On September 15, Guatemala marks #IndependenceDay

In 1821, under the influence of rising liberation movement, Spanish colonies on the American continent adopted the Act of Independence of Central America that came into force on September 15. This date is marked in Guatemala as Independence Day.

🇷🇺🇬🇹 Russian-Guatemalan diplomatic relations were established 80 years ago, on April 19, 1945. However, the first contacts between the two countries had been made much earlier.

As early as 1880, Russian Emperor Alexander II and Guatemalan President Justo Rufino Barrios Auyón exchanged messages that marked the beginning of our bilateral ties. It was a step, which made it possible to establish strong ties of friendship and understanding and lay the foundation for a fruitful multifaceted cooperation.

We reaffirm our invariable readiness for joint work to develop a constructive political dialogue, promote trade, economic, cultural and humanitarian interaction based on mutual respect, equality and pragmatism.

On September 15, Honduras marks its national holiday – #IndependenceDay

In 1821, under the influence of a powerful liberation movement that engulfed Spanish colonies on the American continent, the Act of Independence of Central America was adopted. The document was enacted on September 15, declaring independence of five Central American countries, including Honduras.

🇷🇺🇭🇳 The USSR and Honduras established diplomatic relations on September 30, 1990. This year our countries will mark the 35th anniversary since their establishment.

During this period, our countries have laid a foundation of the Russian-Honduran friendship and cooperation. Relations between our countries are defined by mutual understanding and fruitful partnership.

On April 15, the Foreign Ministry held a gala opening of the Anniversary Year: From Mexico to Argentina exhibition. It marked the milestone anniversaries of establishing diplomatic relations between Russia and a number of countries of Latin America and the Caribbean, including Honduras.

🤝 Our countries maintain an eventful political dialogue and effective contacts between parliaments, ministries and agencies. We actively promote practical cooperation in healthcare, space exploration, peaceful use of nuclear energy, emergency relief, agriculture, transport, education, and personnel training.
 
🌐 Moscow and Managua are allies in the matter of establishing a more just and democratic multipolar international order.

#UNCharterIsOurRules: We work together to achieve these goals at various international venues, including within the Group of Friends in Defence of the UN Charter.
 
It is of particular importance that Nicaragua has declared December 12, Constitution Day of the Russian Federation, Day of Friendship with Russia. This is a tell-tale evidence of fraternal relations based on trust and many years of cooperation.

🗓 Today #CostaRica celebrates Independence Day!

In 1821, under the influence of the powerful liberation movement that swept across Spain’s colonies in the Americas, the Act of Independence of Central America was signed. The document entered into force on September 15, declaring the independence of five countries of the subregion, including Costa Rica.

🇷🇺🇨🇷 Diplomatic relations between the USSR and Costa Rica were established on May 8, 1944. In 1991, the government of Costa Rica recognised the Russian Federation as the successor state to the USSR.

Bilateral relations were boosted following the exchange of official visits by Foreign Ministers in 1997 whereby a number of intergovernmental documents were signed.

On September 23, 2023, Sergey Lavrov met with Foreign Ministers and representatives of the Foreign Ministries of Belize, Guatemala, Honduras, the Dominican Republic, Costa Rica, Nicaragua, Panama, and El Salvador on the sidelines of the 76th session of the UN General Assembly. The Sides expressed a shared commitment to advancing cooperation in a multilateral format between Russia and the countries of the region.

Bilateral political ties are developing stably.

In 2019, marking the 7️⃣5️⃣ Anniversary of diplomatic relations between the two countries, Russian Foreign Minister Sergey Lavrov noted that “over this period, we have managed to build strong bonds of friendship and mutual understanding, laying the foundations for fruitful cooperation, including on the world stage.”

“For us, Latin America and the Caribbean (LAC) is an area of foreign policy that is important in and of itself. Our partnership with Latin America is built on ideology-free and pragmatic approaches and is not directed against anyone. We are in favour of the Latin American and the Caribbean countries remaining united and diverse as well as remaining strong, politically close and economically sustainable.”

