🇷🇺🇱🇰 On 6 February 2026, T.D.Vithana Arachchige received the exequatur of the Government of the Democratic Socialist Republic of Sri Lanka, officially confirming his recognition as Honorary Consul of the Russian Federation in the Southern Province of Sri Lanka. The issuance of the exequatur signifies the completion of all prescribed formalities and authorizes the full exercise of consular functions within the designated consular district.
💬 The exequatur was presented by R. Ambagolla, Chief of the Protocol Service of the Ministry of Foreign Affairs, Foreign Employment & Tourism of Sri Lanka. The official ceremony was also attended by A. Ivin, Head of the Consular Section of the Embassy of the Russian Federation in Sri Lanka.
Information regarding the opening of the Honorary Consulate office will be announced separately.

Т.Д.Витана Араччиге получил экзекватуру Правительства Демократической Социалистической Республики Шри-Ланка, официально подтверждающую его признание в качестве Почётного консула Российской Федерации в Южной провинции страны. Получение экзекватуры означает завершение всех установленных процедур и даёт право на полноценное исполнение консульских функций в пределах определённого консульского округа.
💬 Экзекватура была передана шефом Протокольной службы Министерства иностранных дел, трудоустройства зарубежом и туризма Шри-Ланки Р.Амбаголой. На официальном мероприятии также присутствовал заведующий консульским отделом Посольства Российской Федерации в Шри-Ланке А.Ивин.

▪️ On the first Saturday of February, Russia marks Diplomatic Courier Remembrance Day to pay tribute to diplomatic couriers who lost their lives in the line of duty.
This day of remembrance originates from events that took place in Latvia on February 5, 1926, when two diplomatic couriers from the USSR People’s Commissariat for Foreign Affairs, Theodor Nette and Johann Mahmastal, were travelling by train from Moscow to Riga. They were on a mission to deliver a diplomatic pouch when an armed gang attacked them.
Nette was killed after shooting the first assailant. Mahmastal, though gravely wounded, succeeded in defending the diplomatic pouch. He delivered the mail to Riga and, on the station platform, handed it over to a Soviet embassy employee whom he knew personally. Only then did he agree to be hospitalised.

On February 5, Russia's Foreign Ministry held commemorations to pay tribute to the 100th anniversary of the feat accomplished by diplomatic couriers Theodor Nette and Johann Mahmastal.
Former and current members of the Ministry’s Department of Diplomatic Courier Service assembled in the central lobby of the Foreign Ministry’s high-rise building on Smolenskaya Square, where State Secretary, Deputy Foreign Minister Yevgeny Ivanov addressed the gathering. In his remarks, he stressed the importance and the special role of the diplomatic courier service for the Foreign Ministry, and went on to praise the department’s staff for its professional accomplishments.
Accompanied by the sound of a ticking metronome, they laid flowers at the memorial plaques bearing the names of the Foreign Ministry employees who lost their lives in the line of duty, including Theodor Nette, who died a heroic death.
There was also a ceremony to inaugurate an exhibition on the tragic events of February 5, 1926, aboard the train from Moscow to Riga.

