⚡️ Russian Foreign Ministry statement on retaliatory personal sanctions against representatives of the UK political establishment and expert community (26 September 2025)
Read in full
💬 London is clinging to the belief that it can inflict a strategic damage on Russia with the help of the Kiev regime it controls.
Hoping to extend the life span of the Ukraine project, which is suffering one defeat after another, they have resorted to the tried and tested mind control methods in the past few days, namely launched another round of anti-Russia spy paranoia, spreading myths of the alleged military threat to Europe, and ostentatiously announced the adoption of new economic sanctions, regardless of the fact that these sanctions will hit the British economy the hardest.
👉 London continues to finance cynical anti-Russia campaigns even though this is accelerating the decline of its socioeconomic and, consequently, internal political situation. The British government’s efforts to honour its basic social commitments look more and more like trying to rob the Peter to pay Paul – both when it comes to curbing illegal migration and street crime, or encouraging economic growth.
In response to London’s continued confrontational course, a decision has been made to add a number of British representatives from the UK political establishment and expert community to Russia’s “stop list.”
This list includes individuals advocating for illegal unilateral sanctions and engaged in London’s subversive activities towards Russia, including the fabrication of anti-Russia materials and the spreading of disinformation about our country.
❌ The following is a list of British nationals, as well as third-country nationals collaborating with destructive British analytical and consulting agencies, who are now barred from entering the Russian Federation:
1. James Byrne, Co-founder and CEO, British research institute Open Source Centre;
2. Anna Deibel-Jung, Deputy Director, Office of Trade Sanctions Implementation (OTSI) within the Department for Business and Trade;
3. David Michael Doogan, Member of the House of Commons from the Scottish National Party.
4. Max Petrokofsky, Head, Sectoral Sanctions (Trade), the Foreign, Commonwealth & Development Office;
5. Kinga Redlowska, Head, Centre for Finance and Security (CFS Europe); member of the Maritime Sanctions Taskforce, Royal United Services Institute;
6. Emma Elizabeth Reynolds, Secretary of State for Environment, Food and Rural Affairs, member of the House of Commons from the Labour Party;
7. Gonsalo Saiz Erasquin, Research Fellow, Centre for Finance and Security; member of the Maritime Sanctions Taskforce, Royal United Services Institute.
We would like to point out again that Britain’s efforts to discredit and isolate Russia, including in the context of the special military operation, will inevitably meet with a firm and strong response.
The Russian “stop list” will be subject to further expansion owing to Britain’s persistent destructive policy aimed at escalating tensions in Europe and the rest of the world.

❌ For a long time, the West has been considering various ways to steal Russian state reserves in order to finance the war in Ukraine against Russia. Initially, these reserves were illegally frozen. This was followed by the manipulation of revenues from sovereign assets.
Despite warnings from experts against the unlawful expropriation of the Russian funds in any form, several European leaders, supported by London, have recently attempted to replace these assets with dubious "zero-yield bonds" (IOUs).
We emphasise that it is absolutely impossible to provide any pseudo-legal basis for such actions. No transactions involving Russian assets can be carried out without the owner's consent.
Proposals to use the funds for the military needs of the criminal Kiev regime, while lining the pockets of military industrialists, only contribute to prolonging the bloodshed. Such approach is not only cynical – it constitutes direct evidence of complicity in the crimes committed by Ukrainian militants.
☝️ We are closely monitoring the development of these illicit plans. In full accordance with the principle of reciprocity in international relations, Russia reserves the right to take retaliatory measures.

