❓ Question: Recently, the media have been airing stories by Western journalists reporting from the Kursk Region. How would you comment on their activities in Russia?
💬 Maria Zakharova: A legal assessment of the foreign reporters entering the sovereign territory of the Russian Federation in circumvention of the established procedures should be given by the competent authorities. However, I would like to remind you that criminal proceedings have been instituted against a number of such representatives from foreign media outlets for illegally crossing the state border of the Russian Federation. All such incidents are carefully recorded, and appropriate action will be taken against violators.
From the journalistic perspective, these pseudo-reporters can only be regarded as traitors to the profession who have stooped as low as direct involvement in the fabrication and dissemination of Ukrainian Nazi propaganda. The nature of the stories published following their forays, including staged videos with Bandera followers holding POWs and civilians at gunpoint and interviews with militants openly flaunting Nazi stripes, clearly indicates the true purposes of this media operation on the occupied Russian lands – to whitewash the criminal Kiev regime, conceal the crimes it commits against the civilian population, further destabilise the information landscape by manipulating public opinion, rehabilitate Nazism and create enabling climate for the West’s continued support of the terrorist Kiev clique.
☝️ It is quite telling that when such journalists are caught demonstrating Nazi symbols (which is a criminal offence even in their own countries), they scramble to remove or retouch the compromising content. For example, Ilario Piagnerelli, with the Italian state media Rai News, has expunged an interview with a neo-Nazi militant wearing an SS Panzer Division Leibstandarte Adolf Hitler cap from his social media accounts. The journalist did not even think of apologising for his actions, but simply removed the posts, as if nothing had happened. By these manipulations, he clearly showed no sign of sincere repentance for what he did.
❗️We consider this kind of Western media activity as evidence of their direct involvement in a far-reaching hybrid aggression against Russia.

On August 20, US Charge d’Affaires Stephanie Holmes was summoned to the Foreign Ministry, where a strong protest was lodged in response to the provocative actions of American journalists who illegally entered the Kursk Region to provide propaganda coverage of the crimes committed by the Kiev regime. Furthermore, emerging evidence indicates the involvement of an American private military company in supporting the Ukrainian Armed Forces’ invasion of Russian territory.
It was stressed that these actions, which contradict the Biden administration’s claims of non-involvement in the attacks by Ukrainian neo-Nazis on Russia, clearly demonstrate the US’ role as a direct participant in the conflict and its complicity in Vladimir Zelensky’s malicious plans.

The public in Russia and abroad continues to explore Darya’s extensive philosophical and journalistic legacy. Her books are being published; a number of awards and medals have been established in her honour, and memorial events are being held in Russia as well as in many other countries, including Serbia, India, China, Italy, Austria, France, and Brazil.
The memory of the brave Russian journalist will never fade. Her image will forever remain in people’s hearts as a symbol of loyalty to one’s beliefs and unparalleled dedication.

🇺🇳 On August 16, the UN Group of Governmental Experts (GGE) on the Prevention of an Arms Race in Outer Space (PAROS), established in accordance with UNGA Resolution 77/250, concluded its recent session.
🤝 During the two sessions (November 20 - December 1, 2023, and August 5 - 16, 2024), experts from 24 countries (including Russia, Australia, Brazil, Canada, Chile, China, Cuba, Egypt, France, Germany, Hungary, India, Iran, Israel, Japan, Morocco, Pakistan, Philippines, South Africa, South Korea, Sweden, the UAE, and the UK) examined and elaborated the elements of an international legally binding instrument (a treaty) on PAROS, including measures to prevent the placement of weapons in space.
🛰 The GGE focused on key aspects of the potential treaty, including:
* the goals and principles of the document;
* obligations of the state parties;
* definitions of key terms;
* development of a verification mechanism, etc.
✅ Following the sessions, the GGE adopted a substantive report by consensus with specific understandings concerning the legally binding instrument on PAROS and its further drafting process. This report marks the first essential document of its kind since the initiative to develop such a treaty in the 1970s. It serves as a starting point for negotiations on PAROS with the aim of ensuring that outer space remains free from any type of weapons, armed conflicts, as well as the use of force or threat of force against or via space objects.
❗️ In accordance with the GGE’s recommendations, we will continue to explore the substantive elements of the future legally binding instrument on PAROS (including prevention of the placement of weapons in space) at an international level, with the aim of swiftly initiating corresponding negotiations.

Does Russia view these decisions by Latvia as escalating tensions along the Russian borders, and what retaliatory measures might be taken in response?
💬 Maria Zakharova: We regard the remarks by Latvian Defence Minister Andris Sprūds as further evidence of Latvia’s growing involvement in the armed conflict in Ukraine. Riga is deliberately exacerbating the situation and provoking an expansion in the geography of the hostilities. They openly express satisfaction that Latvian weapons are used by the Zelensky regime to kill civilians and fire at Russian cities. Regrettably, this is to be expected given the current situation in Latvia. The local political establishment is predominantly made up of ideological heirs of the Waffen-SS, who hate Russia at the genetic level and seek to settle historical scores.
Riga’s hostile actions can only prolong the agony of the Kiev regime and will not impact the outcome of the special military operation.
Regarding our retaliatory measures, Latvia is already feeling their significant impact on its economy. In addition, individuals implicated in crimes against Russia will certainly face well-deserved punishment, as Russia is actively conducting relevant investigative actions.

