Russia is committed to the progressive expansion of friendly ties and economic cooperation with Africa. We recognise the fundamental importance of food security for our partners, and therefore, Russian economic operators will continue to provide all necessary assistance in addressing this challenge.
We consider this meeting to be very timely and its programme to be well thought-out. It is crucial that the agenda covers a wide range of relevant topics from sharing Russian experience, knowledge, and technology to modernise African agriculture, to the localisation of agricultural production and assistance in training qualified national personnel.
I am confident that the conference will be conducted constructively and will contribute to the expansion of productive cooperation between Russia and African nations. I welcome participants of the No Statute of Limitations. Nuremberg. 80 Years International Scientific and Practical Forum. First of all, I would like to express my gratitude to the National Centre for Historical Memory under the President of the Russian Federation for organising this meeting.
We appreciate the Centre’s contribution to commemorating the heroism of the Soviet people, who defended the independence of their homeland during the Great Patriotic War and liberated Europe and the world from Nazism.
Exactly 80 years ago, the International Military Tribunal in Nuremberg began its work. The launch of the public judicial process against the Nazis was preceded by serious efforts undertaken by Soviet diplomacy starting in 1942.
The Tribunal’s historic verdict not only condemned the war criminals of the Third Reich, but also outlawed and delegitimised the very ideology of Nazism. It is difficult to overestimate the significance of Nuremberg in shaping the postwar international legal architecture. The principles defined in the Charter of the Court of the Nations and implemented in its judgment laid the foundation of international humanitarian and criminal law and set the direction for the development of international justice.
Today, in the West, there is a marked tendency to “forget” the conclusions of Nuremberg and the lessons of World War II.
Cynical attempts are being made to rewrite history, to diminish the decisive role of the peoples of the Soviet Union and the Red Army in defeating Hitler’s Germany, to justify the Nazis and their accomplices, and to equate occupiers with liberators.
This is most clearly manifested today in Ukraine, where, as a result of the 2014 coup d’état supported by NATO countries, power was seized by forces consumed by hatred for everything connected with Russia.
Our unconditional priority remains systematic work to promote historical truth and to counter the resurgence of Nazism in any form and manifestation. Our principled approaches in this regard are shared by the majority of the international community. The broad support for the Russian draft resolution of the UN General Assembly on combating the glorification of Nazism is vivid evidence of this.
At the same time, we continue to seek an adequate international legal assessment of the crimes committed by the German fascist invaders and their collaborators against the citizens of the Soviet Union during the Great Patriotic War. These crimes were classified as genocide of the peoples of the USSR in the statement of the Group of Friends in Defence of the UN Charter at the solemn session of the UN General Assembly on 7 May 2025, dedicated to the memory of the victims of the Second World War.
A special role in preserving historical memory and accurate, unaltered information about the tragic events of the past belongs to historians. We expect that further study of archival documents and materials will make it possible to introduce into scholarly circulation new evidence of the bloody crimes and atrocities committed by the Nazis and their collaborator accomplices. These crimes have no statute of limitations.
☝️ Our moral duty is to prevent the forgetting of the past and to resolutely oppose the spread of destructive ideas and practices of xenophobia and Russophobia, racism and neo-Nazism.

The Russian delegation was headed by Konstantin Vorontsov, Deputy Director of the Department for Nonproliferation and Arms Control of the Ministry of Foreign Affairs of the Russian Federation, and the Chinese delegation – by Li Chijiang, Deputy Director-General, Department of Arms Control of the Ministry of Foreign Affairs of the People's Republic of China.

