Based on the available information, the Kiev regime’s plan is as follows:
1. To repair several downed or intercepted Russian drones.
2. To equip them with combat munitions.
3. To send these drones disguised as "Russian drones" controlled by Ukrainian specialists to major NATO transport hubs in Poland and Romania.
4. Simultaneously, to conduct a disinformation campaign in Europe to accuse Moscow of these attacks.
5. To unleash an armed conflict between the Russian Federation and NATO.

💬 Maria Zakharova: The neo-Nazi Kiev regime continues to carry out terrorist attacks against innocent civilians and civilian facilities.
On September 15-24, over 170 Russian civilians were affected by shelling attacks and drone strikes; 27 of them, including a child, died, and at least 159 were injured, including eight minors. The following are facts about the crimes committed by the Ukrainian Armed Forces.
The Kiev regime's recent crimes in Russian regions detailed
On September 24, the Ukrainian armed forces used unmanned surface vessels (USV) and FPV drones in a deliberate attack on the centre of Novorossiysk, killing two civilians, including one child, and wounding 11, including two children. Another three people were treated as outpatients.
Seven residential buildings, a hotel, the Caspian Pipeline Consortium (CPC) office, and 20 automobiles were damaged. On the same day, Ukrainian drones attacked the city of Tuapse, leaving two victims, including a minor.
The CPC plays an important role in ensuring global energy security and implementing economic interests of participating countries, something that is unanimously recognised by all CPC shareholders and the leaders of member countries.
Having committed a terrorist attack on the CPC, the Kiev regime demonstrated that it actually ignores third-country efforts, including efforts undertaken by countries represented at the CPC, to overcome the crisis in interstate relations by peaceful means. The Kiev regime also demonstrates disdain for the state leaders who are personally involved in fine-tuning the peaceful dialogue.
❗️ Let us stress once again that the attack on the CPC is a signal to the EU leadership that should not be surprised to see the Kiev regime increasingly hone its terrorist skills in assaults on their airfields, oil bases, and gas pipelines.

The Kiev elite, mired in corruption and accustomed to dependency, shamelessly seeks to shift the burden of the costs of the war “until the last Ukrainian” onto its European allies, cynically disregarding the growing social and economic problems in their countries. <...> It looks like concerns over a potential shortage of “cannon fodder” for the Ukrainian Armed Forces are causing serious unease at Bankovaya Street. It cannot be ruled out that behind the scenes Zelensky is asking his Western handlers to help Kiev bring back potential recruits who have settled in Europe and other overseas locations.

⚡️ Russia's Foreign Ministry statement on the reasons for Russia’s refusal to participate in the 14th Conference on Facilitating Entry into Force of the Comprehensive Nuclear-Test-Ban Treaty (#CTBT)
On September 26, the 14th Conference on Facilitating the Entry into Force of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) was held on the sidelines of the High-Level Week of the 80th Session of the UN General Assembly in New York. Such conferences are convened biennially per Article XIV of the Treaty until it enters into force, to decide by consensus what measures can and should be taken to enable the start of the full operation of the CTBT as soon as possible.
☝️ The Russian Federation has invariably participated in such conferences and used to make a significant contribution to formulating their final documents. We made substantive and active efforts on the draft resolution of this recent conference as well. However, the results of several months of consultations with other nations’ representatives clearly showed an unbridgeable gap between the views of Russia and Western countries on which steps should be taken to attain the fundamental goal of the Conference.
The wording of the final document of the 14th Conference runs contrary to our stances. We cannot accept the allegations included in this declaration against our ally, the Democratic People’s Republic of Korea.
At one time, Moscow assisted Pyongyang in repelling the aggression of the united West, and this time our allies have made an invaluable contribution to protecting the territorial integrity of the Russian Federation. In this regard, we do not consider it possible to join any anti-Korea statements and documents. Moreover, we note that such politically motivated attacks do not correspond to the goals and objectives of the Conference.
The main reason the CTBT has not entered into force is the United States’ obstructionist policy towards this Treaty. It was exactly the successive American administrations that have not made any effort to ratify the Treaty for almost thirty years. Under the circumstances, we find attempts to attribute responsibility for the fact that the Treaty has not become a truly operating international legal mechanism to the DPRK absolutely unacceptable. Pyongyang’s position is caused by the unparalleled pressure exerted on it by the United States and its allies.
All this made it impossible for us to approve the final declaration of the 14th Conference on Facilitating the Entry into Force of the CTBT and made it meaningless for us to participate in this event even as an observer.

