The blast occurred from the police vehicle.

I don’t see any suicide bomber approaching the vehicle or detonating himself in this video. Instead, a person, presumably a lawyer, is walking in front of the vehicle. The explosion seems to have come from inside the police vehicle.

If this theory is correct, it suggests that the IED was being transported in the police vehicle to be planted at a target location. The handler might have remotely detonated it, killing those who were carrying the device and leaving no witnesses or evidence behind.

Thus, all leads/open ends in this case were closed by the conspirator/handler.