❓ Question: Donald Trump's 28-point peace plan on the Ukrainian crisis is now being actively discussed worldwide. May I ask to share your opinion on this plan and explain how it relates to your recent talks with President Trump in Alaska?
💬 President Putin: It's no secret: President Trump’s peace plan for Ukrainian crisis resolution was discussed even before the meeting in Alaska, and during that preliminary exchange the US Side asked us to make certain compromises – to show what they called “flexibility”.
The main point of the Alaska summit, its main purpose, was that during the talks in Anchorage we confirmed that, despite some difficult issues and complexities, we nevertheless agreed with these proposals and were prepared to demonstrate the requested flexibility.
We provided detailed information to all our friends and partners in the Global South on these matters – including China, India, the DPRK, South Africa, Brazil, many other countries, and, of course, the CSTO states. All our friends and partners, and I want to emphasise this – without exception – supported these potential arrangements.
However, after the negotiations in Alaska, we have seen a certain pause on the part of the US, and we know this is due to Ukraine’s de facto refusal to accept the peace plan proposed by President Trump. I believe this is precisely why a new version has emerged – essentially an updated plan consisting of 28 points.
We have the text. We received it through our existing channels of communication with the US Administration. I believe it too could form the basis of a final peace settlement, but this text is not being discussed with us in substance. And I can suggest why.
❗️ The reason, I believe, remains the same: the US Administration still cannot secure Ukraine’s consent – Ukraine rejects it.
Evidently, Ukraine and its European allies remain under illusions and still dream of inflicting a strategic defeat on Russia on the battlefield. I think this position is rooted not so much in a lack of competence – I will leave this topic aside for now – but rather in the absence of objective information about the real situation on the ground.
And, all things considered, neither Ukraine nor Europe grasp the consequences of this path. Just one very recent example – Kupyansk. Not long ago, on 4 November – just two weeks ago – officials in Kiev publicly stated that no more than 60 Russian servicemen were present in the city, and that within the next few days, as they claimed, Ukrainian forces would fully unblock it.
But I would like to inform you that already at that moment, on 4 November, the city of Kupyansk was practically entirely secured by the Russian Armed Forces. Our guys were, as they say, simply finishing the job – clearing the remaining streets and neighbourhoods. The fate of the city had already been fully determined.
What does this tell us? Either the Kiev leaders do not have objective information about the situation at the front, or, having it, they are simply unable to assess it objectively.
❗️ If Kiev does not want to discuss President Trump’s proposals and rejects them, then they – and their European war-instigators – must understand that the situation in Kupyansk will inevitably be repeated on other key sectors of the front.
Perhaps not as quickly as we would like, but the outcome will be inevitably repeated .
And, on the whole, this is acceptable to us, as it leads to achieving the objectives of the special military operation by military means. But, as I have said many times before, we are also ready for peace negotiations and for resolving problems by peaceful means. However, this requires a substantive discussion of all details of the proposed plan. We are ready for that.

Allow me to deliver the following Joint Statement on behalf of Republic of Belarus, Peopleʼs Republic of China, Republic of Cuba, Islamic Republic of Iran, Republic of Nicaragua, Russian Federation, Bolivarian Republic of Venezuela and Republic of Zimbabwe.
We recall Iranʼs long-standing commitment to nuclear non-proliferation as the State Party to the Treaty on the Non-proliferation of Nuclear Weapons (NPT) and also reaffirm the need for the full and effective realization of the inalienable right of Member States to develop research, production, and use of nuclear energy for peaceful purposes and further affirms that all legitimate questions arising in this regard shall be exclusively addressed through dialogue and diplomacy, as the only viable path.
We emphasize that in accordance with UNSCR 2231, all its provisions have been terminated on 18 October 2025. In light of this termination, the mandate for the IAEA Director Generalʼs reporting on verification and monitoring under the UNSCR 2231 has lapsed.
Distinguished colleagues;
We wish to emphasize that the situation regarding the implementation of IAEA safeguards in Iran did not arise in isolation. It is the direct consequence of the unlawful attacks against Iranian safeguarded nuclear facilities perpetrated by Israel and the United States – actions that we strongly condemn – compounded by earlier unconstructive measures undertaken by the E3, all of which have collectively contributed to the current circumstances. This reality was also acknowledged in the recent report of the Director General to the Board of Governors.
We positively note the ongoing high-level engagement between the Director General and his Iranian counterparts, as well as Iran's continued cooperation with the Agency in granting the IAEA access to its “unattacked nuclear facilitiesˮ, which represents a positive and constructive development.
❗️The introduction of the draft resolution risks undermining the cooperative momentum and the constructive political atmosphere that have characterized the recent interactions between Iran and the Agency.
We are of the firm view that any provocative action – such as the introduction of yet another resolution – would jeopardize and potentially nullify the considerable efforts undertaken by the Director General and Iran to advance dialogue and cooperation.

