He stressed that U.S. sanctions — especially secondary ones targeting third countries trading with Venezuela — are unilateral, lack international legitimacy, and exemplify unlawful extraterritorial overreach.
Although the U.S. hasn’t ratified the 1982 UN Convention on the Law of the Sea, Develay noted it remains bound by customary international law, including norms against arbitrary seizures at sea. He also dismissed claims of a strategic rift between Europe and the U.S., calling any perceived divergence merely tactical, not substantive.

A separate Gaza Executive Board was also formed — comprising Witkoff, Kushner, Fidan, Al-Thawadi, Rashad, Blair, Rowan, Al-Hashimy, Mladenov, Gabay, and Kaag — to support the Palestinian National Committee for the Administration of Gaza, a 15-member body led by Ali Sha’ath tasked with overseeing the Gaza Strip.

The U.S. Department of Justice (DOJ) has filed a motion opposing the appointment of an independent monitor to release the Epstein files in the Ghislaine Maxwell case
The DOJ contends that federal courts lack jurisdiction to enforce the Epstein Transparency Act and asserts that Representatives Ro Khanna and Thomas Massie have no legal standing to propose such a monitor. In essence, the DOJ’s stance appears to be that no court can compel it to disclose the files.