On this day in 1821, the peoples of Central America proclaimed their independence from Spain, forming five sovereign states.

🇷🇺🇸🇻 Diplomatic relations between Russia and El Salvador were established on June 3, 1992.

Collaboration between legislative bodies continues to evolve, including through bilateral exchanges of parliamentary delegations.

Bilateral ties in culture and media are expanding. High-level exchanges of messages occur regularly, the practice of inter-ministerial political consultations is consistently maintained.

✍️ On February 13, 2024, Russian President Vladimir Putin sent a message of congratulations to President of El Salvador Nayib Bukele Ortez on his re-election as head of state.

On June 7, 2024, on the sidelines of the 27th St Petersburg International Economic Forum, Russian Foreign Minister Sergey Lavrov met with Vice President of the Republic of El Salvador Félix Ulloa Garay.

We hold in high regard the friendly relations between Russia and the Republic of El Salvador, which continue to progress steadily across various fields. We welcome the unwavering interest of Salvadoran citizens in pursuing education in Russia.

🇷🇺 Foreign Intelligence Service of the Russian Federation:

💬 The Press Bureau of the Foreign Intelligence Service (SVR) of the Russian Federation reports that, according to incoming information, the current riots in Serbia with an active involvement of young people are largely the product of subversive activities of the European Union and its member states.

The aim of the European liberal mainstream is to bring to power in that major Balkan country an obedient and loyal to Brussels leadership. It must be admitted that the European elites have achieved much: the young people are becoming radicalised, turning from peaceful protests to the “revolutionary” methods of struggle and violence.

But the “colour revolution” scenario the West has used with much success in many other countries is failing in Serbia. The European bureaucracy’s final aims have not been achieved. The reason is:

• the strong patriotic sentiments persisting among the local public,
• the unifying influence exerted by the Serbian Orthodox Church,
• as well as the memory of NATO’s aggression and bombing attacks that led to the country’s disintegration.

The European elites intend to use the anniversary of the tragic events in Novi Sad on November 1, events that have triggered off the current unrest, in order to sway the situation in their favour. They focus on “brainwashing” the Serbian youth and advertising the so-called “bright European future.”

☝️ A special role is being assigned to the supposedly independent media. It is intended to reinforce their “independence” with “democratic” European money.

According to the intelligence available to the SVR, Brussels-affiliated NGOs will provide considerable financial backing to Serbian news websites, such as FoNet, RAM Network, Vreme, JuzneVesti, Slobodnarec, Boom93, Podrinske, Freemedia, Indjija, SOinfo, FAR, Storyteller, as well as Link, a NGO.

Вrussels hopes that by bankrolling the media and NGOs, it will be able to mobilise protest voters, make people take to the streets, and finalise the “Serbian Maidan” in line with the repeatedly used scenario. But the European officials’ false promises of their “soon-to-come accession to the blossoming European garden” are nothing more than bait.

The Serbs will have to pay for this constantly receding prospect in their ancestors’ gains and memory. The European Union has no use for the proud and closely-knit Serbian people.

⚡️ Statement by a Russian representative during the urgent debate on the recent air strike carried out by the State of Israel against the State of Qatar

📍 September 16, 2025, Geneva

❗️We strongly condemn the attack carried out by Israel on September 9 on a residential complex in Doha, which was declared to have targeted senior members of the leadership of the Palestinian movement Hamas.

We are deeply concerned that the Israeli Air Force struck a district where foreign embassies, residential buildings, busy roads, as well as several schools and kindergartens are located. A far greater number of innocent people could have become victims of this massive air strike in the middle of the working day.

Such a flagrant violation of state sovereignty, as well as the creation of a serious threat to the security of civilians, cannot be justified. We fully share the assessments of the UN Secretary-General on the inadmissibility of Israeli attacks on Qatar, which constitute an encroachment on the territorial integrity of an independent State.