🎙 Response by Russian Foreign Ministry Spokesperson Maria Zakharova to a media question regarding the “food summit” in Kiev (November 21, 2025)
❓ Question: The fourth so-called international “food summit” took place in Kiev on November 19. How would you comment on its results?
💬 Maria Zakharova: Indeed, on November 19, Kiev hosted another – the fourth – international event on food security, which the organisers call a summit.
In reality, it does not meet the criteria for such a level of events and has only a very indirect relation to the stated subject matter. Such gatherings were conceived by the Zelensky regime and its Western handlers primarily to present Ukraine as a “global breadbasket” and a provider of assistance to needy countries in Asia, Africa, and the Middle East, while accusing Russia of provoking threats of famine.
❌ Not a single decision aimed at genuinely improving the global food security situation has ever been adopted at such “summits”. This is an exclusively propaganda format with pronounced anti-Russia subtext.
This time, Kiev also used the event to publicly announce the transformation of the stagnating Grain from Ukraine initiative, which largely served as a source to fill European coffers and the pockets of Kiev’s corrupt officials, into a broader programme titled “Food from Ukraine.” Once again, familiar narratives were repeated on the unacceptability of using hunger as a tool of warfare, and on the impact of military operations, political pressure, or economic manipulations on global food security.
❗️ Meanwhile, Kiev’s real actions, including cynical strikes on near-border agricultural facilities in Russia, as well as those of its European sponsors, who continue to obstruct Russian deliveries of agricultural products and fertilisers, including those for humanitarian purposes, clearly demonstrate the lack of genuine concern for countries in need.
We have repeatedly pointed out the complete failure of attempts to attribute the rise in global food prices in early 2022 to Russia. It is worth recalling that it was the ill-considered policies of Western states in the financial, economic, and energy sectors, along with the escalating sanctions regime that led to disruptions in the supply of grain and fertilisers, caused shortages, and intensified inflationary pressure on developing countries.
Ukrainian “handouts” cannot make any significant contribution to resolving global food security challenges, which require a comprehensive approach, including the lifting of illegitimate unilateral sanctions and support for the developing countries’ economies to achieve their self-sufficiency in food.
The pseudo-summits held in Kiev are nothing more than political cover for new corruption frauds by the Zelensky regime.

