🎙 Russia's Foreign Minister Sergey Lavrov’s remarks at the 42nd meeting of the Council of the Heads of Constituent Entities of the Russian Federation at the Ministry of Foreign Affairs (Moscow, April 22, 2024)

💬 Today’s agenda focuses on promoting inter-regional cooperation between constituent entities of the Russian Federation and the People’s Republic of China.

🔹Russian-Chinese relations of comprehensive partnership and strategic interaction continue developing in a dynamic and all-round manner and demonstrate high durability and an ability to adapt to the changing international realities.

🔹A highly important part of strategic partnership, hinges on coinciding or largely similar positions of our countries on key issues of the international agenda. Work is underway to merge the integration potentials of the EAEU and China’s Belt and Road Initiative, including in the context of implementing the initiative of President Vladimir Putin to forge a Greater Eurasian Partnership.

🔹 Russia-China trade and economic cooperation is developing actively, despite persistent attempts by the collective West states to hamper this process. Bilateral economic ties have become virtually de-dollarised. Today, national currencies account for over 90 percent of mutual payments and settlements.

🔹 Interregional cooperation traditionally remains an important component of consolidating the diverse complex of our relations. Following the lifting of Covid-19 restrictions in 2023, the Russian Federation’s territories and China’s provinces greatly expanded the volume of their exchanges.

🔹 Forty-three Russian regions and Chinese provinces and autonomous regions have signed 117 cooperation agreements in various fields. Russian municipalities have signed 313 twin city agreements with their Chinese partners.

🔹 We believe the potential of the interregional interaction is far from being exhausted. Broad opportunities for its further development open up in new international realities.

📹 Russia's Foreign Minister Sergey Lavrov’s video address to participants in the Moscow Nonproliferation Conference

Key talking points:

• The arms control, disarmament and nonproliferation system crisis reflects unprecedented degradation in the sphere of international security.

• The West is balancing on the dangerous edge of a direct military confrontation between nuclear powers, which could have catastrophic consequences.

• The US-led collective West is cynically complementing the deliberate destruction of balanced and equal agreements that do not suit Washington with the promotion of apparently dishonest schemes that would create advantages for the United States.

• Striving to attain decisive military superiority, Washington and its allies are enlarging the network of alliances directed against other countries. They are working energetically to implement a number of highly destabilising military-technical programmes.

• There is no basis whatsoever for an arms control and strategic stability dialogue with the United States in the face of a total hybrid war being waged against our country.

• Moves to undermine the existing arms control and non-proliferation system are affecting the stability of the Treaty on the Non-Proliferation of Nuclear Weapons. <...> The Western countries have used the treaty for years to address political agendas unrelated to nuclear non-proliferation.

• The attempts of the Western countries to tailor the OPCW to their vested interests are a source of serious concern. The Western states have already turned this prestigious and strictly technical international agency into an instrument for implementing their geopolitical interests in the Middle East and beyond by privatising the OPCW Secretariat.

• We are convinced that to prevent further degradation of the world situation <...> all countries should pool their efforts to upgrade the international security system relying on the principles of multilateralism, equality and indivisibility.

💬 The next visit of the IAEA Director General Rafael Grossi to Russia is now under development. The head of the IAEA and his closest employees regularly hold consultations on Russian territory with the Russian interdepartmental delegation headed by the General Director of the State Corporation «Rosatom» Alexey Likhachev. Such meetings are held in different cities, the next one is planned to be held before the end of May, 2024. Apparently, the meeting will not take place in Moscow

💬 Topics for discussion will mainly focus on the Zaporozhskaya NPP, although, if necessary, broader issues regarding interaction between Russia and the IAEA may also be addressed. Such meetings with the Director General of the IAEA on Russian territory were held several times, once every few months, «synchronizing watches» between the Russian side and the Agency was important and useful for the dialogue and interaction of the parties
Kiev committed another crime against journalists.

1️⃣9️⃣April the Russian journalist, "Izvestia" correspondent S.Eremin was killed as a result of a strike by Ukrainian UAV.

📢We call on UNESCO Director General O.Azoulay to condemn the killing of the Russian journalist.

We remind that in accordance with the decision of 216th session of the Executive Board, the Director General is tasked to condemn the killing of journalists without any distinction.

#BRICS2024

🤝 On April 22-23, Moscow hosted a meeting of BRICS Sherpas/Sous-sherpas, chaired by Deputy Foreign Minister, Russia’s Sherpa in BRICS Sergey Ryabkov. The participants of the meeting discussed current issues on the agenda of the Russian year in BRICS, including the implementation of decisions adopted at the Johannesburg Summit on August 22-24, 2023.

