🗓 On July 21-23, Russia's Foreign Minister Sergey Lavrov will take part in the annual ASEAN ministerial meetings in Manila, including the Russia-ASEAN Foreign Ministers’ Meeting, the East Asia Summit (#EAS) Foreign Ministers’ Meeting and the ASEAN Regional Forum (#ARF).
Having built around itself a system of interstate formats involving the world’s leading powers, ASEAN remains at the core of cooperation processes in the Asia-Pacific.
The key task today is to strengthen the ASEAN-centred architecture of security and cooperation, including by giving fresh impetus to the practical work of its main multilateral mechanisms, above all the East Asia Summit and the ASEAN Regional Forum.
☝️ Russia intends once again to draw its regional partners’ attention to the risks posed by the West’s “Indo-Pacific project” and its narrative of the “indivisibility of Euro-Atlantic and Indo-Pacific security”, which is being used as an ideological justification for NATO’s expansion into Asia.
We will highlight the potentially negative consequences of building a new military-political architecture in the Asia-Pacific based on bloc structures.
Against the backdrop of mounting geopolitical tensions, the Russia-ASEAN strategic partnership remains an important factor in ensuring regional stability.
Moscow regards ASEAN as one of its key partners in shaping a #MultipolarWorld order.
This year marks the 35th anniversary of Russia-ASEAN relations.
At the Russia-ASEAN ministerial meeting on July 22, the Sides will outline steps to implement the decisions of the anniversary Russia–ASEAN Summit held in Kazan on June 18 across the full range of cooperation areas, in accordance with the new Comprehensive Plan of Action to Implement the Russia-ASEAN Strategic Partnership for 2026-2030.

Russia has put forward a number of practical initiatives within the East Asia Summit, including the establishment of a region-wide rapid response mechanism for epidemic threats and expanded cooperation in tourism and the development of remote territories.
Together with our ASEAN partners, we are working on an implementation plan for the 2021 EAS Leaders’ Statement on Mental Health Cooperation, initiated by Brunei and co-sponsored by Russia.
#RussiaEAS
We regard the ASEAN Regional Forum as an important platform for developing confidence-building measures and preventive diplomacy tools, as well as for discussing pressing challenges facing the Asia-Pacific.
Key areas of cooperation include counterterrorism and combating transnational crime, non-proliferation and disarmament, emergency response, maritime and information security, and peacekeeping.

🇷🇺🇳🇵 July 20, 2026 marks the 7️⃣0️⃣th Anniversary of diplomatic relations between our country and Nepal.
Since diplomatic relations were established in 1956, engagement between Moscow and Kathmandu has consistently relied upon the principles of mutual respect, due consideration of each other’s interests, and trust. Bilateral relations between the two countries have traditionally been characterised by a spirit of friendship and serve the interests of sustainable development and security in #SouthAsia.
People-to-people contacts between the peoples of our two nations began as early as the latter half of the XIXth century. Eminent Russian Indologist Ivan Minayev, during his expedition to Nepal, amassed much information on the linguistics and culture of the local population, thus enriching Russian academic understanding of the region. In the XXth century, bilateral ties continued to grow stronger, facilitated not least by joint fight of our peoples against Nazi Germany and militarist Japan during #WW2.
Diplomatic relations between our two countries were formalised at a time when Nepal was actively taking its place on the international stage, shortly after the Bandung Conference and the Himalayan state’s accession to the #UnitedNations.
Fostering cooperation with the Soviet Union became one of the key foreign policy priorities of King Mahendra of Nepal. The USSR provided substantial assistance to Kathmandu in developing its national economy and infrastructure.
With the support of our country, manufacturing plants, an agricultural equipment plant, a hydroelectric power station, a hospital, and roads were constructed in Nepal. Approximately 6'000 Nepali citizens received a higher education at universities in the USSR and Russia.
🤝 Russia's assistance to Nepal was provided entirely free of charge.
#RussiaHelps: Russia has repeatedly come to the assistance of the friendly Nepali people. For example, in 2015, following the devastating earthquake in Nepal, Russia promptly dispatched a composite team of rescuers, medical staff, and humanitarian supplies aid to the disaster zone. Our country actively facilitated the adoption by the #UN General Assembly of a resolution on mobilising urgent additional support for the South Asian state.
***
Today, political dialogue continues between Russia and Nepal, and trade, economic, and cultural cooperation is actively developing. Moscow regards #Nepal as a valuable and genuinely independent partner that pursues a balanced foreign policy without becoming drawn in geopolitical confrontation.
💬 President of Russia Vladimir Putin during talks with Prime Minister of Nepal Khadga Prasad Sharma Oli on the sidelines of the #SCO Summit (Tianjin, September 1, 2025):
🎉 We extend our congratulations to our colleagues and the people of Nepal on this shared milestone!