🎙 Foreign Minister Sergey Lavrov’s statement following talks with OSCE Chairperson-in-Office and Head of the Federal Department of Foreign Affairs of the Swiss Confederation Ignazio Cassis, and OSCE Secretary General Feridun Sinirlioglu (Moscow, February 6, 2026)
Key points:
• As you are aware, the Strategic Arms Reduction Treaty expired yesterday. A vacuum has emerged. Our position was articulated comprehensively in a special statement issued by our Ministry. We will proceed from the understanding that Russia is prepared for any eventuality. We favour dialogue and will await indications that the United States is similarly ready to engage.
• The reasons [of a major crisis in the OSCE] clearly lie in what NATO and EU countries are doing. Long ago, well before the events in Ukraine, they set about bringing the Organisation to heel. After the special military operation began, their goal expanded to include putting the Organisation at the service of the hybrid war against the Russian Federation and supporting the hot war against our country unleashed by the hands of the Ukrainian regime.
• Almost the entire OSCE agenda, with very rare exceptions, has been Ukrainised, including the areas that should have been devoted to mutually advantageous cooperation and the quest for specific generally acceptable projects in transport, communications, logistics, investment, and humanitarian matters.
• We discussed, in a broader context, things we could do to ensure that the OSCE retains its importance and stays alive. We updated our colleagues in detail on President Putin’s initiative to form a Greater Eurasian Partnership, which would serve as a material foundation of Eurasian architecture of equal and indivisible security open to all countries and associations of our common Eurasian continent.
• Across all three OSCE “baskets” – the military and political, economic, and humanitarian dimensions – there is either complete stagnation or Ukrainisation.
• Our colleagues, particularly OSCE Secretary General Feridun Sinirlioğlu, have actively supported our position that it is unacceptable for an entity described as an organisation to lack a formal charter. The institutions that have developed within its framework operate without universally agreed rules, despite the OSCE’s proclaimed adherence to the principle of consensus.
• Nearly twenty years ago, in 2007, the Russian Federation, together with its CIS and CSTO partners, circulated specific proposals, including a draft charter and draft documents setting out the principles and procedures governing the work of all OSCE institutions. Back then, the West did everything possible to obstruct this effort.
• The advice we gave to our counterparts was not to pursue sweeping global ambitions such as transforming the OSCE into the central institution for nearly all developments in this part of Eurasia, but instead to begin by restoring the normal functioning of the military-political mechanisms that have become inactive, through no fault of our own, as well as those in the economic and humanitarian dimensions. We concluded our discussions here with an agreement to maintain contact.

⚡️ Statement of the Ministry of Foreign Affairs of Russia Concerning the Expiration of the Russia-US New START Treaty (February 4, 2026)
On February 5, 2026, the life cycle of the Russian-US Treaty on Measures for the Further Reduction and Limitation of Strategic Offensive Arms (#NewSTART) comes to an end; it was signed by the Parties on April 8, 2010, entered into force on February 5, 2011, and was extended for a five-year period in February 2021 on the basis of a relevant one-time option provided for in this agreement.
In February 2023, the Russian Federation suspended the New START Treaty against the backdrop of the unsatisfactory state of affairs with the implementation of certain aspects of the Treaty, as well as due to the absolutely unacceptable steps by the United States running counter to the fundamental principles and understandings of the agreement enshrined in its preamble.
It was a compelled measure and an inevitable response of the Russian Side to the extremely hostile policy of the Biden administration which resulted in the fundamental change in the security situation, as well as to a number of illegitimate steps taken by Washington in the context of specific provisions of the New START Treaty, which together constituted a material breach incompatible with the Treaty being further implemented in a full-fledged manner.
Among the key negative factors, it is worth to highlight the destabilizing actions of the United States in the field of missile defense, contrary to the inseparable interrelationship between strategic offensive and strategic defensive arms enshrined in the New START Treaty. <...>
Despite some obvious problematic moments, basically the New START Treaty used to fulfill its key functions. The conclusion of the Treaty and the years of its initially successful implementation helped to discourage the strategic arms race, allowing for significant reductions in the parties' arsenals. At the same time, due to the restrictions applied in this area a sufficient level of predictability was ensured on a long-term basis. <...>
In parallel to suspending this agreement, the Russian Federation announced the intention to voluntarily maintain its commitment to the central quantitative limits on weapons regulated by the New START until the end of the Treaty's life cycle in February 2026. At that time, the United States followed suit, announcing its readiness to act in a similar manner.
Striving to extend the positive effect of such reciprocal measures in terms of maintaining balance and certainty in the field of strategic offensive arms during the current turbulent period, our country took an additional constructive step. On September 22, 2025, the President of the Russian Federation Vladimir Putin publicly proposed that the Parties to the New START Treaty commit to voluntary self-limitations to keep the quantitative ceilings on the relevant weapons specified in the Treaty for at least one year after the termination of the agreement.
However, no formal official response from the United States with regard to the Russian initiative has been received through bilateral channels. <...> It means that our ideas have been deliberately left unanswered. <...>
In the current circumstances, we assume that the Parties to the New START are no longer bound by any obligations or symmetrical declarations in the context of the Treaty, including its core provisions, and are in principle free to choose their next steps. <...>
🇷🇺 The Russian Federation remains ready to take decisive military-technical measures to counter potential additional threats to the national security. At the same time, our country remains open to seeking politico-diplomatic ways to comprehensively stabilize the strategic situation on the basis of equal and mutually beneficial dialogue solutions, if the appropriate conditions for such cooperation are shaped.