📺 Remarks by Russia's Foreign Minister Sergey Lavrov at the General Debate of 80th Session of the UN General Assembly.
Key points (Unofficial translation):
• 80 years ago the most terrible war in human history came to an end. More than 70 million people fell victim to hostilities, hunger and disease. In 1945 the course of world history changed forever. We hold sacred the memory of brotherhood-in-arms with all Allies who then stood on the side of truth in the struggle against the forces of evil.
• #UNCharterIsOurRules The principles and the Charter agreed upon by the founding fathers of our Organization still serve as a bright beacon for international cooperation.
• We advocate for the unconditional observance of the principle of equality. In it lies the guarantee that all countries can take their rightful place in world affairs, regardless of their military power, population size, territory or economy.
• Russia strongly condemned the Hamas militants’ attack on peaceful Israelis on October 7, 2023. However, there is no justification for the brutal killing of Palestinian civilians, just as there is no justification for terrorism.
• The Arabic language is not banned in Israel, nor is Hebrew in Arab countries or Iran – but the Russian language is banned in Ukraine. Let me recall that Article 1 of the Charter speaks of the need to respect human rights and fundamental freedoms for all, without distinction of race, sex, language or religion. Europe remains silent, obsessed with the utopian goal of inflicting a strategic defeat on Russia.
• The rights of Russians and Russian-speaking people in the territories still under the control of the Kiev regime must be fully restored. On this basis we are ready to discuss the security guarantees for Ukraine.
• Russia and the US bear a special responsibility for world affairs, for avoiding risks that could plunge humanity into a new war.
• The Shanghai Cooperation Organization (#SCO) and #BRICS play a special role as mechanisms for coordination of countries of the Global South and East.
• NATO is already cramped in Europe, and it is expanding into the Pacific Ocean, the South China Sea, the Taiwan Strait, undermining the universal ASEAN mechanisms and creating threats not only to China and Russia but also to other countries in the region.
• Speaking of the future, we must not forget the lessons of the past – especially when Nazism is once again raising its head in Europe, militarization is gaining momentum under the same anti-Russian slogans. This causes particular concern given that a number of political figures, now in power in Brussels and certain EU and NATO capitals, seriously discuss World War III as a possible scenario.
• We call on member states and the Secretariat’s leadership to scrupulously follow all the Charter’s principles – without exception and without double standards. Then the legacy of the UN’s founding fathers will not be wasted.

❌The Sunday Times has published a piece on Bucha, using Ukrainian fabricated narratives on alleged war crimes.
❗️In spring 2022, the Bucha falsification was used to disrupt talks between Russia and Ukraine in Istanbul. For those readers who value logic and facts over emotions, we suggest reflecting on the following.
During the stay of Russian servicemen in Bucha there were no complaints about them doing anything wrong. It was publicly confirmed by the Mayor of the town, Anatoly Fedoruk, the day after our military units had left. Only two days after their withdrawal, western reporters “accidentally” had the “luck” to film bodies, neatly positioned along the main street of Bucha, and broadcast that footage to the world. It appeared that no one had noticed them for two days, and then, suddenly, everyone’s vision cleared. This is simply impossible.
According to initial outcomes of the forensic examination of the bodies found in Bucha, which were published by the Guardian on 24 April 2022, the majority of civilians had died as a result of artillery shelling from fragments of 122 mm anti-personnel projectiles of Ukrainian D 30 howitzers. This conclusion confirms the fact that the victims died not from the firearms, allegedly at the hands of Russian servicemen, but rather from the strikes of the Ukrainian army that had been keeping under fire of its heavy artillery, tanks and multiple-launch rocket systems the southern outskirts of Bucha, including residential areas, round the clock.
Two weeks after the withdrawal of Russian troops from Bucha, 18 forensic medical experts from the French Gendarmerie Forensic Institute arrived there. The French have been reticent about the details of their experts' activities and no report from the French investigators and gendarmes on the outcomes of the "investigation" has ever been published. According to French political analyst Jacques Hogard, the reason is that some of the elements of the report laid the blame on the Ukrainians and in this way, the French criminologists encouraged the falsification of the Bucha events.
There is a remarkable story of a French paramedic, Adrien Bocquet, who arrived in Bucha as a volunteer on 4 April 2022 and witnessed trucks unloading corpses. On his return to France, Adrien Bocquet recounted everything he had seen to French mass media and at the beginning what he said was not disputed. But when the images of so-called "atrocities," "massacres" and "mass murders" spread all over the world, he was accused of lying and faced death threats. Adrien Bocquet shared all this as well as information on the war crimes committed by the armed forces of Ukraine which he had witnessed, at the UN Security Council members' informal Arria-formula meeting dedicated to the Bucha events on 2 April 2025.
The United Kingdom, as President of the United Nations Security Council in April 2022, refused to convene an extraordinary meeting on the Bucha situation, thus assisting the Ukrainian side in concealing the truth about what had happened in Bucha back then.
☝️Persistent promotion of the Bucha “case” by London clearly points at the originators of this staged provocation. It would probably be too much to expect the British media to focus efforts on investigating the Bucha victims’ identities. None of them had even launched a journalistic investigation, even though such inquiries are standard practice for far less high-profile incidents.

