🎙 Russia’s Foreign Ministry Spokeswoman Maria Zakharova’s answer to a media question
❓ Question: Zelensky said that he was ready to travel to Istanbul on May 15 to take part in the talks on settling the Ukraine crisis. In their reporting on this matter, certain media outlets have recalled that Vladimir Putin has met Zelensky only once – it happened in Paris back in December 2019. During the meeting, they discussed renewing the Minsk agreements which were signed in 2014 and 2015, but were unable to agree on a treaty. But what was the actual situation at that time with respect to that matter?
💬 Maria Zakharova: Indeed, the Normandy format summit in Paris on December 9, 2019, was the one and only time when President Vladimir Putin had a meeting with Zelensky. However, extending the Minsk agreements was not and could not have been on the agenda. Signed on February 12, 2015 in Minsk, this Package of Measures was designed as an open-ended agreement (with no expiration date), setting forth a final settlement in the intra-Ukrainian conflict between Kiev, Donetsk and Lugansk. The UN Security Council approved this document.
As during the earlier Normandy Format summits in Paris in 2015 and in Berlin in 2016, the 2019 summit focused on specific steps the parties to the agreements, primarily Kiev, had to take in order to ensure that the specific provisions of the Minsk Package of Measures are fully carried out.
We remember well the 2019 summit in Paris for Zelensky’s provocative negotiating tactic when he suddenly refused to approve the outcome document despite the fact that it was already drafted and coordinated by the parties involved, including Kiev. He asked to remove the provision on the separation of forces along the entire line of contact and insisted on replacing it with a provision which provided for the separation of forces in three sections only. However, he failed to deliver even on these commitments which he had articulated himself.
In August 2022, then Secretary of Ukraine’s National Security and Defence Council Alexey Danilov, who no longer serves in this position, acknowledged that Kiev did not intend to deliver on any of its commitments at that time, while focusing all its efforts on preparing for war with Russia. This is what he told NTA, a Ukrainian television network: “War preparations started after the December 9, 2019 meeting in Paris when Zelensky did not accept the terms Russia, France and Germany were offering. Zelensky said that there would be no Minsk 3 deal. The next day, it started to become increasingly clear to us that a big war with Russia was imminent.”
Later, it turned out that Berlin and Paris were helping Kiev prepare for war. In 2022, former German Chancellor Angela Merkel and former French president François Hollande said that no one planned to execute the Minsk agreements, and that the sole purpose of this deal consisted of winning time for preparing Ukraine to settle the so-called Donbass issue by force.
❗️ Today, these same countries are pushing for a 30-day truce to give Kiev a respite and enable it to restore its military capabilities to be able to continue confronting Russia.

⚡️ The International Civil Aviation Organisation (#ICAO) issued a press release saying that on May 12, the organisation’s Council held a vote on the crash of the MH17 Malaysian Boeing aircraft in 2014. Australia and the Netherlands initiated this procedure back in March 2022.
Russia is not part of the ICAO Council. In its press release, this body alleges that the responsibility for downing this flight rests with the Russian Federation. However, the text of the ruling, including its reasoning part, is not available. Therefore, this amounted to a blind vote – it is quite obvious that this decision does not hold water.
❗️ Once again, the ICAO Council demonstrated its political bias. It takes its decision while guided by momentary considerations. This is not the way it must operate.
Russia withdrew from these proceedings last year, on June 17, 2024, in view of the multiple procedural violations by the Council and the ICAO Secretariat. <...>
That said, Moscow’s principled position remains relevant to this day – Russia was not involved in the MH17 crash, while all the claims to the contrary coming from Australia and the Netherlands are at odds with reality.
But before its withdrawal, Russia submitted exhaustive and convincing evidence and facts to the Council demonstrating that it was not involved in the crash. All member states in the Council received this information.
On several occasions, Russia suggested that the Council undertake a full, thorough and independent international investigation into the MH17 crash, as requested in UN Security Council Resolution 2166 (2014). However, guided by a political agenda and in violation of the corresponding procedure, the Council refused to carry out this investigation. Instead, it opted for giving credence to the claims by Australia and the Netherlands, as well as the outcomes produced by the Joint Investigative Team, formed by these two countries, Australia and the Netherlands, as well as Ukraine, i.e., countries with a direct interest in denigrating Russia.
<...>
Claims by the Netherlands and Australia about using satellite imagery as evidence are also false, since they never had any images of this kind at their disposal. <...>
The Council has completely ignored the fact that Ukraine had its Buk surface-to-air missile systems stationed near the crash site, as well as the markings on the missile fragments indicating that it came from Ukraine. This was not the first time that Ukraine downed a civilian aircraft – in 2001, its air defence forces downed a Russian Tu-154M aircraft over the Black Sea.
In addition to this, guided in its work by the countries of the so-called collective West and their satellites, the Council has also ignored the January 31, 2024, ruling by the UN’s International Court of Justice in the Ukraine v. Russia case. It rejected Kiev’s claims to hold Russia responsible for the MH17 crash.
<...>
Russia reaffirms its sympathy and compassion towards the families of MH17 crash victims.
However, we must make it clear that the Kiev regime is the main culprit in this tragedy.
🔻 It was Kiev which started an armed conflict in 2014 by launching a military operation against Donbass under the false pretext of combatting terrorism.
🔻 It was Kiev that shelled and bombed Donetsk, Lugansk and other cities in Donbass, killed civilians, including women and children.
🔻 It was Kiev that refused to close the air space over the combat zone.
Russia refuses to accept the Council’s decision. It is illegitimate, runs counter to the 1944 Convention on International Civil Aviation and its own rules of procedure.
☝️ Unlike the biased Council majority, Russia reaffirms its commitment to UN Security Council Resolution 2166 (2014) for the sake of establishing the true causes of the crash.

