🎙 Statement by Russia's Permanent Representative to the UN Vassily Nebenzia at a UNSC Briefing on Ukraine (New York, 18 November 2024)
Key talking points:
🔹 It is symbolic that it is our British colleagues, who are presiding over the Security Council this month, who pushed through today's meeting, timing it to coincide with the 1,000 days since the Ukrainian crisis reached the hot phase. Once again, we have had a wonderful opportunity to see that for you and your colleagues, Mr Foreign Secretary, this briefing is nothing but a flashy media event to vilify Russia and pin on it some hackneyed labels that predictably abounded in the statements by the Western members of the Council.
🔹 While preparing for today's meeting, Mr Lammy missed another media occasion that has much more importance in the context of the Ukrainian crisis than the date you chose. Last Friday, November 15, marked exactly 950 days since the visit of former UK Prime Minister Boris Johnson to Kiev. That day he dissuaded the head of the Kiev regime from signing the peace agreement with Russia that had already been initialed in Istanbul, which would have stopped hostilities.
🔹 It appears that the UK has pushed the Kiev regime closer to its inevitable defeat, compelling it to opt for continued confrontation with Russia. I think Ukrainians will long remember the fact that it is due to these actions that their country has suffered economic disaster, has lost most of its army, military equipment and at least four regions, besides Crimea.
🔹 As a matter of transparency, the initiators of today's meeting should have shared with us the information regarding what fabulous profits the UK received during almost three years of military support for Ukraine, how your arms companies have enriched themselves on the blood and tragedy of ordinary Ukrainians, and how your defence ministry has safely disposed of old military equipment that in any case would have had to be disposed of.
🔹 Those who are familiar with the history of the United Kingdom are not a bit surprised at UK's long-standing intervention in Ukraine. Pitting neighbors against each other, sowing discord between nations and peoples, and then supporting one of the sides of artificially created conflicts is something the UK has relished to do for centuries, and is really good at.
🔹 We understand that even in the 21st century it is extremely difficult for the UK to leave Ukraine and Russia to themselves – it is the blood of those colonizers who rampaged in Asia, Africa and Europe for centuries that sets the tone for UK's actions. We all know that for 250 years, the British Empire brutally and cynically suppressed the resistance of its colonies, resorted to forced assimilation and racial discrimination, forgetting about basic human values and the rights of the peoples under its control.
🔹 Suffering from phantom pains, longing for the empire over which "the sun never sets" and feeling nostalgic for the lost dominance, Britain along with its like-minded associates resorts to blackmailing and sanctions, and overthrows unwanted regimes through "color revolutions".
🔹 The UK has no moral right to accuse and reproach Russia. We have set the goal of getting rid of the nationalist and neo-Nazi "hornet's nest" on our borders. As long as the threats emanating from it, including the absorption of Ukraine by NATO, are not eliminated, as long as discrimination against the Russian-speaking people on the grounds of the language, faith and history is not stopped, as long as Ukraine does not stop whitewashing and glorifying Hitler's accomplices, our special military operation will continue.
🔹 Perhaps Joe Biden himself, for many reasons, has nothing left to lose, but what astonishes us is the short-sightedness of the UK and French leaders, who are rushing to play along with the outgoing administration and are dragging not only their own countries, but all of Europe into a full-scale escalation with drastic consequences.

✍️ Russia's President Vladimir Putin approved the new Basic Principles of State Policy of the Russian Federation on Nuclear Deterrence, signing the attendant Executive Order on November 19, 2024.
Key items:
• State policy on Nuclear Deterrence is defensive by nature, it is aimed at maintaining the nuclear forces potential at the level sufficient for nuclear deterrence, and guarantees protection of national sovereignty and territorial integrity of the State, and deterrence of a potential adversary from aggression against the Russian Federation and/or its allies.
• The Russian Federation considers nuclear weapons as a means of deterrence, their use being an extreme and compelled measure, and takes all necessary efforts to reduce nuclear threat and prevent aggravation of interstate relations, that could trigger military conflicts, including nuclear ones.
• The Russian Federation ensures nuclear deterrence toward a potential adversary, which is understood to mean any individual states or military coalitions (blocs, alliances) which see the Russian Federation as a potential adversary and possess nuclear arms and/or other weapons of mass destruction or conventional forces with a significant combat capability.
• Nuclear deterrence is also ensured toward any states which provide the territory, airspace, and/or maritime space under their control as well as resources for preparing and conducting an aggression against the Russian Federation.
• An aggression of any single state from a military coalition (bloc, alliance) against the Russian Federation and/or its allies will be regarded as an aggression of the coalition (bloc, alliance) as a whole.
• An aggression against the Russian Federation and/or its allies of any non-nuclear state with the participation or support of a nuclear state will be regarded as their joint attack.
• The decision to use nuclear weapons is taken by the President of the Russian Federation.

