненко. Российская сторона продолжит публично привлекать внимание к теме с ситуацией с правами человека в Прибалтике и добиваться освобождения политических заключённых, томящихся в тюрьмах Латвии, Литвы и Эстонии.

Russian Permanent Representative to the UN Office in Geneva, Ambassador Gennady Gatilov’s comment on the conviction of Russian-speaking human rights activist Alexander Gaponenko in Latvia:

📍February 4, 2026, Geneva

🔺The human rights situation in the Baltic States remains a burning concern to us. Pressure is increasing on human rights defenders, journalists and activists who speak out about discrimination against Russian-speaking people.

🔺At the end of January, the Riga District Court sentenced prominent Russian-speaking scholar, publicist, and human rights activist Alexander Gaponenko to 10 years in prison for speaking frankly about Latvia's existing problems in the field of promotion and protection of human rights. We regard this verdict as an act of revenge against Alexander Gaponenko for his principled stance. The purpose of such a barbaric reprisal is to demonstrate the Latvian authorities' determination to suppress any viewpoint that contradicts Riga’s official line.

🔺For my part, I immediately sent official letters to the UN High Commissioner for Human Rights Mr. Volker Türk and his Office (OHCHR), as well as to several relevant special procedures, emphasizing that this politically motivated verdict represents yet another flagrant testimony to the Latvian authorities' discriminatory policy against Russian and Russian-speaking population that has been pursued at the state level in Latvia for years.

🔺I called on UN human rights defenders to give a fair and impartial assessment of the Latvian Government's reprisals against Alexander Gaponenko. The Russian side will continue to publicly draw attention to the human rights situation in the Baltic States as well as advocate for the release of political prisoners languishing in Latvian, Lithuanian, and Estonian prisons.

📄 On July 16, Russia and China will mark an important date: the 25th anniversary of the Treaty of Good-Neighbourliness and Friendly Cooperation between the Russian Federation and the People’s Republic of China. This foundational document for international relations, which remains fully relevant and in tune with the spirit of the times, has been automatically extended for a further five-year period.

During the conversation, President Xi Jinping invited Vladimir Putin to pay an official visit to China in the first half of this year. The invitation was accepted with gratitude, and the dates and details will be agreed separately.

The Chinese Leader also invited the President of Russia to take part in the Asia-Pacific Economic Cooperation (APEC) Leaders’ Meeting, to be held in November in the southern Chinese city of Shenzhen. Russia supports the work of China’s APEC chairmanship, and our President will, of course, be ready to attend the meeting in Shenzhen. <...>

📈 The Leaders paid considerable attention to trade and economic cooperation. It was also mentioned that despite a minor decline due to a number of objective and subjective factors, bilateral trade has been considerably above $200 billion for three years in a row. It is common knowledge that China remains our leading foreign trade partner. <...>

Regarding foreign policy issues, the President of Russia and the President of China emphasised the importance of Russian-Chinese cooperation at multilateral platforms, such as the #UN, the #SCO, #BRICS, #APEC and #G20.

The Sides reaffirmed the common course for creating a just multilateral world order based on international law.

Overall, Moscow and Beijing have been working in coordination with each other on the international stage. It was pointed out that the sides’ positions on the overwhelming majority of international issues are similar or fully coincide. Of course, Vladimir Putin and Xi Jinping also exchanged views on their countries’ relations with the US. Their approaches almost fully coincide, which is evident from their attitude to the US President’s initiative for creating the Board of Peace.

Regarding the contacts our countries had with the Donald Trump administration — the Leaders believe that there is a window of opportunity in this regard. In particular, the President of China voiced his support for the ongoing talks in Abu Dhabi within the trilateral working group on security matters. <...>

☝️Cooperation between Moscow and Beijing operates as a powerful, constructive and stabilising factor in the world, while the Russia-China nexus effectively enhances global security, and benefits the Global Majority, as well as the people of both Russia and China.

⚡️ Statement of the Ministry of Foreign Affairs of Russia Concerning the Expiration of the Russia-US New START Treaty (February 4, 2026)

On February 5, 2026, the life cycle of the Russian-US Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (#NewSTART) comes to an end; it was signed by the Parties on April 8, 2010, entered into force on February 5, 2011, and was extended for a five-year period in February 2021 on the basis of a relevant one-time option provided for in this agreement.

In February 2023, the Russian Federation suspended the New START Treaty against the backdrop of the unsatisfactory state of affairs with the implementation of certain aspects of the Treaty, as well as due to the absolutely unacceptable steps by the United States running counter to the fundamental principles and understandings of the agreement enshrined in its preamble.

It was a compelled measure and an inevitable response of the Russian Side to the extremely hostile policy of the Biden administration which resulted in the fundamental change in the security situation, as well as to a number of illegitimate steps taken by Washington in the context of specific provisions of the New START Treaty, which together constituted a material breach incompatible with the Treaty being further implemented in a full-fledged manner.