🎙 Excerpt from President Vladimir Putin's address on the Day of Reunification of the Donetsk People's Republic, Lugansk People's Republic and the Zaporozhye and Kherson regions with Russia (30 September 2025)
💬 I extend my heartfelt congratulations on this holiday – the Day of Reunification of the Donetsk and Lugansk people's republics, and the Zaporozhye and Kherson regions with our large, united country.
Three years ago, in referendums held in Donbass and Novorossiya, millions of our compatriots freely and independently chose their future. They fulfilled a dream cherished for many years and made a momentous, historic decision: to be with their Fatherland, with Russia, to return to their native family of which they had always been a part.
Together, we did what had to be done, and we are proud of it. We supported our brothers and sisters in their resolute and responsible choice.
Today, in defence of that choice, our soldiers and commanders go into battle, while the entire country works and fights for a just cause. Together we defend our love for the Motherland and the unity of our shared history.
We fight and prevail, safeguarding our vital national interests, our common memory and values, the Russian language, traditions, culture and faith, as well as our sacred right to honour the feats of our forefathers, generations of true patriots of Russia, both warriors and workers.
Together, shoulder to shoulder, we will continue to build our common home – a great and independent nation, a sovereign state. We will overcome every trial and emerge even stronger.

▪️ 87 years ago — on September 30, 1938 — the leaders of Nazi Germany, Italy, UK, and France met in Munich to sign a shameful agreement on the transfer of Czechoslovakia's Sudetenland region to the Third Reich.
Czechoslovakia, which was used as a bargaining chip by Britain and France to appease the Nazis, was barred from participation in that meeting.
After Czechoslovakia's fate had been decided behind the closed doors, it was presented as a fait accompli to Prague that its sovereign territory had to be ceded to Nazi Germany.
As a result of that treacherous conspiracy between the Western powers and the Nazis, Czechoslovakia lost to Germany roughly 20% of its territory — a military and industrially important region that was home to about 25% of the country’s population. By October 10, 1938, the German troops occupied the Sudetenland.
❗️ That disgraceful pact with Hitler marked the failure of the Western 'policy of appeasement' and went down to history as the #MunichConspiracy.
***
In mid-September 1938, on the eve of the Munich Conference, Britain and France, having agreed to make concessions to Hitler and grant him carte blanche to seize part of Czechoslovakia’s territory, presented an ultimatum to Prague demanding that the country must surrender the Sudetenland to Germany.
That démarche by the UK and France, intended to satisfy Hitler's ambitions, was unprecedented in international relations — it was attempted, with no justification, to force an independent, sovereign state to cede part of its national territory. Moreover, France — Czechoslovakia’s ally and guarantor of its security — betrayed Prague, abandoning it to be devoured by the Nazis.
☝️ The only European power that was willing to support Czechoslovakia was the Soviet Union. Responding to Czechoslovak President Beneš’s request for help, the Soviet leadership reaffirmed that Moscow would honour its allied commitments. By late September 1938, the Red Army had concentrated 40 divisions and 20 brigades on the USSR’s western borders and placed them on combat readiness, some 330'000 reservists had been called up.
Yet Poland, aligning with the Nazis, did everything possible to derail those efforts by the USSR. Warsaw refused to grant the Red Army passage through Polish territory to reach the Czechoslovak border and even prohibited transit for Soviet aircraft.
In return for supporting the Reich, Poland had hoped to receive from Hitler a share of Czechoslovakia's lands. Immediately after the Munich Conference, Polish troops occupied the Těšín District, thus becoming an active accomplice in the crime against its neighbour.
***
The Munich Conspiracy radically changed the international landscape and had far-reaching implications. The Western powers — the supposed guarantors of the Versailles system — proved incapable of deterring the aggressor or preventing its criminal designs. The West-pursued 'appeasement policy' completely failed.
Within six months that followed after the Munich Conspiracy, Germany seized all of Czechoslovakia. In spring 1939, Lithuania's Klaipeda Region with the port of Memel was taken by the Nazis, while Italy occupied Albania. In that situation, the Nazi military command developed plan 'Weiss' — the invasion of Poland, whose leaders' political short-sightedness and miscalculations soon turned it into the Hitler's next victim.
👉 Thus, a war in Europe became inevitable.
The criminal deal between Britain, France, and Nazi Germany, in fact, destroyed any remaining prospects of an anti-Nazi collective security system in Europe that might have repelled the aggressor and prevented the coming catastrophe.
The crisis of 1938 was not merely a prelude to the bloodiest conflict in human history. It laid bare the dangers of closed-doors intrigues in world politics and eventually triggered World War II.

