⚡️ Russia's Foreign Ministry Ambassador at Large Rodion Miroshnik:

In January 2026, the number of civilian victims resulting from attacks by the Ukrainian armed formations increased compared to November-December 2025.

▪️ In the first month of the year, UAF strikes caused 387 civilian deaths and injuries, including 21 minors’. Of these, 79 civilians were killed, including three children.

Throughout January, the UAF most frequently employed short- and long-range attack drones of various models to strike civilian infrastructure. As a result of Ukrainian UAV attacks, at least 325 civilians were either injured or killed. All child victims recorded during this period resulted from drone strikes.

❗️ The extensive use of UAVs against civilian population highlights the deliberate nature of these actions fulfilling Ukrainian political leadership’s strategy of inflicting maximum harm on Russian civilians aimed at destabilizing the country, which gravely violates International Humanitarian Law (IHL).

💬 A resident of Seversk, DPR, on the death of his wife and two other female local residents in a Ukrainian drone attack:
“We were attacked with drones. The bombing started at 4 pm and lasted for an hour. I was in the basement with three women, and they all died there.”


▪️ During the month, Ukrainian forces repeatedly attempted to strike Russian civilian energy infrastructure, in contravention of IHL norms and principles. In January 2026, these attacks by the Ukrainian armed formations led to power outages affecting more than 2.85 million civilians in Russian regions. The most widespread disruptions were recorded in the DPR, the Belgorod Region, the LPR, as well as in the Zaporozhye, Kursk, and Kherson regions.

▪️ In the first minutes of the new year, Ukrainian armed formations launched a large-scale attack using UAVs against a civilian facility (a hotel) in the village of Khorly, Kherson Region. The strike killed 29 civilians and wounded more than 30. In addition to high-explosive payloads, the drones were equipped with incendiary charges, which set the facility ablaze, leading to further civilian deaths in the resulting fire.

▪️ A deliberate series of strikes targeted ambulances in the Kherson and Zaporozhye regions. A total of nine ambulances and medical facilities were attacked. These strikes killed four and wounded three medical workers who were en route to shelling sites to assist the injured.

Ukrainian troops deliberately destroyed civilian infrastructure facilities in areas they were abandoning, forcing the local population to leave their homes and shelters. They subsequently prevented the evacuation of civilians to territory controlled by Russian forces. Refugee groups were subjected to mortar and artillery fire, as well as attacks by strike drones.

During evacuation attempts, refugees were most often killed and injured by criminal Ukrainian attacks in the vicinity of the Krasnoarmeysk-Dimitrov (Pokrovsk-Mirnograd) agglomeration in the Donetsk People’s Republic, and near the town of Kupyansk in the Kharkov Region.

“They (Ukrainian militants) are deliberately attacking civilians. These drones deliberately target civilians. People had no central heating, so they were lighting their stoves. Thus, there was smoke from the chimneys. And where the smoke was rising, mines were dropped, and a ‘Baba Yaga’ drone came flying. For us, a ‘Baba Yaga’ attack is as routine as going to work.”

⚡️ Following the Security Council’s discussion of the activities of the UN Regional Centre for Preventive Diplomacy for Central Asia (#UNRCCA), the Russian Side, traditionally acting as the informal penholder on this dossier, prepared a draft press statement.

However, Western members of the Council, including the US, the UK, Denmark and Latvia, once again insisted on removing from the text a paragraph devoted to UNRCCA’s cooperation with the #CSTO, the #CIS and the #SCO. As a result, the Russian delegation was compelled to discontinue work on the document.

❗️ Cooperation with the said regional organizations constitutes one of UNRCCA’s core functions.

The positive role of the CSTO, the CIS and the SCO in ensuring stability and development in Central Asia has repeatedly been acknowledged by the UN Secretariat and UN Member States, including the Central Asian Five.

The unwillingness of certain Security Council members to accept the realities on the ground, guided by their own narrow self-serving interests, is a clear manifestation of “double standards” and highlights the high degree of politicization underlying such counterproductive initiatives.

The Russian Side will continue to promote deeper, depoliticized and professional dialogue between the UN and constructive regional organizations, in strict accordance with the letter and spirit of Chapter VIII of the UN Charter.

💬 Sergey Lavrov: Russia is defending its legitimate rights in the emerging #MultipolarWorld amid intense competition. We are often compelled to do so despite the Western minority’s reluctance to curb its excessive ambitions.