Among the key negative factors, it is worth to highlight the destabilizing actions of the United States in the field of missile defense, contrary to the inseparable interrelationship between strategic offensive and strategic defensive arms enshrined in the New START Treaty. <...>

Despite some obvious problematic moments, basically the New START Treaty used to fulfill its key functions. The conclusion of the Treaty and the years of its initially successful implementation helped to discourage the strategic arms race, allowing for significant reductions in the parties' arsenals. At the same time, due to the restrictions applied in this area a sufficient level of predictability was ensured on a long-term basis. <...>

In parallel to suspending this agreement, the Russian Federation announced the intention to voluntarily maintain its commitment to the central quantitative limits on weapons regulated by the New START until the end of the Treaty's life cycle in February 2026. At that time, the United States followed suit, announcing its readiness to act in a similar manner.

Striving to extend the positive effect of such reciprocal measures in terms of maintaining balance and certainty in the field of strategic offensive arms during the current turbulent period, our country took an additional constructive step. On September 22, 2025, the President of the Russian Federation Vladimir Putin publicly proposed that the Parties to the New START Treaty commit to voluntary self-limitations to keep the quantitative ceilings on the relevant weapons specified in the Treaty for at least one year after the termination of the agreement.

However, no formal official response from the United States with regard to the Russian initiative has been received through bilateral channels. <...> It means that our ideas have been deliberately left unanswered. <...>

In the current circumstances, we assume that the Parties to the New START are no longer bound by any obligations or symmetrical declarations in the context of the Treaty, including its core provisions, and are in principle free to choose their next steps. <...>

🇷🇺 The Russian Federation remains ready to take decisive military-technical measures to counter potential additional threats to the national security. At the same time, our country remains open to seeking politico-diplomatic ways to comprehensively stabilize the strategic situation on the basis of equal and mutually beneficial dialogue solutions, if the appropriate conditions for such cooperation are shaped.

Вопрос: Состоялись ли или планируются контакты с американской делегацией на полях Конференции по разоружению? Если да, то входит ли вопрос ДСНВ в число приоритетных мер для обсуждения? Какие сигналы поступают от американской стороны?

💬 Ответ: В ходе сессии Конференции по разоружению (КР) контакты с делегацией США имеют место, хотя носят спорадический и исключительно рабочий характер. В основном это краткие обмены мнениями «на ногах» до или после заседаний КР.

🔹Что касается ДСНВ, эта тема не является предметом обсуждений с американцами на Конференции. В любом случае, даже если бы сейчас речь шла о каких-либо консультациях о судьбе ДСНВ, то они бы не были привязаны к площадке КР, поскольку это двусторонний, а не многосторонний Договор.

🔹Сигналов от «местных» американцев по ДСНВ мы не получали. В ходе выступления на первом пленарном заседании КР 2026 г. США лишь вскользь упомянули сам факт скорого истечения срока действия данного инструмента. Официальной реакции на предложение Президента Российской Федерации В.В.Путина о соблюдении количественных потолков по ДСНВ после 5 февраля 2026 г. до сих пор не поступало. Все, что мы имеем, – публичные комментарии Президента США Д.Трампа относительно судьбы Договора: «Истечет, так истечет. Мы просто заключим соглашение получше».

Вопрос: Одной из ключевых тем на Конференции по разоружению остается предотвращение гонки вооружений в космосе. Есть ли прогресс в разработке юридически обязывающего документа в этой сфере? Несет ли американский проект «Золотой купол» риски для стратегической стабильности в долгосрочной перспективе?

💬 Ответ: Проблематика предотвращения гонки вооружений в космосе (ПГВК), действительно, становится все более актуальной. В последние годы многие государства Запада, следуя примеру США, не только приняли нормативные документы, где космос определен как «еще одна операционная среда» для ведения боевых действий, но и осуществляют практические шаги для реализации такой установки. Неудивительно, что эти же страны на протяжении десятилетия блокируют начало на КР переговоров по юридически обязывающему инструменту по ПГВК, который запрещал бы вывод оружия в космос, а также применение силы с помощью космических объектов или против них.

🔹Что касается проекта «Золотой купол для Америки», то он, разумеется, лишь усугубляет ситуацию. Действия Вашингтона подвергают серьезным рискам долгосрочную устойчивость мирной космической деятельности, чреваты резкой дестабилизацией обстановки и гонкой вооружений в космическом пространстве. По сути, они подрывают принципы, заложенные в Договоре по космосу 1967 г., согласно которому исследование и использование космического пространства осуществляется исключительно в мирных целях.

🔹Более того, упомянутый проект, действительно, способен иметь самые серьезные негативные последствия для стратстабильности на перспективу. Он не только включает в себя вывод средств перехвата в космос, но и предусматривает, что действия США в сфере ПРО направлены, прежде всего, против стратегических ракет «равных и сопоставимых противников». Таким образом Вашингтоном было официально признано то, что в предыдущие десятилетия им отрицалось. А именно: конечная цель США – ослабить и по возможности нейтрализовать потенциалы стратегического сдерживания других ядерных держав, воспринимаемых в качестве противников (читай: России и Китая).

🔹Мы, в свою очередь, вынуждены принимать меры по восстановлению стратегического баланса, включая перевод в завершающую стадию разработки гарантирующих надежность сдерживания систем, таких как «Буревестник». Защищает свои коренные интересы также Китай. Как следствие, одним из последствий реализации проекта «Золотой купол» может стать гонка ядерных и обычных вооружений, дальнейший рост конфликтного потенциала, увеличение риска просчетов и недопониманий, усугубление противоречий и затруднение международного диалога по любым аспектам разоруженческой проблематики.