Russia’s representatives also informed the participants regarding the ongoing preparations for the upcoming BRICS Foreign Ministers’ Meeting, scheduled to take place in Nizhny Novgorod on June 10-11, 2024.

This day was established on April 23 in 1995 by the General Conference of UNESCO in Paris, honouring writers and their work, encouraging greater access to books & reading material.

When asked by Western journalists which books Sergey Lavrov would recommend for compulsory reading, including for foreigners and those in the Euro-Atlantic nations in particular, the Russian Minister recommended the following 4 novels:

🟩 Students of RT Academy have the opportunity to learn all stages of TV news production - from pitching a story to newsgathering, reporting and presenting, as well as to get acquainted with the work of newsroom editors, presenters and camera persons.

🟩 Besides that, RT offers live webinars with its top executives, regional representatives, producers, news presenters, correspondents, content creators and social media managers.

🟩 Launched on 1️⃣ April, 2024, RT English-language, international online educational project for journalists is currently being attended by students from all over the Asia-Pacific. Within the framework of the Academy, RT’s international team is conducting master classes and share their expertise with aspiring, beginner, and experienced journalists alike.

🌏 The demographics are quite diverse, with participants' ages ranging from 17 to 68 years. In terms of geography, 65 students come from Indonesia 🇮🇩, 33 from Myanmar 🇲🇲, 8 from Vietnam 🇻🇳, 20 from Malaysia 🇲🇾, 10 from Singapore 🇸🇬, 4 from Thailand 🇹🇭, 1 from Brunei 🇧🇳, 5 are representing the Philippines 🇵🇭, 9 participants are from Cambodia 🇰🇭, 1 from Laos 🇱🇦 and 1 student is from Timor-Leste 🇹🇱.

🇷🇺🇳🇮 On April 22, Foreign Minister Sergey Lavrov met in Moscow with Special Representative of the President of Nicaragua for Cooperation with Russia Laureano Ortega Murillo.

✍️ The officials signed a declaration between the Russian Federation and the Republic of Nicaragua on the ways and means of countering, alleviating and compensating for the negative consequences of unilateral coercive measures.

By tradition, the officials exchanged views on current issues of bilateral strategic partnership in a trust-based and friendly atmosphere. They confirmed their invariable mutual commitment to oppose the West’s neo-colonial practices and its interference in the internal affairs of independent states.

They mapped out further joint moves towards building a fair multi-polar world based on genuine equality, respect for each other’s interests, as well as principles and norms of international law.

New centres of power have emerged, including such structures as BRICS, the SCO, CELAC and the African Union. There is no doubt that the days of colonialism and neocolonialism are passing away.

Latin America and the Caribbean will become one of the major centres of a multipolar international order. We consider this a sound trend. CELAC’s return to its identity is a good sign.

🇷🇺🇧🇷 On April 23, Foreign Minister Sergey Lavrov met in Moscow with Celso Amorim, international affairs advisor to the President of Brazil.

During the conversation, which took place in the friendly atmosphere traditional for Russian-Brazilian relations of strategic partnership, the parties exchanged views in an engaged and trustful manner on current issues of the international agenda, including interaction in the UN and BRICS.

Special focus was given to the Ukrainian crisis.

🇷🇺🇺🇸 Comment by the Russian Embassy in the United States

We negatively assess the Country Reports on Human Rights Practices in 2023 published by the State Department. Another attempt has been made to impose U.S. values on the international community. And everyone who disagrees should be ostracized.

📌 Attacks against Russia mainly focused on challenging the legality of the special military operation in Ukraine and unsubstantiated allegations of violations of international humanitarian law by the Russian Armed Forces. In the same row is slander about internal repression and suppression of freedom of speech in our country.

❗️We categorically reject these accusations. This is not the first time Washington has played the human rights card in vain attempts to destabilize the internal political situation in Russia.

📌 Another fact is also clear. The United States is no longer able to “turn a blind eye” to blatant and flagrant cases of violation of fundamental rights and freedoms by the Kiev regime, including arbitrary detentions, threats of physical violence against journalists and total corruption in the courts and government. Although the U.S. authorities are trying to shield their puppets, seeking to attribute all the negativity to the special military operation.

☝️Instead of promoting “double” standards, Washington should focus on improving its own “track record.” For example, on humanization of the penitentiary system. There is still ongoing criticism from international institutions that condemn the United States for the brutal treatment of prisoners and the use of inhumane methods of the death penalty. These facts also include surveillance of citizens around the world, violations of the rights of migrants, including children, a surge in anti-Semitism and Islamophobia, etc.

👉 It is high time for the U.S. authorities to think about including in the report a separate section on the human rights situation in the United States itself.