💬 Russian MFA Spox Maria Zakharova: Considering the Kiev regime’s defeats, its Western curators are betting on the maximum escalation of the hybrid war unleashed against Russia, trying to achieve an illusory goal: to inflict a strategic defeat on Moscow.
However, no wonder weapon that Zelensky and his henchmen pray to get is capable to affect the course of the special military operation. <…>
Kiev’s use of long-range missiles to attack our territory would mean a direct involvement of the United States and its satellites in military operations against Russia, as well as a radical change in the essence and nature of the conflict.
☝️ Russia’s response would then be adequate and significant.

❌ Ukraine’s foreign partners keen on celebrating symbolic milestones have marked 1000 days since the crisis spiraled into its hot phase.
This, above all, exposes their persistent unwillingness to address the true origins and genesis of the conflict, which began much earlier – in 2014, following the coup d’etat in Kiev orchestrated with the backing of the US and NATO’s leading countries.
However, the British politicians have promptly seized upon this pretext to promote themselves on the backs of their Ukrainian protégés.
Once again lofty rhetoric and pledges in support of the Kiev regime have been unleashed with renewed vigour. New military aid packages have been announced. Fresh sanctions are being rolled out. All this has long been cynically turned into routine.
Decision-makers in London and other Western capitals do not seem to bother contemplating the ultimate goals of these mechanical exercises. These gestures will clearly not deter us in any way from accomplishing all objectives of the Special Military Operation.
❗️ The responsibility for the prolongation of this conflict, its death toll and widespread destruction rests entirely with Western partners of Ukraine – the UK in particular.
It is these countries that have nurtured the neo-Nazi regime in Kiev, complicit in waging war against its own people, and that have been arming it over many years while turning a blind eye to its atrocities. After the launch of the Special Military Operation they played a pivotal role in sabotaging Russia-Ukraine peace talks within the framework of the Istanbul Process in the spring of 2022.
Ever since they and their successors and followers have worked tirelessly to prevent the conflict from being resolved by ensuring the constant flow of ever more lethal weapons to the Kiev military. At the same time, the crimes of Zelensky and his entourage have been extensively whitewashed through dedicated diplomatic efforts and propaganda.
Today British hawks continue to pour fuel on the fire, clamoring for new vectors of escalation.
Judging by recent statements in international fora London clings to the fantasy of inflicting a "strategic defeat" on Russia. It is difficult to recognize what guides this approach: ideological fervour, lack of sound judgement, or gaps in historical literacy.
☝️ We call on the UK leadership to reflect on the consequences of their actions and to refrain from pushing the world closer to a dangerous threshold in pursuit of illusory geopolitical ambitions.

Embassy comment on UK targeting of Russian childcare professionals
🤦 Seeing a Special Military Operation (SMO) related red-letter day in their calendar, British authorities could not but show off, and did so with signature cynicism. This time the emotionally manipulative theme of children was dusted off.
The UK introduced illegitimate restrictive measures against the ministers of education of the Republic of Crimea and Zaporozhye Region, heads of the Oleshki Boarding School for Children with Disabilities, the Kherson Regional Children’s Home and youth charities involved in evacuating and hosting children from the SMO zone.
The pretentious rhetoric cannot conceal the fact that, with great fanfare, London has blacklisted the very same persons who have selflessly rescued children near the frontline, and have done so amidst barbaric strikes by Kiev military units using Western, including British weaponry. Restrictions have targeted people that are set on bringing children back into a safe and caring environment.
The only possible explanation for this reprehensible act is that the British establishment has entered a state of utter desperation, knowing full well that disaster looms for its Ukrainian pet project.
This vile act, though, will not break the spirit of the many teachers, carers and managers of children and youth organisations who are working hard to make our country a better place for the younger generation.
Tellingly, an increasing number of people are returning on their own initiative from Kiev-controlled territories to the regions reunited with Russia. In other words, to places where life is getting back to normal.
☝️ Even Ukrainian officials are publicly acknowledging this trend, and it delivers a crushing indictment on the warmongering policies of those in Britain who wish harm on our country.