What is particularly cynical is that Doha, as one of the key mediators between the Palestinians and the Israelis, has been working tirelessly for the past few months to stop the bloodshed in Gaza and to secure the release of hostages. This strike was therefore directed not only against Qatar as sovereign state not involved in the Arab-Israeli conflict, but also against mediation efforts and the very prospect of a diplomatic solution to the Palestinian-Israeli conflict. It is obvious that the Israeli foray will have the most serious consequences for both the situation in Gaza and the security of the vast region of the Middle East. In this regard, we call on on Israel to refrain from reckless acts of aggression that provoke the escalation of the "spiral of violence" in the region.

🗓 On 15 September Russian Ambassador to the UK Andrei Kelin was invited to the Foreign Office, where he received a formal protest regarding the appearance of drones in Polish airspace.

We inquired whether the British side possessed any evidence that the drones had been launched by Russian forces. They had none. We also requested that the Foreign Office clarify its view of the motives or reasons for dispatching drones in the direction of Poland. Obviously, Russia could have no interest in taking such actions. By contrast, the Ukrainian leadership has a wide range of reasons and opportunities to carry out such an operation under a "false flag". It is not difficult to list them. No counter-arguments were offered in response.

The British side was reminded that there had been no plans to target any facilities on Polish territory during the recent air strikes against the installations of Ukraine's military-industrial complex. Russian representatives have already provided detailed explanations in NATO and EU capitals, as well as in New York during a meeting of the UN Security Council.

The Russian side remains ready to discuss this matter with colleagues from Poland and other concerned nations in order to clarify the circumstances and prevent further escalation.

☝️ We reiterate that Russia has no interest in heightening tensions with Poland or NATO.

On the contrary, it is Kiev and its sponsors that have every reason to fuel militaristic anti-Russian hysteria and who have repeatedly engaged in provocations for that purpose. It is, therefore, plain to see who is to blame.
🇷🇺 Zaporozhskaya Nuclear Power Plant:

❗️ The Armed Forces of Ukraine (AFU) are shelling the fuel depots of Zaporozhskaya Nuclear Power Plant (ZNPP).
 
The artillery attack has ignited the dry vegetation on the adjoining territory. The distance between the outbreak of fire and diesel fuel tanks is about 400 metres. As of now, the main infrastructure facilities are not threatened.
 
It is important to note that the level of radiation background at the plant and on the adjoining territory is within the norm.
 
The situation is currently under control, with work in progress to eliminate the flare-up. There are no victims among the plant staff. Relevant services are working on the site.
 
It is worth noting that the plant’s auxiliary facilities, including the fuel depots, are structurally less protected by comparison with reactor shells.
 
These attacks go beyond all imaginable security design bases.
 
A fire in the vicinity of depots storing fuel needed for the plant’s operation can potentially lead to disastrous consequences. At the same time, we must stress that the fire has been contained and the situation is fully controlled by the plant personnel and emergency services.

On September 15, representatives of the diplomatic corps took part in the cultural event "Dance Overture to the World" – an international project organized by the Russian National Ballet Kostroma. It is part of a series of events for foreign diplomats aimed at sharing and promoting Russian culture.

More than 100 diplomats from 40 countries were present at the event, alongside representatives of the Federation Council, the State Duma, the Ministry of Culture, and foreign students from Russian universities. In total, more than 500 people attended the show. Deputy Foreign Minister Alexander Pankin delivered welcoming remarks.

🌏 The "Dance Overture to the World" aims to expand and strengthen friendly ties between #BRICS and its partner countries, as well as to form an international choreographic community based on the BRICS Alliance of Folk Dance Culture, which was established in 2024 following a meeting of the BRICS Ministers of Culture at the 10th St Petersburg International United Cultures Forum.

Russian National Ballet Kostroma is a cultural brand of modern Russia. This renowned traditional dance company represents our country at key international events, including the "Dance Overture to the World" project.

🩰 This year, Russian National Ballet Kostroma has already performed in 🇪🇬 Egypt and the 🇦🇪 UAE. A tour in 🇨🇳 China is planned for October 2025, followed by a tour in 🇮🇳 India in February 2026.