We will forever remember the price we paid for Victory in the Great Patriotic War. Unlike countries of the Western Europe overpowered by Nazis, the Soviet Union did not succumb to Nazis who planned to exterminate us all. We faced a war of annihilation. For decades after Nuremberg, this was never questioned. Now, we are forced to prove that it was genocide.
The peoples of the Soviet Union not only defeated the Wehrmacht, but also brought life, liberation and salvation to the peoples of Eastern and Central Europe. The Red Army, the Soviet soldiers halted the Nazi extermination machine in its tracks and extinguished the Holocaust crematoria. Those who deny this are clearly supporting the resurgence of Nazism and the rise of neo-Nazism.
In a futile attempt, the embassies of the Kiev regime and its Western patrons are trying to propagate deep-rooted falsehoods that defy history. In their hatred, Ukrainian diplomats go so far as to equate the Soviet Union (homeland of their forefathers) with the Third Reich. <...>What they are doing causes nothing but indignation and disgust. Fathers and grandfathers of many of them, including the ringleader of the Kiev junta Zelensky, were front-line soldiers who fought for the common Soviet Motherland against Nazi invaders and criminals. What would their ancestors say, looking them in the eye, seeing their descendants who, for the sake of personal gain or a pat on the shoulder from their Western master, smear their own past and betray their own history?
#KievRegimeCrimes
The Kiev regime has really pushed the limits in its so-called de-communisation policy. It now advises Great Patriotic War veterans living in Ukraine – as unbelievable as this may sound – to conceal the war-time decorations they earned for winning the war, for the battles they fought and the feats they accomplished during the Great Patriotic War. They are being told to wear their decorations on the inside of their jackets so that they do not cause any misgivings to those around them who might somehow be disturbed. They referred to them as "sensitive people" without going as far as calling them Russia-haters, but there is no doubt that this is what they had in mind. How can this be? And how do we frame this posture? This is a deliberate effort to sneer at these people, mock and disparage them.
The Kiev regime now wants the real heroes not only to stay in the shadows, but to stage their self-annihilation of sorts so that they keep their heads underwater without even daring to show their decorations and medals. It is quite obvious that the Kiev regime views those who saved the world from Nazism with fear, hatred and resentfulness.

The Alliance is continuing with its policy of drawing South Caucasus republics into its orbit.
It should be clear to everyone that NATO’s actions in the South Caucasus are not aimed at enhancing security but at creating a zone of instability and military-political tension in the region.