🎙 Excerpt from Foreign Minister Sergey Lavrov's remarks and answers to media questions following the G20 Summit (Rio de Janeiro, 19 November 2024)
💬 The fact that ATACMS were repeatedly used to attack the Bryansk Region signals that they [Western countries] are looking for an escalation.
There’s no way the Ukrainians can use these high-tech missiles without the Americans. President Putin conveyed that on numerous occasions and let everyone know that our stance would change if the long-range capability (up to 300 kilometres), which they are now discussing, gets approved.
Essentially, this isn’t an “approval” for Ukraine to use long-range missiles, but their way to announce that they will from now on hit targets at a distance of up to 300 kilometres.
Basic Principles of State Policy of the Russian Federation on Nuclear Deterrence were published which confirm and enshrine everything in the form of a legislative act. President Putin made this public on September 12.
I hope they will read through this doctrine, but not the way they read the UN Charter, where they see only things that they want to see, but read it in its entirety and interconnectedness.
Our security is our key focus. We stated officially everything that those who are contemplating this course of action need to know. President Putin has made everything clear, and everything was codified in an official document. <...>
Any modification of ATACMS cannot be used without American experts and instructors, including satellite data, programming, and targeting. The President mentioned this several times: if long-range missiles are going to be applied from Ukraine into Russian territory, it will also mean that they are operated by American experts, military experts.
☝️ We will be taking this as a qualitatively new phase of the Western war against Russia, and we'll react accordingly.

🌍 On November 20, the we, the world and, in particular, the Global Majority, mark Africa Industrialisation Day.
In 1989, the UN General Assembly, which sees industrialisation as a way of eradicating poverty and improving African people’s well-being, instituted this memorable date.
Our country made a massive and selfless contribution to developing Africa’s industrial capacity.
The Soviet Union decisively influenced, promoted and assisted the decolonisation process on the continent and provided large-scale economic and technological assistance to African countries as they built multi-sectoral national economies.
🏭 Acting in accordance with bilateral agreements on economic and technological cooperation, the Soviet Union helped stand up 37 national African economies. Soviet specialists helped build about 600 enterprises on the continent, including the famous Aswan Hydropower Plant in Egypt, a bauxite mining facility in Guinea, an ore mining and processing works in the Republic of the Congo and the Capanda Hydropower Plant in Angola.
While providing assistance, the Soviet Union always prioritised the sovereignty of African countries over their natural resources and ending the discrimination they faced in the international division of labour. Former colonial empires dismantled raw materials processing enterprises on the way out, whereas the Soviet Union established new production facilities and trained specialists. About 480,000 Africans received such training during these years of cooperation.
🇷🇺 Today, Russia continues to provide all manner of assistance to support the independent development of many African countries and to share its unique expertise in the power industry, transportation, healthcare and other areas. The 2nd Russia-Africa Summit, held in July 2023 in St Petersburg, provided additional impetus for advancing our industrial cooperation with African countries.
In 1989, the UN General Assembly, which sees industrialisation as a way of eradicating poverty and improving African people’s well-being, instituted this memorable date.
Our country made a massive and selfless contribution to developing Africa’s industrial capacity.

⚡️ Statement by the President of the Russian Federation Vladimir Putin
❌ The escalation of the conflict in Ukraine, instigated by the West, continues with the United States and its NATO allies previously announcing that they authorise the use of their long-range high-precision weapons for strikes inside the Russian Federation.
Experts are well aware, and the Russian side has repeatedly highlighted it, that the use of such weapons is not possible without the direct involvement of military experts from the manufacturing nations. <...>
The use by the enemy of such weapons cannot affect the course of combat operations in the special military operation zone. Our forces are making successful advances along the entire line of contact, and all objectives we have set will be accomplished.
In response to the deployment of American and British long-range weapons, on November 21, the Russian Armed Forces delivered a combined strike on a facility within Ukraine’s defence industrial complex. In field conditions, we also carried out tests of one of Russia’s latest medium-range missile systems – in this case, carrying a non-nuclear hypersonic ballistic missile that our engineers named Oreshnik.
The tests were successful, achieving the intended objective of the launch. In the city of Dnepropetrovsk, Ukraine, one of the largest and most famous industrial complexes from the Soviet Union era, which continues to produce missiles and other armaments, was hit.
We are conducting combat tests of the Oreshnik missile system in response to NATO’s aggressive actions against Russia. Our decision on further deployment of intermediate-range and shorter-range missiles will depend on the actions of the United States and its satellites.
We will determine the targets during further tests of our advanced missile systems based on the threats to the security of the Russian Federation.
❗️ We consider ourselves entitled to use our weapons against military facilities of those countries that allow to use their weapons against our facilities, and in case of an escalation of aggressive actions, we will respond decisively and in mirror-like manner.
I recommend that the ruling elites of the countries that are hatching plans to use their military contingents against Russia seriously consider this.
It goes without saying that when choosing, if necessary and as a retaliatory measure, targets to be hit by systems such as Oreshnik on Ukrainian territory, we will in advance suggest that civilians and citizens of friendly countries residing in those areas leave danger zones. We will do so for humanitarian reasons, openly and publicly, without fear of counter-moves coming from the enemy, who will also be receiving this information. <...>
☝️ I would like to emphasise once again that it was not Russia, but the United States that destroyed the international security system and, by continuing to fight, cling to its hegemony, they are pushing the whole world into a global conflict.
We have always preferred and are ready now to resolve all disputes by peaceful means. But we are also ready for any turn of events.
If anyone still doubts this, make no mistake: there will always be a response.