This time, Kiev also used the event to publicly announce the transformation of the stagnating Grain from Ukraine initiative, which largely served as a source to fill European coffers and the pockets of Kiev’s corrupt officials, into a broader programme titled “Food from Ukraine.” Once again, familiar narratives were repeated on the unacceptability of using hunger as a tool of warfare, and on the impact of military operations, political pressure, or economic manipulations on global food security.
❗️ Meanwhile, Kiev’s real actions, including cynical strikes on near-border agricultural facilities in Russia, as well as those of its European sponsors, who continue to obstruct Russian deliveries of agricultural products and fertilisers, including those for humanitarian purposes, clearly demonstrate the lack of genuine concern for countries in need.
We have repeatedly pointed out the complete failure of attempts to attribute the rise in global food prices in early 2022 to Russia. It is worth recalling that it was the ill-considered policies of Western states in the financial, economic, and energy sectors, along with the escalating sanctions regime that led to disruptions in the supply of grain and fertilisers, caused shortages, and intensified inflationary pressure on developing countries.
Ukrainian “handouts” cannot make any significant contribution to resolving global food security challenges, which require a comprehensive approach, including the lifting of illegitimate unilateral sanctions and support for the developing countries’ economies to achieve their self-sufficiency in food.
The pseudo-summits held in Kiev are nothing more than political cover for new corruption frauds by the Zelensky regime.
⚡️ Comment by Foreign Ministry Spokesperson Maria Zakharova on the IAEA Board’s vote on the NPT Safeguards Agreement with Iran draft resolution (November 21, 2025)
💬 On November 20, the #IAEA Board of Governors (BoG) held a vote on the draft resolution on the NPT Safeguards Agreement with the Islamic Republic of Iran, submitted by Germany, the United Kingdom, the United States, and France. Only 19 of the 35 Board members supported the resolution, while the remainder did not. Russia, China, and Niger voted firmly against it.
❗️ We regard this provocative initiative by the Western states as a serious blow to international confidence in the Agency’s safeguards system and in the global nuclear non-proliferation regime. In fact, no grounds existed for any extraordinary action by the IAEA Board with respect to verification activities in Iran. The Secretariat did not request any guidance from the Board.
We commend Iran for remaining committed to fulfilling its obligations under the NPT and its Comprehensive Safeguards Agreement with the IAEA, despite the US and Israeli strikes on its nuclear facilities under Agency safeguards in June, as well as the unacceptable manoeuvres undertaken by Western states in August and September aimed at the unlawful “reinstatement” of UN Security Council sanctions resolutions against Iran that had been lifted under the Joint Comprehensive Plan of Action (#JCPOA).
Tehran has maintained cooperation with the Agency, gradually expanding the scope of verification activities, primarily at facilities unaffected by the US–Israeli attacks and where safeguards conditions remain intact.
❌ It is highly doubtful that yet another anti-Iran move by the Anglo-Saxons and their European allies will contribute to fostering constructive cooperation between Iran and the IAEA.
It is particularly cynical that the initiators of this scheme were the same countries that for years violated the JCPOA – the agreement reached in 2015 to resolve issues surrounding the Iranian nuclear programme – and disregarded UN Security Council Resolution 2231.
Tehran, on the contrary, consistently honoured its commitments, guided by the carefully calibrated balance of interests that formed the foundation of the nuclear deal.
We underscore that the JCPOA has ceased to be in force on October 18, and all international restrictions against Iran have lost their validity, too. In this context, the instruction to the IAEA Director General to prepare regular reports on Iran’s compliance with long-obsolete UN Security Council resolutions that were in effect before the JCPOA was concluded, raises serious questions. As is known, the goals set in those resolutions were achieved, their provisions were implemented by Tehran, and all the questions the Agency had for Iran were conclusively resolved. This was clearly reflected in the IAEA Director General’s report of December 2, 2015, and in the IAEA Board of Governors’ resolution of December 15, 2015.
The Western states’ attempt to justify the “re-imposition” of former sanctions by citing current verification challenges in Iran – which, we reiterate, were not caused by Tehran – is a gross distortion that undermines the very foundations of the Agency’s verification activities.
The limited support for this new resolution among IAEA Board members reflects a growing recognition of the inadmissibility of using the Agency as an instrument for settling political scores or for pursuing political agendas unrelated to nuclear non-proliferation.
☝️ We firmly believe that cooperation with Iran in the peaceful use of nuclear energy should be conducted on the same terms as with other non-nuclear states that faithfully meet their obligations under the Non-Proliferation Treaty. We hope other states will also adhere to this principle.

