There are two forms of nothing ever happens: weak and strong.
A strong nothing ever happens simply means something like a "China's final warning", a nothingburger, something that is said to happen, but simply put never will, regardless of sociological and political factors.
A weak nothing ever happens relaxes the meaning and simply states nothing new ever happens. Meaning that even if something ever happens, it has already happened in the past countless times. It's an already existing process, which is nothing really new, thus nothing ever happens.

For example:

Last week Pasta got a white woman's number and she never called him back.

That's a strong Nothing Ever Happens