🎙 Watch Russian Ambassador to the UK Andrei Kelin's interview with Sky News presenter Mark Austin (21 November 2024)
Key talking points:
• We have made multiple warnings that [the use of Western] missiles to strike inside Russia will be a serious escalation. And despite these warnings, the US administration supported by France and the UK has made a deliberate decision to carry out these strikes. This seriously escalates the situation and can lead to a collision between the nuclear powers.
• We have been assured many times by the British side that they would only use Storm Shadow cruise missiles on the territory of Ukraine. What has happened is a deliberate cheating. <...> The UK is now directly involved in this conflict because this firing [of the missiles] cannot happen without NATO and British staff.
• Our nuclear deterrence doctrine has been closely adapted to the realities of the current conflict. And I hope that it will be carefully studied by Western experts in order to understand the risks of escalation and do not underestimate them.
• We tried to resolve it [the Ukrainian crisis] through negotiations in April 2022. We were very close to that. But [UK former Prime Minister Boris] Johnson prevented that, unfortunately, and he is responsible for what is happening in Ukraine and for the losses that are happening. <...> He stopped the negotiations. He told Ukrainians to go and fight, which they didn't want to do.
• [New] territorial realities should be recognised [by Ukraine and the West]. What we also need is a nuclear-neutral Ukraine, the restoration of all minority rights and, of course, the lifting of sanctions. <...> We need a Ukraine that does not threaten us.

🗓 On November 21-22, Foreign Minister Sergey Lavrov visited Brest, the Republic of Belarus, to attend the annual joint meeting of Foreign Ministry Collegiums of Russia and Belarus and hold talks with Foreign Minister of the Republic of Belarus Maxim Ryzhenkov.
The talks covered current issues of bilateral cooperation and integration progress of the Union State as well as some topics on regional and international agendas. The Мinisters agreed to continue close foreign policy alignment at international venues.
The meeting of the Foreign Ministry Collegiums reviewed the progress of implementing the decisions of the previous meeting and summed up the interim results of the 2024-2026 bilateral programme of coordinated foreign policy actions. The participants discussed practical issues related to multilateral format cooperation with countries of the Global South and East with an emphasis on the #SCO and #BRICS.
❗️ A discussion was held on the sanctions policy and judicial and legal aggression of the “collective West” against Russia and Belarus, and specific measures were outlined to counter those illegitimate steps.
✍️ Following the meeting, the participants endorsed a resolution summing up the discussions and reached agreements, and approved a plan of consultations between the foreign ministries of Russia and Belarus for 2025. The Ministers also signed a joint statement on their shared vision of the Eurasian Charter of Diversity and Multipolarity in the 21st Century, as well as a bilateral declaration on enhancing the role of international law and on guiding principles for designating unilateral coercive measures as illegal and for using countermeasures to mitigate and compensate for the negative consequences of such measures.
During the visit, Sergey Lavrov met with Chair of the Brest Region Executive Committee Pyotr Parkhomchik and activists from among local universities’ students. The Minister also had a tour of the Brest Hero-Fortress memorial complex, where he laid flowers at the Eternal Flame to commemorate the fortress defenders.
🗓 The next joint meeting of the Foreign Ministry Collegiums of Russia and Belarus will be held in Russia in the fourth quarter of 2025.
