🔸Мы созвали данное срочное заседание в связи с очередным вопиющим нарушением киевским режимом норм международного гуманитарного права и новым свидетельством его целенаправленных действий по уничтожению мирного населения Донбасса. Речь идет о массированном обстреле вооруженными силами Украины густонаселенных районов Донецка 7 ноября.

🔸Киевский режим трижды в течение дня атаковал гражданские объекты в центре города, выпустив ракеты из РСЗО «HIMARS» и РСЗО «Ураган». Помимо жилых домов, под удары попали здание Управления труда и социальной защиты населения и маршрутное такси.

🔸Террористическая практика нанесения повторных ударов по одному и тому же месту прочно закрепилась в арсенале ВСУ. Прекрасно зная, что на места нанесения огневого удара вскоре прибывают сотрудники оперативных служб (спасатели, медики, полиция), а также журналисты, ВСУ наносят повторные удары во время их работы, мешая эвакуировать раненых и погибших, а также не позволяя сотрудникам МЧС полноценно приступить к ликвидации последствий обстрелов.

🔸Учитывая тот факт, что большая часть подобных ударов наносится дальнобойным высокоточным западным оружием, командование ВСУ точно знало, куда именно наносятся удары, и что целями атак стали не военные, а гражданские объекты и мирные граждане. Это сознательные и циничные преступления, не имеющие срока давности.

🔸Назвать подобные трагедии «сопутствующим ущербом» поворачивается язык лишь у Вашингтона, привыкшего прикрывать этим «термином» собственные преступления и преступления своих союзников в Югославии, в Афганистане и на Ближнем Востоке. Еще в период войны в Ираке в 2003 году США сделали повторные обстрелы во время работы чрезвычайных и иных служб частью своей военной тактики. Как мы видим, ВСУ – прилежные ученики своих учителей.

«Этическое осмысление научно-технического прогресса – это традиционно приоритетное направление деятельности ЮНЕСКО еще задолго до появления современных информационно технологий. Когда 5 лет назад новый генеральный директор предложил разработать рекомендацию по этике искусственного интеллекта, Россия активнейшим образом поддержала и включилась в этот процесс с самого начала.
Нам удалось выйти на взаимоприемлемый вариант и закрепить человекоцентричный подход, то есть на всех этапах разработки, внедрения и использования искусственного интеллекта, человек всегда должен оставаться хозяином машины и иметь право вето на любые ее решения.
Рекомендация была принята в 2021 году и на сегодня остается единственным универсальным инструментом в этой сфере, потому что под ней подписалось 193 государства-члена. Это инструмент мягкого права и предполагает добровольное выполнение».

🎙 Statement by Permanent Representative Vassily Nebenzia at UNSC briefing on threats to international peace and security (the shelling of Donetsk on November 7, 2023)

💬 We called this urgent meeting in connection with yet another flagrant violation by the Kiev regime of the norms of international humanitarian law and further evidence of its purposeful actions to destroy the civilian population of Donbas. I refer to the massive shelling by the Ukrainian armed forces of densely populated areas of Donetsk on 7 November.

The Kiev regime attacked civilian targets in the city center three times during one day, firing rockets from HIMARS and Uragan systems. In addition to residential buildings, the building of the Department of Labor and Social Protection and a shuttle bus came under attack.

The terrorist practice of launching repeated strikes against the same location is part of the UAF playbook. Knowing full well that operational services and journalists would soon arrive at the sites of the shelling, the UAF launched more strikes while they were working, preventing evacuation of the wounded and dead, and also preventing emergency response personnel from fully engaging in the elimination of the consequences of the shelling.

❗️ Yesterday's attacks killed 6 and injured 55 people, including three children. Unfortunately, a doctor and an ambulance paramedic who had come to the rescue, as well as a traffic police officer, were killed, and 23 EMERCOM staff were wounded.

During the time of active combat action more than 20 cases of repeated shelling by the Ukrainian armed forces against emergency services rescuers and medics have been documented.

☝️ Given the fact that most of these strikes are carried out with long-range, high-precision Western weapons, the UAF command knew exactly where they were going to hit. And they knew that the targets of the attacks were not military but civil facilities and civilians.

These are conscious and cynical crimes that have no statute of limitation.

Speech delivered by the Head of the 🇷🇺 Delegation, Deputy Minister of Foreign Affairs Mr. Aleksandr Pankin at the 42nd session of the UNESCO General Conference:

📍 Western attempts to replace the UN-centred architecture of the world order with a "rules-based order" have led to a crisis that has affected UNESCO.

📍 Russia supports the Arab initiative and the draft resolution on Gaza / Palestine - we will co-sponsor the draft.

📍 "Ukrainianisation" is leading the Organization into a deadlock, diverting resources from pressing issues in the spheres of its competence.

📍 It is necessary to return to observing UNESCO Constitution, to strengthen multilateralism, moving forward on the basis of a balance of interests, respect for civilisational diversity and the sovereign equality of States.

📍 Diplomats and experts must not be prevented from participating in Organization's activities and must not wait for months to get French visas.

Remarks delivered by the Head of the Russian Delegation, Deputy Minister of Foreign Affairs Mr. Aleksandr Pankin on Russian priorities in UNESCO:

📍We stand for strengthening the Global Priority Africa. It is necessary to focus on teacher training with an emphasis on Africa and Small Island Developing States.

📍We call on UNESCO to stand up for children belonging to national minorities and respond to the squeezing of Russian out of education systems in Estonia, Latvia and Ukraine.

📍In order to create incentives for scientists, we have initiated and financed the largest annual UNESCO-Russia Mendeleev International Prize in the Basic Sciences.

📍 As one of the largest donors to the Fund for the Elimination of Doping in Sport, we have advocated for the principle of clean sport.

📍 We have contributed to the International Decade of Indigenous Languages. Their preservation and dissemination is one of the main priorities of our public policy.