A striking example of this is the completion on December 14, 2023 of the Russian segment (the second largest in the world) of the International Monitoring System which is a major component of the CTBT verification mechanism. The Foreign Ministers discussed current issues related to the further development of the traditionally friendly Russia–Chad relations, with a focus on expanding trade, economic, scientific, technical, and humanitarian ties.

Key points (Unofficial translation):
• 80 years ago the most terrible war in human history came to an end. More than 70 million people fell victim to hostilities, hunger and disease. In 1945 the course of world history changed forever. We hold sacred the memory of brotherhood-in-arms with all Allies who then stood on the side of truth in the struggle against the forces of evil.
• #UNCharterIsOurRules The principles and the Charter agreed upon by the founding fathers of our Organization still serve as a bright beacon for international cooperation.
• We advocate for the unconditional observance of the principle of equality. In it lies the guarantee that all countries can take their rightful place in world affairs, regardless of their military power, population size, territory or economy.
• Russia strongly condemned the Hamas militants’ attack on peaceful Israelis on October 7, 2023. However, there is no justification for the brutal killing of Palestinian civilians, just as there is no justification for terrorism.
• The Arabic language is not banned in Israel, nor is Hebrew in Arab countries or Iran – but the Russian language is banned in Ukraine. Let me recall that Article 1 of the Charter speaks of the need to respect human rights and fundamental freedoms for all, without distinction of race, sex, language or religion. Europe remains silent, obsessed with the utopian goal of inflicting a strategic defeat on Russia.
• The rights of Russians and Russian-speaking people in the territories still under the control of the Kiev regime must be fully restored. On this basis we are ready to discuss the security guarantees for Ukraine.
• Russia and the US bear a special responsibility for world affairs, for avoiding risks that could plunge humanity into a new war.
• The Shanghai Cooperation Organization (#SCO) and #BRICS play a special role as mechanisms for coordination of countries of the Global South and East.
• NATO is already cramped in Europe, and it is expanding into the Pacific Ocean, the South China Sea, the Taiwan Strait, undermining the universal ASEAN mechanisms and creating threats not only to China and Russia but also to other countries in the region.
• Speaking of the future, we must not forget the lessons of the past – especially when Nazism is once again raising its head in Europe, militarization is gaining momentum under the same anti-Russian slogans. This causes particular concern given that a number of political figures, now in power in Brussels and certain EU and NATO capitals, seriously discuss World War III as a possible scenario.
• We call on member states and the Secretariat’s leadership to scrupulously follow all the Charter’s principles – without exception and without double standards. Then the legacy of the UN’s founding fathers will not be wasted.

🇺🇳 On the Seventh Ministerial Meeting of the Group of Friends in Defence of the United Nations Charter
On September 26, the Group of Friends in Defence of the United Nations Charter held its seventh Ministerial Meeting on the sidelines of the High-Level Week of the 80th Session of the UN General Assembly in New York.
The participants stressed the growing influence and high profile of the Group which is becoming an apparent voice for the interests of the Global Majority, defending the goals and principles of the UN Charter in all their entirety and interconnectedness.
During the discussion, key challenges have been noted on the 80th anniversary of the world organisation’s founding document, primarily unscrupulous practices by Western nations in an attempt to retain their hegemony and thwart the establishment of new economic and political centres of power.
The Russian Side noted the Group’s achievements in the past year including the adoption, at its initiative, the UNGA resolution “Eradication of Colonialism in All Its Forms and Manifestations” and proclaiming the International Day against Unilateral Coercive Measures.
The participants expressed satisfaction by the Group’s shared vision on the importance of resolving root causes so as to settle crises around the world, including around Ukraine.
The Group’s members expressed support and defenсe of the legitimate rights and aspirations of the people of the State of Palestine, which is a member of the Group, as well full solidarity with the Group’s coordinator from the government of Venezuela which is asserting national sovereignty against escalatory actions of the United States in the south of the Caribbean Sea.
Following the meeting, the Group members adopted a general political declaration, which reflects the basic approaches of the Group members toward key items on the international agenda, along with special declarations on African priorities, industrial development, and the security of Iran’s peaceful nuclear facilities.