Russia engages respectfully with those prepared to work on the basis of sovereign equality and other principles of international law. Such countries constitute the #GlobalMajority. They are our reliable and promising partners. The West, however, has yet to rid itself of its obsession with colonial – and, I dare say, slave-owning – grandeur.

The dramatic events of the beginning of 2026, including the armed invasion of Venezuela by the US, increased American pressure on Cuba, attempts to destabilize Iran, and the crisis around Greenland, have confirmed our assessment that the world has entered an era of rapid and profound change.

The central trend toward a more just and sustainable multipolar system will be accompanied by a struggle between the “old” former leaders – concentrated in the West – and the rising centres of development representing the Global Majority. This struggle is gaining momentum and affects virtually all regions.

Viewed through this perspective, it becomes clear why a former colonial power such as France seeks to undermine nationally oriented governments in the Sahel and other parts of Africa. Berlin is not far behind, driven by revanchist ambitions.

🤔 The current generation of German, French and other European politicians seems to have forgotten the “outcomes” of Poltava, Berezina, Stalingrad and the Kursk Bulge.

The state of strategic stability remains a matter of concern. A number of European Russophobes continue to groundlessly blame Russia for its deterioration. At the same time, President Vladimir Putin’s initiative proposing continued voluntary compliance by the parties to New START with its core quantitative limits has received no official response from the US.

☢️ We proceed from the understanding that
the moratorium declared by President Putin remains in forcebut only as long as the US does not exceed those limits.

We will defend truth and law in all contacts with our international partners. We will provide political and diplomatic support to ensure the achievement of all the goals and objectives of the special military operation.

❗️We consistently emphasize that a sustainable settlement of the crisis provoked by the “collective West” in Ukraine is impossible without eliminating its root causes.

Unlike those who, in President Putin’s words, claim the “right of might” to dictate their will, lecture others and issue orders, we threaten no one and impose our views on no one. On the contrary, our diplomacy consistently advances honest, equal and mutually beneficial partnerships with all who are prepared to engage on these principles.

Our strategic partnerships and allied relations with our neighbours – the #CIS and #CSTO member states – play a key role in ensuring national security and maintaining regional stability. We will continue to further develop these ties.

💬 Sergey Lavrov: You have quite a busy programme in Moscow. Today, here and at other Russian ministries and agencies, important bilateral documents will be signed.

This is a tangible contribution to implementing the agreements reached between our Leaders, including during the visit of President Ibrahim Traoré of Burkina Faso to the Russian Federation in May 2025 for the celebrations marking the 80th anniversary of Victory in the Great Patriotic War.

In addition to the Agreement on the Foundations of Our Relations, you will sign a number of other important documents.

One practical issue that must be addressed to ensure the Presidents’ agreements are implemented in the economic sphere is the prompt launch of the Intergovernmental Commission on Trade and Economic Cooperation. On our Side, a co-chair has already been appointed – Minister of Energy of the Russian Federation Sergey Tsivilev. I am confident that we will be able to make this important mechanism operational this year.

Cooperation in the military and military-technical spheres, as well as in countering terrorism and other threats that, regrettably, persist in this part of the African continent, remains a top priority for us. The interaction between the servicemen of our two countries is truly exemplary.

I would also note our cooperation at the #UN, which is of a particularly high standard. I thank you for supporting Russian initiatives aimed at stabilizing the international situation. We particularly appreciate your balanced, objective and honest position on the Ukrainian crisis.

The newest area of our cooperation is engagement in the “Russia – Alliance of Sahel States” format. Two ministerial meetings have already taken place. As we agreed during our meeting on the sidelines of the UN General Assembly in September 2025, the next one should be held in one of your countries. We look forward to your proposals, especially given that Burkina Faso holds the Alliance’s chairmanship in 2026.

Amid the information warfare unleashed by the West against all states pursuing an independent and sovereign policy, it is important to establish closer cooperation in the information sphere. A number of Russian media outlets are already present and actively operating in Burkina Faso and neighbouring countries. We can instruct our relevant colleagues to outline practical steps to intensify this work and to ensure that the truth about our approaches is conveyed more broadly to the international community.

💬 Russian Presidential Commissioner for Children’s Rights Maria Lvova-Belova:

Acting on the instructions of President Vladimir Putin, we continue our work to reunite children with their families in Russia, Ukraine and third countries.

One child will return to Russia.

Four boys and one girl, aged between 4 and 15, will be reunited with their families in Ukraine.

Each case is unique. One boy had been living with his grandfather and, after his passing, expressed the wish to move to Ukraine to live with his mother. Another child, following the death of his mother, had been staying with his grandparents and asked to live with his uncle in Ukraine, who has since obtained legal guardianship. The child is being accompanied by his grandfather. Three other children had been residing in an institution and will now be reunited with their mothers in Ukraine.