🇷🇺 ICYMI: The Russian Geographical Society has announced the winners of its Most Beautiful Country photo contest — now in its 11th year.
Nearly 50,000 submissions poured in from some 8,000 photographers, capturing Russia from the icy rim of the Pacific to the timeless domes of St Petersburg. Mist-veiled coastlines, snow leopards on mountain ridges and villages seemingly untouched by time — each frame is a reminder of how vast and endlessly fascinating this land is.
From acclaimed professionals to keen amateurs, all participants share one common rule: every shot must be taken in Russia. This year's winning works — from Simushir Island's fogbound shore to a full moon rising over the Neva River — reveal more than beauty alone. Together, they create a living portrait of a nation through its people, wildlife and landscapes.

🎙 Excerpt from President Vladimir Putin's remarks at the plenary session of the 22nd annual meeting of the Valdai International Discussion Club (2 October 2025)
💬 Take note of how Europe is sliding to the periphery of global competition. We know perfectly well how groundless are the threats about Russia’s so-called aggressive plans with which Europe frightens itself. I have just mentioned this. But self-suggestion is a dangerous thing. And we simply cannot ignore what is happening; we have no right to do so, for the sake of our own security, to reiterate, for the sake of our defence and safety.
That is why we are closely monitoring the growing militarisation of Europe. Is it just rhetoric, or is it time for us to respond? We hear, and you are aware of this as well, that the Federal Republic of Germany is saying its army must once again become the strongest in Europe. Well, alright, we are listening carefully and following everything to see what exactly is meant by that.
I believe no one has any doubt that Russia’s response will not be long in coming. To put it mildly, the reply to these threats will be highly convincing. And it will indeed be a reply – we ourselves have never initiated military confrontation. It is senseless, unnecessary, and simply absurd; it distracts from real problems and challenges. Sooner or later, societies will inevitably hold their leaders and elites to account for ignoring their hopes, aspirations, and needs.
However, if anyone still feels tempted to challenge us militarily – as we say in Russia, freedom is for the free – let them try. Russia has proven time and again: when threats arise to our security, to the peace and tranquillity of our citizens, to our sovereignty and the very foundations of our statehood, we respond swiftly.
❗️There is no need for provocation. There has not been a single instance where this ultimately ended well for the provocateur. And no exceptions should be expected in the future – there will be none.