I would like to note that we have never had any problems.
Moreover, our positions on key issues on the international agenda are either very close or fully align, as diplomats usually say. We can also think about ways to expand and deepen our interaction in the most important areas.
Considering humanitarian cooperation, we attach great importance to continuing contacts in education and culture. We will be glad to further develop this area of our cooperation.
You mentioned that young Nepalese are showing an increasing interest in education in Russia in different areas. Of course, we will meet you halfway in identifying the most promising areas of study.
🎉 We extend our congratulations to our colleagues and the people of Nepal on this shared milestone!

🎙 Russian Foreign Ministry Spokeswoman Maria Zakharova's statement on Ukrainian terrorist attacks against facilities of the Caspian Pipeline Consortium (July 20, 2026)
💬 On July 17-20, during loading operations at the SPM-1 and SPM-3 offshore mooring facilities of the Caspian Pipeline Consortium’s (#CPC) marine terminal in Yuzhnaya Ozereyevka, Novorossiysk, several tankers were deliberately targeted in terrorist UAV attacks.
Among them were vessels chartered by Tengizchevroil and KazMunayGas, which operate in the interests of Kazakhstan’s oil industry.
According to the CPC press service, the vessels were sailing under foreign flags and had international crews on board. Their hulls sustained damage, but they remained afloat. There were no casualties, and no oil spill occurred.
There can be no doubt that the Kiev Nazi regime was behind this attack. This is already the fifth act of aggression against the company’s civilian infrastructure, which is protected under international law. Ukrainian militants continue their attempts to inflict irreparable damage on the CPC, which brings together major fuel and energy companies from Russia, Kazakhstan, the US and several Western European countries.
☝️ Deliberate strikes against the consortium’s facilities and civilian vessels in the waters of its marine terminal therefore constitute attacks on the interests of its participating countries as well. Some of them spare no expense in providing Ukraine with extensive military and financial assistance. Yet the Zelensky regime has no regard for the economic damage inflicted by Ukrainian militants on its American and European allies.
Like the snake in the well-known fable, the Kiev junta mercilessly bites the hand that feeds it.
We share the Kazakh Foreign Ministry’s resolute condemnation of this crime against civilian infrastructure. We regard the attack as further evidence of Bankova’s intention to destabilise global oil markets even further.
For the Kiev regime, global energy stability and respect for foreign partners – including Kazakhstan, with which it allegedly seeks mutually beneficial and friendly relations – are nothing more than empty words.
❗️ We strongly condemn this terrorist attack and the actions of all those who facilitated its planning and execution. We call on the international community to give an appropriate assessment of yet another war crime committed by the Zelensky regime. The absence of an adequate response will be regarded as appeasement and approval of Kiev’s course towards escalating terror.