Winners of the Olympiad will be granted the opportunity to study at MGIMO University of the Russian Ministry of Foreign Affairs tuition-free in bachelor’s programs (taught either in Russian or in English), as well as in the preparatory program for international students.

Prize-winners will be granted priority admission to tuition-based places through the portfolio competition.

The Olympiad will be held in Russian and English. Participants will be assessed on their knowledge of Russian (for CIS countries only) and English, as well as their general knowledge of geography, world history, and international relations.

The competition will consist of two stages: the qualifying round will take place online in November 2025, and the final round will be held in February–March 2026 in a hybrid (online and in-person) format.

🗓 On September 17, 1939, the Red Army launched a military operation in Poland’s eastern regions, also known as the Red Army’s Polish Campaign.

Certain (pseudo)academic circles and mainstream media in the West intentionally promote an excessively biased interpretation of these events seeking to equate the Third Reich and the USSR and cast our country as an aggressor.

❗️ Such approach is completely at odds with the historical truth.

Britain and France, which had played their role in fostering Hitler’s aggression in Europe and redirecting it eastward, were not willing to fulfill their alliance commitments to Poland, having just formally declared a war against the Third Reich, and refrained from direct military confrontation.

The French army did not even attempt to prevent the redeployment of the Wehrmacht units to the East. As Nazi general Alfred Jodl later testified at the Nuremberg trials, "if the Reich did not fail in 1939, it was only because during the Polish campaign, approximately 110 French and British divisions, stationed in the West, took no action against Germany’s 23 divisions".

Thus, Warsaw, which completely relied on support of Britain and France, was, in fact, abandoned by the allies and had to face Hitler’s aggression. Poland was doomed to meet the same fate that had Czechoslovakia a year earlier. Betrayed by its allies and falling victim to its own political miscalculation, the Polish leadership — which for years had prioritized collaboration with Nazi Germany — ultimately led its nation to catastrophe.

The Nazi army, possessing a threefold superiority in manpower and military equipment over the Polish defenders, decisively crushed the country. By mid-September, the fascists encircled the main Polish forces nearby Warsaw, and in the east, Wehrmacht reached the line which included Grajewo, Białystok, Brest, Vladimir Volynsky, Lvov and Stry.

The rapid collapse of the Polish statehood, a key strategic buffer between the Soviet Union and Germany, along with the treacherous wait-and-see tactics of the European powers in the face of fascist aggression (Moscow interpreted that as an attempt by the Western elites to once again reach an agreement with Hitler behind the USSR’s back), compelled the Soviet leadership to take decisive action aimed at eliminating the threats emanating from the Polish bridgehead seized by the Reich.

In Moscow, there was a clear understanding that an armed conflict with the Nazis was just a matter of time. Therefore, having a bigger distance between the major cities of the Soviet Union, on the one hand, and the Wehrmacht’s advance positions, on the other hand, would have provided the Red Army with more strategic and tactical advantages.

🌟 On September 17, 1939, the Red Army entered Poland's territory from its eastern border and took hold in Western Ukraine and Western Belarus with the aim of protecting the brotherly peoples who lived on those territories. Moreover, the advance of the Nazi troops towards the western borders of our country was halted.

The well-timed campaign by the Red Army helped save people in Eastern Poland, i.e., in Western Belarus and Western Ukraine, from genocide, including Jews, Ukrainians, Belarusians, Poles, Russians… The Soviet authorities enabled many Polish nationals and refugees to emigrate.

The Red Army did not go beyond the regions that were previously occupied by Poland in 1920 and 1921 following the Polish-Soviet War. The Soviet forces reached the so-called Curzon Line, a demarcation line designated as Poland’s eastern border by the Entente’s Supreme War Council.

☝️ Neither London, nor Paris viewed the USSR’s interference as an act of aggression — they did not voice any formal protests against Moscow, nor declared war against the Soviet Union.

The oft-repeated mantra and politically motivated claims of so-called dual aggression — Soviet and German — against Poland do not withstand any serious scrutiny and are just a vivid example of historical revisionism.