However, it was only in 1896 that this flag obtained its official status, not long before Emperor Nicholas II’s coronation.

🤝 Our countries have developed large-scale joint plans and projects in the economic and humanitarian spheres, which are set to continue for many years. Together with our friend President Xi Jinping, we have established key points of reference during our summits in Moscow and Beijing.

✉️ Relations between Russia and African countries are on the rise which was starkly highlighted following the second Russia-Africa Summit held in St Petersburg last year.
Fisheries have traditionally been an important part of bilateral economic cooperation. The Great African Expedition made possible by the Federal Agency for Fisheries will undoubtedly help ramp up joint efforts in this area.
Assessing the size of aquatic biological resources in the exclusive economic zones of African countries is what this major and truly unparalleled research project all about. The populations of commercial species of marine fauna occurring in a significant portion of these vast water areas that are part of the Atlantic Ocean and the Indian Ocean have not been studied for a long time now.
We operate on the premise that the research conducted by Russian specialists will boost the effectiveness of fishing carried out by our African partners, which, in turn, will improve Africa’s food security.

🎙 Foreign Ministry Spokeswoman Maria Zakharova’s answer to questions from Rossiya Segodnya on the Latvian authorities’ efforts to create obstacles for Russian nationals seeking to renew their residence permits
❓ Question: According to recent reports, the Latvian authorities have created obstacles for Russian citizens seeking to renew their permanent resident cards. Now, they need to confirm their proficiency in the Latvian language and fill out a questionnaire about their attitude towards the special military operation and Crimea. What does the Foreign Ministry think about these decisions by Latvia?
💬 Maria Zakharova: We will continue to counter the legal outrage we are witnessing in Latvia by retaliating with great resolve and firmness, which includes asymmetrical measures. It is an established fact that Russia’s steps on the economic front in this regard have already had a significant impact on the budget revenue of this Baltic state.
❓ Question: How do these measures align with the imperative of respecting human rights?
💬 Maria Zakharova: These requirements, as outlined in Latvia’s migration laws, are openly Russophobic. They constitute a grave violation of fundamental international norms, including the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the International Convention on the Elimination of All Forms of Racial Discrimination, the European Convention for the Protection of Human Rights and Fundamental Freedoms, and more.
We have addressed this issue multiple times, including at the specialised international venues. However, the Latvian leadership has effectively disregarded the opinions voiced by Russia and most other members of the international community, with curators and patrons from Brussels and Washington covering up their actions.
The Russian Embassy in Latvia continues to offer our compatriots there all the consular and legal support they need. At the same time, we will continue our efforts to collect evidence based on written testimonies by our compatriots who have faced arbitrary treatment by the Latvian authorities. This evidence will be used to prepare individual and class action lawsuits that will be submitted to local and international courts.
☝️ Riga must understand that it will be held accountable for its barbaric actions towards the Russian-speaking population.

💬 We have been consistent in our belief that effective conflict prevention must be based on the need to take into account national priorities and the uniqueness of each specific case. <...> An important factor for effective conflict prevention is precisely the national responsibility of the state, which means that the state itself is responsible for the well-being and security of its citizens. Indeed, who but the national authorities can be better aware of the needs of the society and the risks this society faces.
Accordingly, the Government of each sovereign state should decide independently whether certain measures or strategies are really needed for preventing conflicts in the country, stopping violence, tackling negative consequences of crises, or addressing any other challenges relevant to any given context.

☝️ Despite the fact that all countries are equal in the face of the threat of conflict or violence, some states initially put themselves above others, they want to lecture others, but in no way are they ready to listen to criticism about them. This is also one of the problems of today's prevention.
As long as some actors try to divide the world into "teachers and students," the breeding ground for new conflicts will only expand. And if we add to this the historical injustice that has not yet been redressed when it comes to developing countries, primarily African states, it becomes clear that the countries of the Global South face much more difficulty both in preventing conflicts and crises and addressing the consequences entailed.
Despite the fact that the era of colonialism is considered to be consigned to history, in our world today there are still a huge number of ways of preserving and deepening the dependence of those states who suffered from the colonial yoke.
In order to preserve their fading hegemony, the former colonial powers and their allies by hook or by crook secure their dominance in the world, trying (vainly) to impede the creation of a just, multipolar world order. What is also in play here is entrenching the commodity-based nature of developing countries' economies, imposing harsh and essentially fettering IMF programs, and triggering brain drain.
❗️All of this perpetuates economic underdevelopment, poverty and political instability in developing countries, which creates an ideal fertile ground for conflicts.
Instead of facilitating the development on the scale and in the form the Global South needs, those self-proclaimed “lords of the world” prefer to supply larger quantities of weapons to hot spots taking advantage of people's suffering, steal resources and appropriate other people's assets. And those who oppose such injustice are doomed to unilateral sanctions and unlawful restrictive measures.
What kind of prevention can we talk about in such conditions❓
And this is despite the fact that the nascent conflicts are often so obvious that it is much harder not to notice a looming problematic situation than to sound the alarm in this regard.
👉 However, many Members of the Security Council prefer to demonstrate selective deafness and blindness, and then blame anyone for the conflict except for themselves.