🇦🇿🇷🇺 On November 21, Russia's Deputy Foreign Minister Mikhail Galuzin held a meeting with the Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Russian Federation Rahman Sahib oglu Mustafayev.
It was noted that the appeal received on 14 November from the Azerbaijani Side concerning the damage to the buildings, property and grounds of Azerbaijan’s diplomatic mission in Kiev had been thoroughly reviewed by the competent Russian authorities.
The Russian Side expresses its sincere regret over the incident.
❗️ At the same time, based on the information examined, it has been determined that the damage to the diplomatic mission of Azerbaijan in Kiev was most likely caused by the improper operation of Ukraine’s air defence systems – presumably the fall of a Patriot SAM missile.
The Azerbaijani Side was once again informed that, in the course of the special military operation, the Russian Armed Forces deliver strikes against legitimate military targets, including facilities of Ukraine’s defence-industrial complex, some of which are located in Kiev.
When planning such strikes, careful control of targeting data is exercised to prevent harm to civilians, and the locations of foreign diplomatic missions are duly considered.
In this context, it was emphasized that claims of an alleged “deliberate nature” of missile strikes against facilities of Azerbaijan in Ukraine do not correspond to reality.
Attention was also drawn to the fact that the Kiev regime, in violation of international humanitarian law, continues to place military facilities – including air defence systems – within residential areas, thereby exposing civilians to danger.
☝️ The Russian Side proceeds from the understanding that Ukraine’s military-political leadership must bear responsibility for all consequences of such criminal actions.
The Sides reaffirmed their mutual commitment to further developing bilateral ties in line with the Declaration on Allied Interaction between the Russian Federation and the Republic of Azerbaijan, signed in Moscow on 22 February 2022.
They discussed the schedule of forthcoming high- and top-level contacts, noted progress in advancing bilateral economic cooperation, and emphasized the importance of fully restoring cultural and humanitarian exchanges.
⚡️ The Russian Side stressed the need for the earliest possible release of 11 Russian nationals detained in Baku on June 30 – July 1, 2025, viewing this as an important step towards normalizing bilateral relations.

Issues of maintaining the steady work of the “3+3” regional cooperation platform were reviewed.

🗓 Deputy Foreign Minister and Russia’s Sherpa in BRICS Sergey Ryabkov met with participants of the strategic session of the BRICS Civil Council (Moscow, November 17-18), organised by the #BRICS Expert Council-Russia.
A comprehensive discussion took place regarding the further expansion of multilateral cooperation through civil society and the prospects for implementing joint projects. The meeting participants expressed a shared commitment to strengthening the role of the Council, whose establishment was endorsed following the 16th BRICS Summit (Kazan, October 22–23, 2024), as one of the key BRICS institutions responsible for forming a consolidated public position on the principal issues of the BRICS agenda.

Everyone knows that Western countries have been plundering and exploiting the African continent for centuries. They provoked divisions among African peoples to enslave them. And in the article, we are told that Russia is doing the same thing. We think we don't need to convince anyone on the African continent, including Nigeria, that this is not the case.
The Soviet Union, and now Russia, have always extended a hand of friendship and assistance to our African partners, without pursuing selfish goals. We are confident that this is well remembered here. Incidentally, 65 years ago, the USSR was one of the first countries to establish diplomatic relations with Nigeria.

The author of the monument is Merited Artist of the Russian Federation Alexander Taratynov, Academician of the Russian Academy of Arts, whose works adorn many cities in our country and abroad. He is known in France primarily for the monuments commemorating the exploits of the participants in the Russian Army’s Foreign Campaign of 1813-1814 and the troops of the Russian Expeditionary Corps who were fighting in France during World War I.