Сегодня мы отмечаем наш профессиональный праздник – День дипломатического работника.
Хотел бы поздравить всех российских дипломатов – и тех, кто трудится в Центральном аппарате и территориальных представительствах Министерства, и тех, кто выполняет свой долг за рубежом.
История российской дипломатии насчитывает не одно столетие, повторяет этапы укрепления российской государственности. Меняются эпохи, но наши духовно-нравственные ценности остаются незыблемыми.
Это, прежде всего, искренняя, деятельная, самоотверженная любовь к Отечеству, твёрдая приверженность идеалам правды и справедливости.
Мы по праву гордимся свершениями выдающихся предшественников. Чтим доблесть сотрудников Народного комиссариата иностранных дел, которые в лихолетье Великой Отечественной войны встали на защиту Родины с оружием в руках.
На их бессмертный подвиг держат равнение сотрудники МИД и наших подведомственных учреждений, которые участвуют в специальной военной операции.
Не остаются в стороне и остальные мидовцы: помогают фронтовикам и их семьям, поддерживают людей, пострадавших от преступлений украинских неонацистов.
Сегодня, на очередном изломе истории, отечественная дипломатия продолжает делать всё, что от неё зависит, чтобы обеспечить безопасные и благоприятные внешние условия для поступательного внутреннего развития России, повышения качества жизни граждан.
Наш последовательный и взвешенный внешнеполитический курс во многом задаёт вектор мировых трансформаций, содействуя становлению нового, многополярного миропорядка.
Заинтересованы в дальнейшем налаживании честного и равноправного международного сотрудничества на принципах взаимопонимания, доверия и добрососедства.
По инициативе Президента В.В.Путина работаем над созданием на евразийском пространстве архитектуры равной и неделимой безопасности и широкой практической кооперации. Особое значение в этой связи придаём заключению и реализации двусторонних договорённостей. В их числе – наши договоры о гарантиях безопасности с Белоруссией и всеобъемлющем стратегическом партнёрстве с КНДР и Исламской Республикой Ираном.
Продолжаем развивать разноплановые отношения с государствами Мирового большинства. Среди них – Китай, Индия, другие единомышленники, стратегические партнёры и союзники, в первую очередь по #ОДКБ, #ЕАЭС, #СНГ, #ШОС, #БРИКС.
По-прежнему в фокусе внимания – противодействие любым неоколониальным практикам: от односторонних принудительных мер до военных интервенций.
В этом контексте подтверждаем солидарность с народами Венесуэлы и Кубы. Убеждены, что только они могут определять свою судьбу.
☝️ Руководство страны, российское общество взыскательно оценивают нашу работу. От нас требуются дисциплина и самоотдача, неравнодушный и творческий подход к делу.