🎙 President Vladimir Putin's remarks at the Plenary Session of the 22nd annual meeting of the Valdai International Discussion Club (Sochi, October 2, 2025):
💬 President Putin: This year’s Valdai Club report is devoted to a multipolar, polycentric world. The topic has long been on the agenda, but now it requires special attention. <...>
Let me try to explain what makes the present situation unique.
First, today’s world offers a much more open – indeed, one might say creative – space for foreign policy.
Second, multipolar space is highly dynamic. As I have said, change occurs rapidly, sometimes suddenly, almost overnight.
Third, and of particular importance, is the fact that this new space is more democratic. It opens opportunities and pathways for a wide range of political and economic players.
Next. The cultural, historical, and civilisational specificities of different countries now play a greater role than ever before. It is necessary to seek points of contact and convergence of interests.
The fifth point: any decisions are only possible through agreements that satisfy all interested parties or the overwhelming majority.
Finally, the opportunities and dangers of a multipolar world are inseparable from one another. Naturally, the weakening of the dictate that characterised the previous period and the expansion of freedom for all is undeniably a positive development. At the same time, under such conditions, it is much more difficult to find and establish this very solid balance, which in itself is an obvious and extreme risk.
International relations are undergoing a radical transformation. Paradoxically, multipolarity has become a direct consequence of attempts to establish and preserve global hegemony, a response by the international system and history itself to the obsessive desire to arrange everyone into a single hierarchy, with Western countries at the top. <...>
❗️ Western countries succumbed to the temptation of absolute power.
<...>
Some, in their arrogance, saw themselves entitled to lecture the rest of the world.
Others were content to play along with the powerful as obedient bargaining chips, eager to avoid unnecessary trouble in exchange for a modest but guaranteed bonus. There are still many such politicians in the old part of the world, in Europe.
Those who dared object and tried to defend their own interests, rights, and views, were at best dismissed as eccentrics and told, in effect: “You will not succeed, so give up and accept that compared to our power, you are nonentity.”
As for the truly stubborn, they were “educated” by the self-proclaimed global leaders, who no longer even bothered to hide their intent. The message was clear: resistance was pointless.
☝️ But this did not bring anything good.
Not a single global problem was resolved.
<...>
The subordination of the majority to the minority inherent in international relations during the period of Western domination, is giving way to a multilateral and more cooperative approach. <...> the fundamentally new global atmosphere, increasingly shaped by the countries of the global majority, gives reason to hope that all actors will, in one way or another, have to take each other’s interests into account when addressing regional and global challenges.. <...>
The global balance cannot be built without Russia. Those who tried to destroy all of this have begun to realise it.
<...>
If anyone still feels tempted to challenge us militarily – let them try. Russia has proven time and again: when threats arise to our security, to the peace and tranquillity of our citizens, to our sovereignty and the very foundations of our statehood, we respond swiftly.
🇷🇺 Through all its trials, Russia has proved one thing: it was, is, and always will be. <...>
In today’s multipolar world, that very harmony and balance can only be achieved through a joint, common effort. And I want to assure you today that Russia is ready for this work.

📺 Watch Ambassador Andrei Kelin's interview with RT presenter Charlotte Dubenskij (9 October 2025)
Key talking points:
• UK officials speak of the immediate and unconditional ceasefire [in Ukraine] without thinking about […] the real long-term settlement of the conflict that would eliminate [the root causes] of the Ukraine crisis.
• In London, they still consider the option of bringing Ukraine into NATO and deploying a NATO contingent on its territory. This demonstrates that the so-called “coalition of the willing” is primarily aimed at preserving Ukraine’s anti-Russian potential.
• Western countries that speak about the “price Russia must pay” should understand that they will also receive their own bill. The longer they finance and [support] the Kiev regime, the higher that price will be.
• The British establishment and its aligned media are spreading fake news about supposed Russian threats and are creating a toxic atmosphere around those who are willing to maintain contact with Russia.