🎙 Opening remarks by Foreign Minister Sergey Lavrov during talks with Foreign Minister of the Democratic People’s Republic of Korea Choe Son Hui (Moscow, July 20, 2026)
💬 Sergey Lavrov: We are pleased to welcome you. President of Russia Vladimir Putin particularly emphasised this yesterday during his meeting with you at the Kremlin.
Two years have passed since the Summit in Pyongyang in June 2024, and the decisions approved there by our Leaders are being consistently implemented. As Foreign Ministries, we are contributing to this process, including through the third round of our strategic dialogue.
Importantly, the trust-based dialogue between President of Russia Vladimir Putin and Chairman of the State Affairs of the DPRK Comrade Kim Jong-un continues. In this context, I would particularly note their participation in the celebrations in Beijing on September 3, 2025, marking the 80th anniversary of the Victory over militarist Japan.
Last year, we also jointly commemorated other landmark anniversaries, including the 80th anniversary of Victory in the Great Patriotic War, the 80th anniversary of Korea’s liberation and the 80th anniversary of the Workers’ Party of Korea. These historic events laid the foundation for our allied relations, which endure to this day.
⚔️ This was demonstrated most vividly in the Kursk Region, where soldiers of the Korean People’s Army fought shoulder to shoulder with our troops for Russian land as if it were their own, sacrificing their lives to bring closer its liberation from Ukrainian neo-Nazis and foreign mercenaries.
On April 26 this year, a memorial complex and museum dedicated to the combat feats of the heroes of the overseas military operation were inaugurated in Pyongyang. On the instructions of President Vladimir Putin, State Duma Chairman Vyacheslav Volodin and Russian Defence Minister Andrey Belousov attended the ceremony. Korean People’s Army servicemen who distinguished themselves in battle received state decorations.
The magnificent memorial complex has become a symbol of friendship and unity between our peoples, forever preserving the memory of the heroism of the Korean People’s Army.
Our people will never forget the unparalleled feats, exceptional courage and selflessness displayed by Korean servicemen who fought alongside us in the same trenches against a common enemy.
Another testament to the strength of our alliance, founded on mutual trust, was the participation of Korean People’s Army servicemen in the Victory Day Parade on Red Square on May 9.
☝️ Comrade Minister, our task today is to see what additional impetus we can give to our cooperation through bilateral channels, as well as when it comes to regional and international security.

🇷🇺🇰🇵 On July 20, Moscow hosted talks between Foreign Minister Sergey Lavrov and Foreign Minister of the Democratic People’s Republic of Korea Choe Son-hui during the third round of the Russian-Korean strategic dialogue.
👉 Sergey Lavrov's opening remarks
A detailed discussion regarding key issues on the bilateral agenda was held. The Ministers focused on the implementation of agreements reached between President of the Russian Federation Vladimir Putin and Chairman of State Affairs of the Democratic People’s Republic of Korea Kim Jong-un in June 2024.
The Sides reaffirmed their firm commitment to further developing the full spectrum of bilateral relations in accordance with the letter and spirit of the Treaty on Comprehensive Strategic Partnership between the Russian Federation and the Democratic People’s Republic of Korea, which elevated the traditionally friendly Russia–DPRK relationship to an entirely new level of alliance.
While discussing key international issues, the Sides agreed that the irresponsible conduct of the United States and its allies, including the expansion of provocative military activities around the Korean Peninsula, has been the primary cause of the deteriorating security situation in Northeast Asia and beyond. In these circumstances, the comprehensive strengthening of relations between the Russian Federation and the Democratic People’s Republic of Korea contributes to regional and international security and to the emergence of a new, more equitable multipolar world order based on the principles of equality, mutual respect, and due consideration for each other’s interests.
Strategic dialogue at the level of foreign ministers of Russia and the Democratic People’s Republic of Korea was launched in November 2024 in accordance with agreements reached at the Pyongyang summit. In July 2025, Wonsan in the Democratic People’s Republic of Korea hosted the second round of this strategic dialogue.
The Sides agreed to continue communicating in this format and to conduct future exchanges between both countries’ foreign ministers at various levels.