Today marks Diplomats’ Day, our professional holiday.
I would like to use this occasion to wish a happy holiday to all Russian diplomats who are working at the Central Office and territorial offices, and diplomats fulfilling their duty abroad.
The history of Russian diplomacy spans many centuries and follows every stage of Russia becoming stronger as a state. Times change, but our spiritual and moral values — sincere, dedicated, and selfless devotion to the Fatherland, and firm commitment to the ideals of truth and justice — remain unshakeable.
We are rightfully proud of the achievements of our outstanding predecessors. We honour the courage of the staff of the People’s Commissariat for Foreign Affairs who, during the tumultuous years of the Great Patriotic War, took arms to defend the Motherland.
Their immortal feat stands as a benchmark for Foreign Ministry personnel and staff of subordinate institutions participating in the special military operation.
Other ministerial staff members are also involved and are helping the front line soldiers and their families, and supporting those affected by crimes committed by Ukrainian neo-Nazis.
Today, as we are witnessing another turning point in history, Russian diplomacy continues to do everything within its power to ensure safe and favourable external conditions for Russia’s steady domestic development and for improving the quality of life of its people.
In many ways, our consistent and balanced foreign policy course sets the trajectory of global transformations, thus facilitating the emergence of a new multipolar world order.
We seek to further develop honest and equitable international cooperation based on mutual understanding, trust, and neighbourliness.
Following President Putin’s initiative, we are working to establish, across the Eurasian region, architecture of equal and indivisible security and extensive practical cooperation. In this context, we attach particular importance to the conclusion and implementation of bilateral agreements, including our treaties on security guarantees with Belarus and on comprehensive strategic partnership with the DPRK and Iran.
We continue to expand relations across multiple areas with the World Majority, among them countries such as China, India, and other like-minded countries, our strategic partners and allies, primarily within the #CSTO, the #EAEU, and the #CIS, as well as the #SCO and #BRICS.
Countering neo-colonial practices of all kinds ranging from unilateral coercive measures to military interventions remains firmly in our focus.
In this context, we reaffirm our solidarity with the peoples of Venezuela and Cuba. We are convinced that only they can determine their own future.
☝️ The country’s leadership and Russian society hold our work to high standards. We are required to demonstrate discipline and dedication, as well as a passionate and creative approach to our duties.
I trust that you will continue to work honourably for the good of the Fatherland and to contribute your share to addressing large-scale foreign policy goals set by the President.
On this day, we express special gratitude to former ministerial employees, who taught us the fundamentals of diplomacy by their example. Many of them, to the extent of their abilities, remain active in the close-knit diplomatic ranks.
By all means, I would like to separately thank all the relatives and loved ones of our employees. Your unconditional support gives us strength and keeps us focused. It is especially important for those who carry out their diplomatic service far from the Motherland.

On September 1, 2026, the EAEU will launch a goods traceability system
The following items will be tracked on an ongoing basis:
⏺️ household refrigerators and freezers (12 EAEU HS codes),
⏺️ washing machines, household or for laundries, including machines equipped with a spin dryer (6 EAEU HS codes),
⏺️ television reception apparatus, whether or not incorporating a broadcast radio receiver or apparatus for recording or reproducing sound or images (16 EAEU HS codes).

📆 On February 11, 2026, Levan Dzhagaryan, the Ambassador of Russia to Sri Lanka, received a delegation of Pavlov First Saint Petersburg State Medical University, which is on a working visit to Sri Lanka. The delegation included Sergey Karpishchenko, Vice-Rector for International Relations, Professor, Doctor of Medical Sciences, and Viktoria Gavrilina, Deputy Dean of the Faculty of Medicine for International Students.
💬 During the meeting, the outcomes of the delegation’s talks at the Ministry of Health and Mass Media of Sri Lanka were reviewed. The parties discussed prospects for the recognition of diplomas issued by Russian medical universities, the expansion of academic exchanges, and the strengthening of cooperation in the healthcare sector.

Несмотря на регулярные предупреждения, продолжают фиксироваться случаи пренебрежения базовыми правилами поведения в условиях дикой природы, что может повлечь серьёзные последствия для жизни и здоровья.
🐘 Особую обеспокоенность вызывают инциденты, связанные с дикими животными, прежде всего со слонами. Эти животные обитают не только на территории национальных парков, но и в прилегающих районах, включая зоны, посещаемые туристами. Попытки приблизиться к ним, покормить, сделать фотографии с близкого расстояния либо покинуть транспорт в местах их обитания создают реальную угрозу. Поведение диких слонов может быть непредсказуемым и стремительно перейти в агрессивную фазу.
📝 Посольство вновь настоятельно призывает граждан строго следовать указаниям местных властей и сотрудников парков, не приближаться к диким животным, не покидать транспортные средства в зонах их обитания, избегать самостоятельных прогулок, особенно в тёмное время суток, и пользоваться услугами только лицензированных гидов. Соблюдение данных рекомендаций — необходимое условие обеспечения личной безопасности во время пребывания в Шри-Ланке.