🇷🇺🇲🇾 On May 14, President of Russia Vladimir Putin and Prime Minister of Malaysia Anwar Ibrahim, who is on an official visit to Moscow, held talks in the Kremlin.
The Leaders had an in-depth discussion of key issues of bilateral political, trade and economic cooperation, outlined measures to further develop Russian-Malaysian interaction and exchanged views on current international and regional issues.
💬 President Putin's greetings at the start of the discussion: Mr Prime Minister, friends, Mr Prime Minister, friends,
I am delighted to welcome you to Moscow.
Malaysia is a long-time, trusted and important partner for Russia in the world and in Southeast Asia.
I know that Malaysia assumed the rotating ASEAN chairship on January 1, 2025. We hope that with your assistance our relations with that respected and reliable association will develop as steadily as relations between our countries, which are based on friendship and partnership.
📈 We maintain steady trade and economic ties. However, it is regrettable that our trade, which can overall be described as good, decreased last year. Our intergovernmental commission will address this issue, seeking to understand the reasons behind this decline and doing everything in its power to move our relations onto a positive development trajectory.
We have good relations in virtually all spheres. I believe that we have maintained diplomatic relations since 1967. We sincerely hope that your visit will be fruitful as well.
We remember and are grateful to you for attending the Eastern Economic Forum. I know that from Moscow you will travel to Kazan, where you will attend the Russia – Islamic World Forum, which we consider to be very important. I have no doubt that your visit will not only be substantive but will also be held at a high level and will promote the further development of relations between our countries.
🤝 We are developing our cultural relationship. One of its elements, tourism, has both economic and cultural aspects. Malaysia is becoming an increasingly attractive destination for Russian tourists. We are grateful to you for working hard to ensure the comfort and safety of our citizens in Malaysia.
We are delighted to host your visit. Mr Prime Minister, welcome to Russia.

⚡️ Joint Declaration of the Russian Federation and the People’s Republic of China on Further Strengthening of Cooperation to Uphold the Authority of International Law
unofficial translation
📃 1. The Russian Federation and the People’s Republic of China reaffirm their comprehensive strategic partnership of coordination in the new era. They firmly uphold the international system with the United Nations at its center, the international order based on international law, and the central role of the United Nations in international affairs. They reiterate the 2016 Declaration of the Russian Federation and the People’s Republic of China on the Promotion of International law.
🔹 2. The Russian Federation and the People’s Republic of China believe that codification and progressive development of international law must take account of the realities of a multipolar world, primarily within the efforts taken under the aegis of the United Nations. They support widest possible participation of States in UN treaties and uniform interpretation and application thereof.
They also note the importance of using the potential of regional, subregional and cross-regional multilateral mechanisms, organizations and integration systems such as #BRICS or the Shanghai Cooperation Organization, in elaborating norms of international law, if this is in the best interests of the respective region and participating States.
🔹 8. The Russian Federation and the People’s Republic of China oppose and condemn unilateral sanctions that violate international law, in particular the principles of sovereign equality of States, State immunity and non-interference in internal affairs of States, and are not authorized by the Security Council, as well as long-arm jurisdiction and division along ideological lines, and emphasize that States have the right to conduct normal economic and trade cooperation.
🔹 10. The Russian Federation and the People’s Republic of China reaffirm the principle of peaceful settlement of disputes and express their firm conviction that States shall resolve their disputes through dispute settlement means and mechanisms that they have agreed upon.
<...>
🔹 13. The Russian Federation and the People’s Republic of China assert that international obligations regarding immunity of States, their officials and State property, including but not limited to property of the central bank or other monetary authority of State, diplomatic and consular property, cultural heritage of the State, must be honored by States at all times.
🔹 16. The Russian Federation and the People’s Republic of China call for continued efforts to strengthen the system of arms control, disarmament and non-proliferation treaties and at preserving its integrity and validity for maintaining global stability and international peace and security which is in the strongest interest of humankind.
<...>
🔹 21. The Russian Federation and the People’s Republic of China reaffirm that international law, in particular the Charter of the United Nations, is applicable and essential to maintaining peace and stability and promoting an open, secure, stable, accessible, peaceful and interoperable Information and Communication Technologies (ICTs) environment.
<...>
🔹 24. Having in mind the 80th Anniversary of the Victory in the Second World War that helped to shape the very structure of relations between nations in the modern age including the founding of the United Nations, the Russian Federation and the People’s Republic of China agree to jointly safeguard the international system with the United Nations at its core, the international order underpinned by international law, and the basic norms governing international relations based on the purposes and principles of the UN Charter, as well as international fairness and justice.