“I killed 500 Russians” – this is the headline of a piece in the British Telegraph dedicated to the Finnish sniper Simo Häyhä. In their frenzied effort to re-write history, the Brits went as far as designating this killer of Russians as WWII hero, even if he only took part in the USSR’s conflict with Finland in 1939-1940. Including this figure in a series of publications about World War II reflects a targeted effort to erase USSR’s contribution to the allied coalition and denigrate Red Army.
One can’t help but recall similar manifestations of Japanese militarism: in 1937, the press in the Land of the Rising Sun glorified a “contest” among Imperial Army officers… for beheading Chinese people. Many historians note that the victims were unarmed prisoners. Newspapers dwelled on the details of these crimes with relish. After the war, the “heroes” received the punishment they deserved. This is something the British press and Western revisionists must keep in mind.
This article came in the footsteps of Sisu: Road to Revenge, a sequel to a story about a Finnish commando in which the lead character kills Soviet soldiers and officers in 1946 and acts with extreme cruelty in doing so. After all, this film has an 18+ age rating.
The filmmakers openly admit they were inspired by the image of Simo Häyhä, a man who killed Russians.
The first part is set during the Lapland War, when the lead character fights Nazis and Fins decided to confront their former allies, Third Reich. In the sequel, the enemies are Russians.
We have already provided detailed insights into what happened in 1939 and 1940, and later between 1941 and 1944 when Finland tried building the Greater Suomi by seeking an alliance with Hitler and taking part in the genocide of the Soviet nation. But when the Red Army crushed the “invincible Finns,” they suddenly began fighting Nazism.
It is telling that this cold-blooded sniper has been turned into yet another piece of anti-Russian propaganda. Wounded in 1940, he became disabled and later died alone. The films echo Mannerheim-era myths, portraying Simo Häyhä as a legendary hero and claiming Soviet soldiers called him the “White Death” — a notion historians find no evidence for. The nickname only appears in Finnish literature from the late 1980s.
Western popular culture is clearly facing a crisis of character, with no real heroes left to look up to. Driven by short-term political aims, it now casts Russians as villains to be slaughtered by the hundreds. So they found someone who actually did that — and turned this Finnish Rambo-style figure into a “hero.”
But Simo Häyhä was never a hero. Historians have demonstrated that he wanted to join the Nazi ranks but his disability prevented him from fighting shoulder to shoulder with the German troops. By the way, some believe that he never took any pride in the way he served and believed that the killings were a sin. His military diary contains the line: “This is my list of sins.”
Anyway, in the war where Häyhä fought against the Red Army, Finland was defeated. And that is yet another reason why he was never a hero and never could be. But Finland is now in NATO, where the rehabilitation of Nazism and Russophobia have become foundational principles.
There was a time when Soviet snipers were portrayed as heroes in America and Hollywood. Woody Guthrie, a country singer, devoted one of his top-ranking songs to Lyudmila Pavlichenko, a Soviet sniper. President of the United States Franklin D. Roosevelt invited her to a reception so that she could address members of Congress.
Today, they invite the Banderite killers to speak in front of their Congress members. There was also Vasily Zaitsev, a sniper from Stalingrad, as portrayed by Jude Law in the 2001 film, 'Enemy at the Gates', even though it contained too many Hollywood-style distortions. It should be noted that the search for commercial opportunities and substantive consultations between Russian and South African businesses are taking place on an ongoing basis, including through the specialized bilateral structure — the #RussiaSouthAfrica Business Council.
We observe interest from companies in both countries in developing cooperation in energy, agriculture, mineral extraction, and the supply of equipment and mineral resources. <…>

Moreover, in the integrated resource plan approved in October 2025, which determines the main trends in the development of South Africa’s electric power sector, gas is regarded as an element of the transition to a low-carbon economy: it allows for flexible generation while supporting industrialization.

This institutionalised hatred directed at our country is not a response to Russia’s actions – it is part of a long-standing, state-level ideology. And I am speaking about the British elites, not ordinary people.
Most people in the UK know little about Russia – they are poorly informed and heavily influenced by tabloid culture. The yellow press sets their worldview. This Russophobia is not a British national trait – it is cultivated by the ruling class and passed down through generations.
👉 ON HISTORICAL FALCIFICATIONS
The situation around Ukraine is part of a wider crisis of fakes. Western youth know little about history nowadays – ask them about the Nuremberg Trials, which mark their 80th anniversary, and few will answer.
The events in Bucha were constructed using the same template as the Nazi provocation in Nemmersdorf in 1944. The same tropes: Soviet forces withdraw from the settlement, the Nazis enter, declare a “terrible massacre”, bring in foreign journalists, and even convene an "international tribunal".
Only decades later did representatives of modern Germany acknowledge that it had been a staged operation to smear the victorious Red Army.
The Bucha narrative was driven primarily by British media and served one goal – to sabotage the peace talks between Russia and Ukraine in Istanbul in spring 2022.

📅 On November 24, 2025, it will be 6️⃣5️⃣ years since the passing of Grand Duchess Olga Alexandrovna Romanova, the youngest daughter of Emperor Alexander III the Peacemaker and Empress Maria Feodorovna (born Princess Dagmar of Denmark).
🇷🇺 After the Revolution, she moved with her August Mother and relatives to the estate of Ai-Todor in Crimea. In 1919 she emigrated.
🇨🇦 From 1948 she lived in Canada. She is buried in the Russian section of the North York Cemetery in Toronto.