💬 Sergey Lavrov: Russia is defending its legitimate rights in the emerging #MultipolarWorld amid intense competition. We are often compelled to do so despite the Western minority’s reluctance to curb its excessive ambitions.
Russia engages respectfully with those prepared to work on the basis of sovereign equality and other principles of international law. Such countries constitute the #GlobalMajority. They are our reliable and promising partners. The West, however, has yet to rid itself of its obsession with colonial – and, I dare say, slave-owning – grandeur.
The dramatic events of the beginning of 2026, including the armed invasion of Venezuela by the US, increased American pressure on Cuba, attempts to destabilize Iran, and the crisis around Greenland, have confirmed our assessment that the world has entered an era of rapid and profound change.
The central trend toward a more just and sustainable multipolar system will be accompanied by a struggle between the “old” former leaders – concentrated in the West – and the rising centres of development representing the Global Majority. This struggle is gaining momentum and affects virtually all regions.
Viewed through this perspective, it becomes clear why a former colonial power such as France seeks to undermine nationally oriented governments in the Sahel and other parts of Africa. Berlin is not far behind, driven by revanchist ambitions.
🤔 The current generation of German, French and other European politicians seems to have forgotten the “outcomes” of Poltava, Berezina, Stalingrad and the Kursk Bulge.
The state of strategic stability remains a matter of concern. A number of European Russophobes continue to groundlessly blame Russia for its deterioration. At the same time, President Vladimir Putin’s initiative proposing continued voluntary compliance by the parties to New START with its core quantitative limits has received no official response from the US.
☢️ We proceed from the understanding that the moratorium declared by President Putin remains in force – but only as long as the US does not exceed those limits.
We will defend truth and law in all contacts with our international partners. We will provide political and diplomatic support to ensure the achievement of all the goals and objectives of the special military operation.
❗️We consistently emphasize that a sustainable settlement of the crisis provoked by the “collective West” in Ukraine is impossible without eliminating its root causes.
Unlike those who, in President Putin’s words, claim the “right of might” to dictate their will, lecture others and issue orders, we threaten no one and impose our views on no one. On the contrary, our diplomacy consistently advances honest, equal and mutually beneficial partnerships with all who are prepared to engage on these principles.
Our strategic partnerships and allied relations with our neighbours – the #CIS and #CSTO member states – play a key role in ensuring national security and maintaining regional stability. We will continue to further develop these ties.

💬 Russian Presidential Commissioner for Children’s Rights Maria Lvova-Belova:
Acting on the instructions of President Vladimir Putin, we continue our work to reunite children with their families in Russia, Ukraine and third countries.
One child will return to Russia.
Four boys and one girl, aged between 4 and 15, will be reunited with their families in Ukraine.
Each case is unique. One boy had been living with his grandfather and, after his passing, expressed the wish to move to Ukraine to live with his mother. Another child, following the death of his mother, had been staying with his grandparents and asked to live with his uncle in Ukraine, who has since obtained legal guardianship. The child is being accompanied by his grandfather. Three other children had been residing in an institution and will now be reunited with their mothers in Ukraine.
We provide assistance in such cases upon a request from a parent or another close relative with the appropriate legal standing, taking into account the views of the children and the specific circumstances of each situation.
I would like to thank the First Lady of the United States Melania Trump for her continued commitment and active involvement in efforts to reunite children with their families. Thanks to her coordination, these reunifications were expedited and the groundwork has been laid for a more efficient process going forward.
❗️ With our support, 30 children from 22 families have been reunited with relatives in Russia, while 134 children from 108 families have been reunited with relatives in Ukraine and third countries.