🎙 Foreign Minister Sergey Lavrov’s address to participants of a grand ceremony for opening the 2nd BRICS Women’s Entrepreneurship Forum (May 15, 2025)
💬 Ladies and gentlemen,
Colleagues,
Friends,
Welcome to the grand opening ceremony marking the beginning of the 2nd BRICS Women’s Entrepreneurship Forum.
Without a doubt, today’s event represents a milestone for the BRICS countries’ business communities and our entire association, which increasingly plays a big part in global affairs.
We view BRICS as a focal point for coordinating interests of the World Majority’s leading countries, a key pillar of a multipolar world, and an important mechanism for advancing genuinely multilateral cooperation. I would like to emphasise that our joint work within the association is based on the principles of equality, mutual respect, and balance of interests of all participants.
The potential of BRICS has benefitted greatly from expansion. The BRICS countries represent nearly half of the world’s population, and their aggregate GDP makes up about 40 percent of global GDP in terms of purchasing power parity, more than that of the G7.
Considering this, it stands to reason that BRICS continues to attract the Global South and Global East countries that seek mutually beneficial partnerships and joint development.
Expanding comprehensive cooperation within the BRICS format is among our unconditional foreign policy priorities. We place special emphasis on supporting new ideas and pro-active approaches in the economy, ensuring financial stability, advancing digitalisation, and enhancing transport connectivity.
Women’s entrepreneurship is a key factor in achieving progress in these and other areas. Your determination, innovation-based approaches, and leadership create new prospects and open new horizons for expanding our respective economies and social spheres.
Today’s forum provides an excellent opportunity to exchange best practices, to establish and strengthen business contacts, and to coordinate specific practical cooperation projects.
The initiatives to be developed during the forum will be taken into account in preparations for the 17th BRICS Summit in Rio de Janeiro on July 6-7 and contribute to the collective efforts of our association.
I wish you engaging interactions, substantive discussions, and all the best. I am confident that, acting together, we can make our BRICS partnership even more effective.

⚡️ Certain Telegram channels are deliberately circulating false information about the Chinese Foreign Ministry’s alleged support for the 30-day ceasefire proposed by Ukraine, Europe and the United States.
This fake news has been posted online by the Ukrainian propaganda resource Ukrinform, which has openly and unashamedly distorted the statement made by Chinese Foreign Ministry Spokesperson Lin Jian on China’s stance on the Ukrainian crisis during the May 12 briefing.
💬 Replying to a question by a Ukrainian journalist, Lin Jian said the following (this is a direct quote from the Chinese Foreign Ministry’s transcript):
This comment by the Chinese Foreign Ministry spokesperson says nothing about the 30-day ceasefire or China’s support for that initiative.
China’s position, as put forth by the porte-parole is fully in line with the statement made by President Vladimir Putin on May 11, in which he pointed out the following:
Ukrainian disinformers are using the same old MO (modus operandi), lying through their teeth and distorting facts to make their audiences believe in a fictional reality rooted in false notions and straight out fabrications.
This is obviously being done within the framework of information and psychological operations under the guidance of their Western handlers. It is not surprising that Anglo-Saxon and European news agencies and media readily take up these fake stories without bothering to check facts, and use them as the sources they can cite, therefore creating a vicious circle of lies.
❗️ We call upon all participants of the media environment and users to take a more responsible attitude towards information, trusting only official resources and cross-checking information with the original source.
As for this fake news, we can only say that yet another attempt to present defeat as victory has fallen through.

As I said just now about China’s position on the Ukraine crisis, we support all efforts for peace, and hope that parties will continue working towards a fair and durable peace deal that is binding and accepted by all parties concerned through dialogue and negotiation, and ultimately achieve a political settlement of the Ukraine crisis.
China remains of the view that dialogue and negotiation is the only viable way out of the crisis. China will continue to, in light of the will of the parties to the conflict, work with the international community to play a constructive role in ultimately solving the crisis and achieving lasting peace.

We are set on serious negotiations with Ukraine. Their aim is to eliminate the root causes of the conflict and to achieve a long-term lasting peace for a historical perspective.