We provide assistance in such cases upon a request from a parent or another close relative with the appropriate legal standing, taking into account the views of the children and the specific circumstances of each situation.

I would like to thank the First Lady of the United States Melania Trump for her continued commitment and active involvement in efforts to reunite children with their families. Thanks to her coordination, these reunifications were expedited and the groundwork has been laid for a more efficient process going forward.

❗️ With our support, 30 children from 22 families have been reunited with relatives in Russia, while 134 children from 108 families have been reunited with relatives in Ukraine and third countries.

🎙 Read excerpts from the statement by Permanent Representative of Russia to the OSCE D.Polyanskiy «On ongoing attempts by some participating States to undermine efforts of finding a long-term and sustainable peaceful solution to the Ukrainian crisis» (meeting of the OSCE PC, February 12, 2026)

💬 While speeches about Ukraine's commitment to peace are delivered at the OSCE, the Kiev regime carried out a direct assassination attempt on Lieutenant General Vladimir Alekseev - a member of the Russian negotiation team. The perpetrator, recruited by the SBU, has been detained, and his accomplices identified. The purpose of this provocation is obvious: to derail the peace talks in Abu Dhabi. Zelensky needs war to prolong his illegitimate grip on power and evade accountability. The silence of Western sponsors, who have failed to condemn this act of terror, is not neutrality - it is complicity.

🇪🇺 While European capitals hypocritically lecture about alleged "Russian violations," the facts speak otherwise: in 2025 alone, the Armed Forces of Ukraine carried out over 130,000 strikes against civilian targets in Russia, injuring more than 6,500 civilians and killing 1,065, including 293 children. Peaks in these attacks deliberately coincide with periods of peace negotiations. On New Year's Eve 2026, a terrorist attack using incendiary munitions in Khorly claimed 29 lives. In just the first week of February, 127 civilians were harmed, and over 2,500 munitions were launched against Russian cities.

❗️Europe is cynically showing its hand. Wolfgang Ischinger, Acting Chair of the Munich Security Conference, bluntly stated that peace in Ukraine is disadvantageous for Europe - it allegedly poses a "threat to NATO." Ukraine has been assigned the role of expendable material, destined to bleed in order to weaken Russia. At the same time, Europeans are hastily "reserving" seats at the future negotiating table while continuing militarization. They seek to convince Russia of their sincerity in dialogue, all the while pursuing military build-up and Russophobic propaganda.

⛔️ The deadlock in the international security system, engineered by NATO and the EU, requires not cosmetic adjustments, but a paradigm shift. Russia proposes the development of a new architecture of equal and indivisible security across the entire Eurasian continent - through the Greater Eurasian Partnership, the Charter of Multipolarity, and cooperation among the SCO, BRICS, EAEU, and ASEAN. The OSCE, which has been reduced to a tool of hybrid warfare, must now choose: remain a mouthpiece for Western-centric approaches, or join the constructive work ahead.
🇷🇺🇹🇲📞 On February 12, Foreign Minister of Russia Sergey Lavrov and Deputy Prime Minister – Foreign Minister of Turkmenistan Rashid Meredov had a telephone conversation.

They discussed Russia-Turkmenistan cooperation, upcoming bilateral contacts, as well as joint work within the #CIS and the #CaspianStates format.

💬 I wouldn't like to turn your esteemed newspaper into a platform exclusively for the Russian-Ukrainian polemics, especially since the “children’s issue” is already overly politicized. However, the efforts by Ukrainian diplomats to say black is white and up is down cannot go without any response. Their unsubstantiated attempts to blame their neighboring state for all sins are strongly reminiscent of the propaganda exercises of another European country, which more than 80 years ago also professed a misanthropic, Nazi ideology.

Key points:


• Since the special military operation, the Kiev regime and its curators have launched an unprecedented disinformation campaign to denigrate Russia, using the resources of the major Western media. Outright fables are being circulated, various platforms and groups are constantly being created, and pseudo-legal mechanisms are being established under the auspices of the Council of Europe.

• A clear example is the unfounded claims about “tens of thousands of Ukrainian children abducted by Russia”. In July 2025, the Ukrainian side itself was only able to provide a list of only 339 “forcibly displaced persons” – not tens of thousands (!) – wanted by their relatives, committing a lie.

