Racine County Sheriff Reveals Systematic Election Law Violations That Enabled Nursing Home Ballot Harvesting
The Racine County, WI Sheriff’s Office revealed that the Wisconsin Election Commission (WEC) unilaterally and illegally advised nursing homes to ignore election laws, which opened the door to statewide exploitation of cognitively impaired residents and potentially large scale ballot harvesting.
Wisconsin law requires Special Voting Deputies (SVDs) to assist nursing home residents with their ballots and explicitly prohibits voting assistance by facility staff. The WEC instructed elder care facilities in all 72 WI counties to ignore WI statute 12.13 on “Prohibited Election Practices;” violations are Class 1 felonies.
The Sheriff used the example of the Ridgewood Care Facility where 19% of the residents who reportedly voted in the 2020 election suffer from such severely diminished cognitive abilities they are unable to sign legal documents.
In a recorded meeting, a WEC official stated, “We will be telling the clerks to break the law… we need the flexibility to not follow the law,” citing Covid. However, the Sheriff’s office learned that 900 visitors, including elevator repairmen and bird cage cleaners, roamed freely at the Ridgewood facility during this period, apparently unhampered by the Covid restrictions the WEC used to justify breaking the law.
Patrick Colbeck identified ballot stuffing using ineligible or low propensity voters (like nursing home residents) as phase 2 of the election hijacking.
The Sheriff’s office has turned over the evidence to the AG:
“Where do we go from here? We’re just one of 72 counties. Ridgewood is one of 11 type facilities within our county. There are literally hundreds and hundreds of these facilities throughout the entire state of Wisconsin. We would be foolish [to think this] violation of a statute occurred to just a small group of people at one care facility, in one county in the entire state. I would submit to you that the Attorney General should launch an immediate investigation into the Wisconsin Elections Commission and restore some level of integrity and trust back into our elections system. At the end of the day, we all want to have fair elections. We all want to make certain that our vote counts, and when people break the law, we all want them held accountable.“

Speaker Vos Responds to Racine County Sheriff’s Office Announcement, Calls for Resignation of WEC Administrator
House Speaker Robin Vos issued the following statement after the Racine County Sheriff’s Office announced the results of an extensive investigation which uncovered illegal activity surrounding absentee ballots at long-term care facilities.
“People’s trust in Wisconsin’s elections has been tested. Many Wisconsinites feel elections are not safe and secure, and now the Racine County Sheriff’s investigation found clear violations and law-breaking within the Wisconsin Elections Commission (WEC).
Clearly there is a severe mismanagement of WEC, and a new administrator is needed. I am calling for the resignation of Meagan Wolfe as Elections Commission Administrator.
Cover-ups and complacency with law-breaking are red flags Wisconsinites cannot ignore.”
State Rep. Joe Sanfelippo has also called for Wolfe to be removed from her position:
“I am calling for the immediate dismissal of Meagan Wolfe as the Wisconsin Elections Commission (WEC) Administrator as well as the WEC staff who gave advice to break the law and members of the Elections Commission who voted to break the law. Those actions are the very definition of malfeasance in office. And if the Wisconsin Attorney General continues to refuse to uphold the law, then he should resign, too. It has become abundantly clear that a statewide investigation similar to what was done in Racine is necessary. All Wisconsinites, Republicans and Democrats alike, deserve to know which state laws were broken and who should be held accountable.“
WI Senate Majority Leader David LeMahieu has launched a Senate investigation and said that abolishing the WEC is on the table.
In a Wednesday evening press release, Wolfe said she does not intend to step down.

The questions remains whether or not federal authorities will take action to prosecute the Secretary of State for violations of federal law.