• As a matter of fact, the majority of those on this list were no longer children and were relocated not to the Russian Federation, but to Europe. This indirectly confirms suspicions that some Ukrainian “activists”, together with European accomplices, have set up a “business” in child trafficking, which is covered up by cynical propaganda that exploits anyone who cares about children.

• Since the first days of the special military operation Russia has been carrying out painstaking work not only to rescue civilians from Ukrainian shelling, but also to reunify families separated during the crisis. The Office of Presidential Commissioner for Children's Rights in Russia Maria Lvova-Belova has founded a clear and transparent mechanism with a consistent action plan.

• Moreover, while actively exploiting the “children's issue”, the Ukrainian side is completely ignoring the overall state of democracy in its own country, which has significantly deteriorated in recent years. Following the February 2014 coup, Russophobia became the main political vector of the Ukrainian state.

🇷🇺🇸🇦📞 On February 13, Minister of Foreign Affairs of Russia Sergey Lavrov and Minister of Foreign Affairs of Saudi Arabia Faisal bin Farhan Al Saud held a telephone conversation.

The Ministers held an in-depth discussion on prospects for further strengthening the multifaceted Russia-Saudi Arabia partnership.

They emphasized the importance of maintaining the high level of political dialogue between Moscow and Riyadh, as well as stepping up joint efforts to expand trade and economic, investment, cultural and humanitarian cooperation.

Preparations for the 100th anniversary of the establishment of diplomatic relations between Russia and Saudi Arabia (February 19, 1926) were also reviewed.

The Sides exchanged views on a range of pressing international and regional issues, focusing in particular on the Israeli-Palestinian settlement, the situation in Iran and developments in Yemen. They underscored the need for consolidated international efforts to reduce military and political tensions and prevent further escalation in the Middle East.

🌟 On February 13, 1945, the Red Army expelled the Nazi invaders from the capital of Hungary as part of the Budapest offensive operation, opening the path to Austria and Czechoslovakia.

Liberating Eastern European countries, including Hungary, from the 'Nazi plague' came at a high cost for the Soviet people. Hundreds of thousands of our soldiers perished while fighting the Nazi invaders — our forces had to engage in heavy fighting and violent clashes to liberate Budapest, having lost over 80'000 soldiers and officers.

Soviet military command attached special importance to planning offensive operations in Hungary — our forces had to face well-trained Nazi Wehrmacht and elite SS units that had entrenched behind multi-tiered defence line in Eastern European bridgehead — it served as the Reich’s main bulwark along the entire Soviet-German front.

📕 Excerpt from the memoires "From Budapest to Prague" by Lieutenant General, Hero of the Soviet Union, Hero of the Czechoslovak Socialist Republic Matvey Zakharov, who headed the 2nd Ukrainian Front’s Staff:
The fascists spared no effort or assets to cling on to Hungary.

They built several defence lines in a relatively short period of time. One of them — the most powerful one — stretched along Danube’s right bank and included the fortified defence system near Budapest.

It included three well-equipped U-shaped positions reaching the Danube to the north and south of the Hungarian capital.


In December 1944, the Soviet forces succeeded during the Debrecen offensive operation when the units of the 2nd Ukrainian Front led by Marshal Rodion Malinovsky cleared about 1/3 of Hungary’s territory from the Nazis, inflicted huge damage on the enemy’s army group 'South' and launched the offensive on the Hungarian capital — the Germans had turned the city into one of the largest defence strongholds along the Danube.

The Nazis were determined to keep Budapest at any cost. Hitler's command considered Hungary as a major source of raw materials and an important ally within the 'axis' powers. To deter the Soviet motorized units, the fascists deployed in Hungary major elite SS tank units from the west to the Soviet-German front.

The battle for Budapest became brutal and violent. In December 1944, the units of the Red Army’s 2nd and 3rd Ukrainian fronts encircled the Nazis, and went on eliminating the enemy troops in and around Budapest in January 1945.

When attacking the city and carrying out tactical operations, the Soviet soldiers-liberators saved thousands of people who were imprisoned in the Budapest ghetto. Mainly due to permanent attacks by the Red Army the Wehrmacht’s garrison suffered many casualties and was forced to retreat toward northwest, to Vienna.

During the Budapest offensive, the Soviet forces completely defeated an almost 200'000-strong enemy army group which had a mission to shield the main Nazi troops in the Reich’s underbelly — in Austria and Czechoslovakia. Having suffered a defeat in Hungary, the Germans started rapidly losing ground in Yugoslavia too.

🎖 The success in Budapest fostered the liberation of Vienna and Prague just in a matter of weeks.
